[브레이크뉴스=배종태 기자] 국민의힘 안병길 의원(부산 서·동구)은 16일 현행법의 목적 규정을 헌법이 지향하는 자유민주적 기본질서에 부합하도록 보완한 ‘공직선거법’ , ‘위탁선거법’ 2법 개정안을 대표 발의했다.

안 의원은 향후 4주간에 걸쳐 첫 번째 테마인 선거 관련 법안을 시작으로 공무원, 언론, 행정제도 등 테마별로 묶어서 주 1회씩 자유민주주의 법을 대표발의할 예정이다. 

안 의원은 "개정안의 내용은 간단해 보이나, 그 의미는 결코 단순하지 않다"며 "법의 목적 규정은 해당 법령이 달성하고자 하는 목적 등을 밝혀, 일반국민이 입법 목적이나 입법취지를 쉽게 이해할 수 있도록 함과 동시에 법령의 해석지침을 제시하는 역할을 한다"고 설명했다.

이어 "국민들은 헌법 제정 당시 대한민국의 존재형태와 기본적 가치 질서에 관한 이념적 기초로서 헌법의 지도원리를 설정하였다"며 "헌법 전문에서는 '자유민주적 기본질서'를 우리나라의 지도원리로 명시하고 있다"고 강조했다.
