부산시, 해양과 우주기술 융합해 신산업 육성 나서

[브레이크뉴스=배종태 기자] 부산시는 해양과 우주기술 융합해 신산업 육성에 나선다.

 

시는 28일 부산시청에서 지산학연 전문가들이 모인 가운데 ‘해양.우주 융합 신산업 육성 전략’을 주제로 '제29차 비상경제대책회의'를 개최했다. 

 

시는 이날 회의에서 ‘바다와 우주가 만나는 도시, 부산 먼저 미래로’라는 비전 아래 ‘해양․우주기술 융합, 글로벌 신산업 선점’을 목표로 ▲해양.우주 서비스기술 실증도시 구현 ▲해양 X 미래기술 융합 신산업 창출 ▲거버넌스 구축 및 글로벌 네트워킹 등 3대 전략과 18개 추진과제를 수립하고 3천344억 원을 투입해 추진하기로 했다.

 

[해양.우주 서비스기술 실증도시 구현]

시는 국가균형발전위원회 공모사업인 「미래해양도시 부산의 신산업 혁신성장 생태계 조성 사업」 일환으로 지자체 최초 해양공간 정보 수집과 해양미세먼지 관측을 위한 12U*급 초소형 위성 부산샛(BusanSat) A, B를 제작하고 있다. 

 

이중 부산샛-B는 세계 최초 해양미세먼지 관측용 편광카메라가 탑재되며, 한국천문연구원 및 미국 NASA와 협력하여 2023년경 발사할 예정이다. 초소형 위성 제작에 참여 중인 부산 기업은 우주 검증 이력(헤리티지)을 확보하여 향후 글로벌 시장 진출에 도움이 될 것으로 기대된다.

 

이를 계기로 초소형 위성 제작과 위성 서비스를 실증할 수 있는 테스트베드가 되는 것이 시의 목표다. 시는 현재 위성을 활용한 스마트항만서비스를 부산항만공사(BPA)와 함께 개발하고 있으며 향후 해양쓰레기 대응, 도시공간 관리 등 공공수요 창출을 통해 위성 서비스 초기 시장 형성을 촉진할 계획이다. 

 

해양과학기술원(KIOST), 국립해양조사원 해양위성센터 등 부산에 있는 해양․우주 인프라를 통해 수집된 데이터를 이용하여 지역의 현안 해결에 활용하고 새로운 서비스 모델을 발굴하기 위한 정책연구도 추진한다. 위성 정보를 포함한 해양 특화 데이터셋을 구축하기 위해 현재 해양수산 빅데이터 플랫폼을 운영하고 있는 해양수산개발원(KMI)과도 협력할 계획이다. 

 

아울러, 시는 국내 위성 서비스 업체들이 글로벌 기업으로 성장할 수 있도록 규제 혁신에도 나선다. 현행 규정은 고해상도 위성영상(일반 영상 기준 4m) 공개 제한과 복잡한 인가 절차, 상당한 보안처리 기간(2~3주)으로 인해 국내 기업들이 외국 기업에 비해 역차별을 받는 상황이다. 이를 위해 '국가 공간 정보 보안관리 규정' 개선을 정부에 건의할 계획이다. 

 

이 밖에도 지역의 조선기자재 업체들이 최근 수요가 급증하고 있는 초소형 위성 등 우주 관련 소재․부품․장비 분야에 진출할 수 있도록 신규사업을 발굴하여 정부 연구개발(R&D) 및 기반 구축 사업을 유치한다. 

 

[해양 X 미래기술 융합 신산업 창출] 

시는 초기 단계인 해양 우주융합 분야 기업 성장을 지원하기 위한 혁신성장 거점으로 영도 동삼동 혁신지구 내 ‘해양신산업 오픈 플랫폼(테크노파크 운영)’을 활성화하고, 2024년 건립 예정인 해양과학기술 산학연 협력센터를 통해 기업의 성장 전 주기를 지원할 계획이다. 또한, 부산 북항에 건립을 추진 중인 동남권 스타트업 파크에도 해양우주 융합 기업들이 모일 수 있도록 관계부서, 기관들과 협력을 강화한다.

 

유망기업에 대한 자금 지원을 위해 정부 모태펀드 기반의 300억 원 규모 해양신산업 육성 펀드를 연내 조성하여 지역의 해양우주 융합 분야 스타트업의 성장 재원도 마련한다. 해양신산업 분야 기업 설명회(IR)를 수시 개최하여 민간 투자도 활성화할 계획이다. 

 

민간 중심의 해양 우주 융합 신산업 생태계 구축을 위해 지역 내외의 주요 기업들이 참여하는 협력체로 (가칭)오션투스페이스(Ocean2Space) 얼라이언스 구축을 추진 할 계획이다.

 

아울러, 해양 우주 융합 분야 업체들이 공통으로 어려움을 겪는 인재 확보를 지원하기 위해 ‘뉴스페이스 퀵스타트’ 프로그램을 내년부터 연간 10명 내외 규모로 운영한다. 지산학 컨소시엄을 구성해 기업 수요에 기반한 R&D 프로젝트를 선정하고, 사업 주관기관이 구직자를 인턴으로 채용하여 2년간 프로젝트를 수행하면 컨소시엄 참여 기업에 채용으로 연계시키는 프로그램이다.

 

이 외에도 해양 우주 융합 분야 우수 인재들이 부산에 정착할 수 있도록 수도권에서 이전하는 첨단기술 업체 종사자 인건비 지원과 역외 우수 인재 및 출향 유턴 인재 인건비와 주거비를 지원할 계획이다.

[거버넌스 구축 및 네트워킹 강화] 

해양우주 융합 신산업은 글로벌 시장 진출이 목표이므로 국제협력이 필수적이다. 이에 부산시 대표단은 한국천문연구원과 함께 올해 10월 미국 NASA 랭글리연구센터를 방문하여 부산샛-B 발사 및 위성 데이터 공동 활용을 위한 기술협력 MOU 체결을 추진한다. 

 

이날 회의에 참석한 전문가들은 “해양·우주 분야 산업은 어느 한 도시의 노력만으로는 육성하기 어렵다.”면서 인근 도시 및 해외 우주 선진도시들과의 협력이 중요하다는 것을 강조했다.

 

국내에서는 부산시, 테크노파크, 부산산업과학혁신원(BISTEP), 지역기업, 지역대학, 연구기관(KIOST, KMI 등)이 해양우주 융합 신산업 지산학연 협의체를 구성하여 신규 R&D 공동 기획, 기업유치 및 성장지원, 기술개발, 산업 맞춤형 인재 양성에 협력할 계획이다.
