[브레이크뉴스=배종태 기자] 부산.대구.울산.경남.경북 등 5개 시.도지사들이 참여해 '영남권의 상생번영'을 논의하는 '2021영남미래포럼' 및 '제2회 영남권 미래발전협의회'가 개최됐다.

 

20일 오후 2시 울산전시컨벤션센터에서 진행된 영남미래포럼은 박형준 부산시장, 권영진 대구시장, 송철호 울산시장, 김경수 경남지사, 이철우 경북도지사와, 이번 포럼을 주최한 국민일보 변재운 사장이 참석한 가운데 '영남권 대통합 대한민국의 새 중심으로’란 주제로, 수도권 과밀화에 따른 폐해와 지방소멸 위기 등 영남권의 지역 현안과 상생발전 방안에 대해 토론을 전개했다.

 

토론에는 김사열 대통령직속 국가균형발전위원장이 좌장을 맡았고, 영남권 5개 시.도지사가 패널로 참가해 ▲지역 위기 극복을 위한 지산학 협력 방안 ▲영남권을 대한민국의 새로운 발전축으로 도약시킬 2030부산세계박람회의 성공 유치를 위한 광역대응체계 구축 방안 ▲부울경 메가시티 성과와 향후 전략 ▲수도권 일극주의와 지역불균형 해소를 위한 영남권 공동협력과 국가균형발전 패러다임 전환 필요성 등을 제시했다.

 

박형준 부산시장은 “수도권 일극주의와 학령인구 감소에 따른 지역 소멸 위기를 극복하기 위해서는 국가균형발전과 지방분권 정책에 대한 전면적인 패러다임 전환이 필요하다”라며 “이를 위해서 영남권이 더욱 강하게 유대하여 상생 발전을 도모하고, 지역 불균형 문제에 한목소리로 공동대응해야 한다”고 주장했다.

 

김경수 경남지사는 “지역의 소멸도 문제지만 수도권의 과밀도 문제가 되고 있다"며 "그래서 국가 전체적으로 경쟁력이 떨어지고 있는 지금의 문제를 해결해야 한다. 국가경쟁력과 함께 세계적 흐름, 우리나라 균형발전의 역사적 관점에서도 메가시티 추진이 꼭 필요하다"고 강조했다.

 

또 “플랫폼이 갖춰진 수도권 한 지역만의 외발자전거로 굴러가는 대한민국은 경쟁력을 갖기 어렵다”면서 “비수도권 초광역협력, 메가시티를 통해 여러 개의 바퀴로 안정적으로 굴러갈 수 있도록 해야 한다"고 주장했다.

 

송철호 울산시장은 수도권 블랙홀’로 인한 경제, 산업, 문화, 인구 등 사회문제에 대한 울산의 대응방안과 국가균형발전 방안을 제시했다.  

 

이철우 경북지사는 통합과 관련해 “대한민국은 70년대의 서울 로망이 여전히 계속되고 있다. 세계적으로 유래를 찾아 볼 수 없는 인구와 경제, 문화, 교육 등 수도권 초집중으로 지방은 소멸위기에 직면하고 있다”며 “지금의 행정체제로는 지방은 답이 없다. 근본적인 체질개선을 위한 대한민국의 성장 틀을 새로 짜야 한다. 그것이 바로 통합"이라고 주장했다.

이 지사는 “절박함에서 대구.경북의 통합이 시작됐다”면서 "대중교통 환승제 확대, 광역철도 순환망 확충 등 시도민의 생활과 밀접한 3대 현안 추진으로 물리적․심리적 거리감을 줄여 나가고, 시.도민의 생활과 밀접한 교통, 관광 등 기능을 통합하는 특별지방자치단체 설립을 위한 용역을 전문기관에 의뢰중"이라고 설명했다.

 

아울러 "지역의 기업과 대학, 연구기관, 지방정부가 힘을 합쳐 기업이 필요로 하는 인재를 지역에서 직접 양성하고 일자리를 연계하고 있다”며 “지역인재혁신플랫폼과 더불어 제조업의 스마트화, 콘텐츠 기업 유치 등을 통해 청년들이 선호하는 일자리를 빠른 속도로 늘려가겠다”고 밝혔다.

 

덧붙여 그는 “오늘 영남권 5개 지방정부가 모여 예산 운용이나 국가의 경영을 위한 전체적인 틀을 바꿔야 한다는 것에 공감했다”면서 “기획재정부가 늘 예산의 효율성을 얘기하는데, 지방정부도 광역화해서 초광역 협력으로 각자 필요한 특화된 발전방안을 추진한다면 모두가 윈윈할 수 있을 것"이라고 전망했다.

 

또한 “영남권의 번영과 발전을 위해 통합을 위한 제도적 기반을 마련하고 자치단체를 넘어서는 지방정부 구성을 위한 헌법 개정에도 힘을 모아 나가자”고 제안했다. 

 

원전과 관련해서는 “올 초 제9차 전력수급기본계획 확정 후 한파로 인한 전력공급 우려가 다시 이번 여름 최악의 폭염 예상으로 수면 위에 올라왔다"며 "만약 당초 계획대로 신한울 1호기 운영허가를 했다면 전력 공급 차질 우려는 없었을 것이다. 지금이라도 운영허가가 난 것은 다행"이라고 환영했다.

지방소멸 위기와 관련해 “인구정책은 지방만으로는 해결할 수 없는 대한민국의 문제"라며 "지난해부터 인구의 데드크로스가 시작 됐고, 매년 지방의 청년 10만 명이 수도권으로 가면 되돌아오지 않는다. 지방의 경쟁력 약화는 곧 국가 경쟁력으로 이어진다"며 인구정책의 한계를 지적하고 전환을 요구했다.

 

이날 포럼에 이어서 오후 4시 30분 컨벤션센타 1층 회의실에서, 영남권 5개 시․도지사가 참석하는 '제2회 영남권 미래발전협의회'가 진행됐다.

 

협의회에서는 지방분권과 지역균형발전 강화를 위한 ‘영남권 상생 번영 협약서’를 채택했다. 협약서에는 ▲2030부산세계박람회 유치를 위한 공동 협력 ▲그린․디지털 경제를 선도할 초광역 경제협력체계 구축 공동 노력 ▲에너지 정책 개편을 통한 친환경 경제 대전환 협력 ▲권역별 초광역협력 국가 정책화에 공동 노력 ▲대구경북통합신공항 조속 건설을 위해 공동 노력한다는 등의 내용을 담았다.

 

또한, 영남권 그랜드 메가시티 추진을 위해 영남권 5개 시․도와 4개 연구원(부산.대구경북.울산․경남)이 참석한 가운데, 지난 1월 착수한 '영남권 발전방안 공동연구’의 진행상황 점검 및 교통.물류, 환경.안전, 문화.관광 등 6개 분야별 발전전략과 그간 발굴해 온 공동협력 사업들을 보고받고 추가.보완사항 등에 대해 논의했다.
