The Ministry of Oceans and Fisheries in the first phase of the Busan North Port redevelopment project change announced on the 6th was confirmed to be trying to hand over some of the originally promised support costs to the city of Busan, causing criticism.

Minister of Oceans and Fisheries Moon Seong-hyeok, who attended the state audit on the 7th, gave a completely different voice. Minister Moon said, "There seems to be no way to honestly help with the construction cost of the opera house,"

On this day, Minister Moon said completely different from the original promise that the city of Busan should bear all the construction costs of the Opera House.

The Ministry of Oceans and Fisheries initially promised to support 80 billion won for the construction cost. In fact, Busan citizens will bear at least 120 billion won, up to 50 billion won in construction cost of the reduced opera house. Minister of Oceans and Fisheries Moon Seong-hyeok said at the National Assembly's Agriculture and Marine Affairs Committee on February 17, "I think the government should support the (opera house construction cost)."

In addition, the Ministry of Oceans and Fisheries said that the tram project cost would be covered from the total project cost of the North Port Phase 1 redevelopment project, but in this change, only the infrastructure such as road rails will be borne by the Busan Port Authority, and in fact, the vehicle purchase cost and tram operation cost will be handed over to Busan City. Confirmed. The Ministry of Oceans and Fisheries and BPA are of the opinion that the cost of purchasing tram vehicles (approximately 20 billion won) should be borne by Busan City or the tram operator in the future.

In addition, among the previously planned public content projects, it was announced that it would proceed through BPA or privately for the implementation of the non-owned pier 1 complex cultural space (32.9 billion won) and marine leisure sports complex (20.2 billion won) projects. In a situation where the BPA did not even express an opinion on the project, it is virtually the same as adding a burden to the city of Busan.

Local politicians and civic groups directly opposed Minister Moon, who was like flipping his hand over his words. Rep. Ahn Byung-gwon (Busan Seo. Dong-gu) said, “The Ministry of Oceans and Fisheries and the BPA take all the profits from the redevelopment of the North Port, and it is a trick and a deception to pass only the cost on to the citizens. enough to do Until now, while doing railroad business in a local government, I have never done a project like this separately for railroad cars and railroad cars.”

On the other hand, the city of Busan is protesting that it is right for the BPA, the project operator, to bear the cost as it is the infrastructure for the redevelopment project for roads and railroads. In response to the Ministry of Oceans and Fisheries’ claim that there is no legal basis for subsidizing vehicle purchase costs, Busan City states that in the Railroad Construction Act, ‘railroad is a transportation system organically composed of railway facilities and railway vehicles and related operation and support systems necessary to transport passengers or cargo’. It is the position that not only facilities but also tram vehicles are included in the railroad.

The People's Power Busan City Party said, "The North Port redevelopment area is also a candidate site for the 2030 Registration Expo, which has been confirmed as a national project, and a huge investment in SOC facilities is needed in the future." I can't help but criticize the behavior of the BPA)."

The entire cost of the Daejeon (Recognized) Expo held in 1993 was borne by the government. In preparation for the 2012 Yeosu (Recognized) Expo, the government invested about 9 trillion won in the expansion of social overhead capital (SOC) alone and invested 2.1 trillion won in the project cost.

“It is natural for the Ministry of Oceans and Fisheries and the BPA to bear the cost of purchasing a tram car that greatly contributes to the expansion of the North Port transportation network in Busan, the candidate site for Korea’s first registration expo,” the city party said.

Park Jae-yul, chairman of the Maritime Autonomy Promotion Council, criticized, "The Ministry of Oceans and Fisheries is showing the climax of bureaucracy to overturn all the promises made at a meeting between the Busan civil society and the minister in July."
