방산수출 투자 세제지원 확대…연구개발 최대 30% 세액공제

K-방산의 글로벌 경쟁력을 강화하기 위해 방산수출 투자 세제지원이 확대된다.
방위사업청은 지난달 31일 발표된 '2025년 세제개편안'에 '글로벌 공급망 진입 및 안정화 기술'이 '신성장·원천기술'에 추가되면서 연구개발과 시설 투자 비용까지 세제지원이 확대된다고 1일 밝혔다.
방사청은 기획재정부와 협의해 지난해 2월 처음으로 조세특례제한법의 신성장·원천기술에 방위산업 분야 3개 기술인 추진체계, 군사위성체계, 유·무인 복합체계 기술을 지정해 해당 기술에 대한 연구개발과 시설 투자에 대한 세제지원을 시작했지만 방산수출에 필요한 투자에는 세제지원이 적용되지 않았다.

이번 세제개편안에 따라 방산업체와 협력업체는 해당 기술과 관련된 연구개발과 시설에 투자할 경우 연구개발은 20~30%, 시설은 3~12%의 투자세액공제를 받는다.
이번 방산수출 투자에 대한 세제지원 확대는 이재명 대통령의 '방산수출 기업 R&D 세액 감면' 공약 이행의 일환으로 추진됐으며, 기재부와 방사청은 이재명 정부 출범 이후 방산업계와 긴밀히 협조해 관련 투자계획과 수요를 검토해 왔다.
석종건 방사청장은 "이번 세제개편안을 통해 방산기업이 글로벌 공급망에 안정적으로 진입하고 수출경쟁력을 확보할 수 있는 기반을 마련할 것으로 기대한다"고 말하고 "앞으로도 방위산업의 혁신을 견인할 수 있는 실질적 지원방안을 적극 마련해 나가겠다"고 밝혔다.

To bolster the global competitiveness of Korea’s defense sector, tax support for defense export-related investments will be expanded.
The Defense Acquisition Program Administration (DAPA) announced on August 1 that under the 2025 Tax Reform Plan released on July 31, “technologies related to entry into and stabilization of global supply chains” have been newly added to the list of “new growth and original technologies,” thereby expanding tax incentives to include R&D and facility investment costs.
Last February, in cooperation with the Ministry of Economy and Finance (MOEF), DAPA had designated three defense-related technologies—propulsion systems, military satellite systems, and manned-unmanned teaming systems—as eligible under the Tax Incentive Limitation Act, enabling tax benefits for R&D and facility investments in those areas. However, investment related to defense exports was not previously eligible for tax support.

Under the newly revised tax plan, defense companies and their subcontractors investing in R&D and facilities related to these technologies can receive tax credits of 20–30% for R&D expenses and 3–12% for facility investments.
This expansion of tax support for defense export investments is part of President Lee Jae-myung’s campaign pledge to provide R&D tax credits to defense exporters. Since the launch of the Lee administration, MOEF and DAPA have closely collaborated with the defense industry to assess relevant investment plans and market demand.
DAPA Commissioner Suk Jong-gun stated, “We expect the revised tax plan will lay the groundwork for defense companies to enter global supply chains more stably and enhance their export competitiveness,” adding, “We will continue to proactively develop practical support measures that can drive innovation in the defense industry.”
