An amendment was proposed to increase the monthly rent tax credit rate for homeless workers from the current maximum of 12% to a maximum of 18%.

On the 23rd, Rep. Jeon Jae-soo of the Democratic Party (Busan Buk-gangseo-gap, Culture, Sports and Tourism Committee) raised the monthly rent deduction rate for homeless workers by more than 6% to 18% for global income of 55 million won or less and 16% for 70 million won or less, respectively. Some amendments to the bill were introduced.

The current law stipulates that tax deductions be provided under special circumstances when a homeless worker pays the monthly rent. 12% of the monthly rent for workers whose total wages are less than 55 million won, and 10% of the monthly rent for workers who earn less than 70 million won can be deducted from the comprehensive income tax amount.

According to the Ministry of Land, Infrastructure and Transport, in the first half of 2022, the share of monthly rent among the jeonse and monthly rent transactions in Korea was about 51.6%, exceeding the share of jeonse. In addition, it was found that the average monthly rental price of a comprehensive house of the Korea Real Estate Agency increased by 21% over 5 years from 570,000 won per month in 2017 to 690,000 won per month in 2021 on a national basis.

In addition, while the conversion to monthly rent is increasing due to the recent rise in interest rates and the rise in jeonse prices, the monthly rent price also shows an upward trend, adding to the economic burden of tenants. It is pointed out that it is necessary to expand the current monthly rent tax credit rate in order to strengthen the effectiveness of the system to alleviate the housing cost burden of low-income households.

The previous day, Congressman Jeon also proposed an amendment to expand the deduction rate for repayment of the principal and interest of housing lease funds for non-homeowners to 60% and the maximum amount to 5 million won.

Recently, interest rates have risen globally as well as in Korea. Considering these conditions and the rising housing rent, the effectiveness of the special income deduction was increased.

Through the amendment, Congressman Jeon raised the special income deduction rate for the principal and interest of repayment of housing rental fund loans for non-homeless tenants from the current 40% to 60%, and raised the maximum amount from 3 million won to 5 million won a year, respectively, to ease the burden of housing costs on tenants. made it possible to substantially reduce it.

Rep. Jeon said, “I hope that the hardships of the homeless people who are experiencing greater difficulties due to high monthly rent costs during the period of high inflation and high interest rates will be alleviated. Since housing stability is the most important task for people’s livelihood, we will continue to do our best to establish a system that can contribute to housing stability for low-income and working class people,”
