[브레이크뉴스=배종태 기자] 밴스 미국 부통령은 “종교의 자유 증진은 트럼프 행정부 1기에서 외교 정책의 가장 중요한 과제로 실현되었다”며 “종교의 자유를 존중하는 국가와 그렇지 않은 국가를 정책적으로 구별하는 것도 중요하다”고 강조했다. 

 

밴스 부통령은 지난 4~5일 미국 워싱턴DC 힐튼호텔에서 열린 IRF 서밋트 2025(국제 종교자유정상회의)에 참석해 특별연설을 통해 이같이 말했다.

 

그의  연설 요지는 “종교의 자유란 자신의 신앙을 실천하고 양심에 따라 행동할 수 있는 자유를 의미한다. 우리는 미국에서 신앙이 공동체를 키우고 발전시키는 역할을 한다는 것을 잘 알고 있다. 전 세계에서 신앙은 이웃을 사랑하도록 가르치고, 관대함과 봉사를 실천하게 하며, 서로를 존엄하게 대하고, 도움이 필요한 사람들을 돕고, 도덕적 원칙 위에 국가를 세우도록 이끈다.
 
  미국의 건국자들은 이 점을 정확히 인식했고, 위대한 헌법에 보장된 자유들 중 종교의 자유를 가장 먼저 명시했다. 초대 부통령이었던 존 애덤스는 대통령이 되기 전 이렇게 말했다. “정치인들은 자유에 대해 계획하고 이론을 세울 수 있지만, 자유가 안정적으로 유지될 수 있는 원칙을 확립하는 것은 오직 종교와 도덕뿐이다.”
 
  미국은 여전히 세계에서 가장 많은 기독교인이 사는 국가이다. 그러나 종교의 자유는 기독교인만의 권리가 아니다. 우리는 기독교인이든 유대인이든 이슬람이든 혹은 어떤 신앙도 가지지 않았든, 모든 사람의 종교적 자유를 보호하고 있다

  하지만 종교의 자유는 단순히 법적인 보장을 넘어선다. 신앙이 번창할 수 있는 문화적 환경을 조성하는 것 역시 매우 중요하다. 이를 통해 모든 사람들이 신이 부여한 권리를 존중하고, 동등한 존엄성을 가진 존재로서 서로를 대할 수 있어야 한다. 트럼프 행정부 1기에서 그러한 가치들이 중심에 놓였다.
 
  트럼프 대통령은 첫 임기 동안 외교 정책의 중심에 종교의 자유 증진을 두었다. 중국, 유럽 전역, 아프리카 및 중동에서 신앙을 가진 이들의 권리를 보호하기 위해 중요한 조치를 취했다. 트럼프 행정부 2기에서는 (종교의 자유가) 더욱 강조될 것이라고 말씀드릴 수 있다"라고 했다.

이날 밴스 부통령의 연설은 백악관에서 공식 임무를 시작한지 불과 3주도 되지 않아 이루어진 것으로 전 세계적으로 종교의 자유가 점점 더 위협받고 있는 상황에서 나온 발표인 점에서 주목을 받았다.

이번 종교자유정상회의에는 샘 브라운백 IRF 공동의장을 비롯해  J D 밴스 美 부통령, 깅리치 전 미국 하원의장, 댄 버튼 전 연방 하원의원, 다나카 일본가정연합회장 등 2천여 명이 참석한 가운데, "권한 부여(Empower), 입법(Legislate),옹호(Advocate),활성화(Activate)’: IRF 서밋 2025에서 제공하는 네 가지 트랙’"란 주제로 진행됐다. 

  

IRF 서밋은 전 세계 모든 사람의 종교 자유를 옹호하는 종교 단체, 인권 단체 및 시민사회 단체들의 강력한 연합체인  워싱턴 DC에서 정기적으로 개최된다. IRF 서밋은 국제 종교 자유 문제에 대한 관심을 높이는데 기여해 왔다. 이번 회의에는 현직 대통령과 총리, 노벨상 수상자, 시민사회 오피니언 리더 등 다양한 연사를 통해 종교 또는 신앙의 자유라는 중요한 문제를 논의했다.

  

미 캔자스 주지사와 공화당 상원의원을 역임한 샘 브라운백(Sam Brownback) IRF 공동의장은 인사말을 통해 “지난 5년 동안 150개 이상의 조직이 IRF와 협력해 오면서 종교, 양심, 신념의 자유라는 인간의 기본 권리를 증진하는 데 노력해 왔다”며 “소수 종교 단체가 직면한 어려움에 대해 여러분과 함께 협력하며 전 세계 모든 사람들에게 종교의 자유를 실현할 수 있기를 기대한다”고 말했다.

 

한편, 이날 IRF 서밋 만찬 ‘일본 종교 자유 위기 극복 지원’ 세션은  워싱턴타임스(Washington Times)와 세계평화연합(UPF)이 주관했다. 이자리에서 뉴트 깅리치 전 하원의장은 “현재 일본 정부는 정치적 목적을 위해 합법적으로 설립된 종교 단체를 해산하려 위협하고 있다"라고 지적했다.

 

이어 "위법성이 없는데도 통일교를 파괴하려는 것은 일본 헌법의 범위를 한참 넘어선 조치”라며 "이 사태는 미국과 일본의 관계, 일본 정치에 대한 미국의 견해에 중대한 영향을 미칠 것"이라고 경고했다. 

 

또, 댄 버튼 전 연방 하원의원은 “종교의 자유는 모든 사람을 위한 것이며, 어디에서나, 언제나 보장되어야 한다”며 "가정연합 종교법인을 해산하려는 것은 종교의 자유를 억압히는 것"이라고 우려했다.

이어 다나카 도미히로 일본 세계평화통일가정연합 회장은 "최근 일본정부를 통해 진행하는 가정연합의 법인해산명령 청구 사태에 대해 일본 언론조차 지적한 문제"라고 비판했다. 그는 "종교의 자유와 침해에 관한 진실이 점점 드러나고 있다”면서 “이번 IRF 서밋을 통해 도널드 트럼프 미국 행정부에 일본 가정연합 해산명령 청구의 부당성을 전달하고 있다”고 말했다.

 

파트리샤 듀발 프랑스 국제변호사는 일본 내에서 벌어진 가정연합 신도의 납치감금에 따른 강제개종, 일명 ‘디프로그래밍’ 문제에 관한 보고서를 발표했다. 그는 “가정연합 활동을 방해하고 디프로그래밍된 신도들의 손해배상청구를 촉진함으로써, 교회자산 약탈을 계획하려 시도했다”며 “가정연합에 대한 일본 정부의 조치는 유엔 인권위원회의 중단권고도 무시하는 전체주의 국가와 같은 차별적이고 억압적인 행태”라고 비판했다.

 

일본 가정연합은 1964년 7월 15일 일본에서 종교법인으로 인정받은 이후 현재까지 60년간 종교법인격을 유지해 왔으며, 형사처벌을 받은 적은 단 한 번도 없다. 지금까지 일본 내에서 법률을 준수하며 세계평화와 인류화합을 위한 세계적인 선교활동을 펼쳐왔다.

지난 60년 동안 종교법인격을 인정받아 정상적인 활동을 펼친 종교단체가 단 한 건의 형사사건을 일으키지 않았는데도 불구하고 종교법인격을 취소하는 소송을 한다는 것은 민주주의 국가에서는 유례가 없다.
