[브레이크뉴스=배종태 기자] 부산시는 제2차 고령친화산업육성 종합계획을 토대로  5년간 약 1천 283억 원 투입 ▲인프라 확충 ▲지원체계 강화 ▲시민 체감 서비스 확대 ▲연계사업 발굴 등 4대 전략과 12개 중점분야 34개 세부 과제를 마련해 본격 추진할 방침이다.

 

시는 21일 오전 10시, 시청 소회의실1에서 박형준 시장 주재로 '제52차 비상경제대책회의'를 개최하고 ‘초고령사회 부산의 에이지테크 전략’을 논의했다.

 

이날 회의에는 김형철 시의회 의원, 이관익 한국보건산업진흥원 단장, 김숙경 산업연구원 선임연구위원, 김종욱 김해의생명산업진흥원 원장을 비롯해 각계 전문가와 기업·기관 대표들이 참석했다.

 

□ 고령사회 대응 위한 정책 방향… “에이지테크 시티 부산”

이번 전략은 고령인구 증가에 따른 사회적 변화에 대응하고, 노년층·기업·전문가 등의 의견을 반영해 수립된 「제2차 부산광역시 고령친화산업 육성 종합계획(2025~2029)」을 근간으로 하고 있다.

 

부산시는 고령친화산업을 ▲집적화 ▲연결화 ▲보편화 ▲다양화 ▲선도화의 5대 추진 방향 아래, 에이지테크 생태계를 조성하고 국내외 시장을 선도할 산업으로 육성할 계획이다.

 

‘고령화 사회를 신성장 동력으로, 에이지테크 시티 부산’을 비전으로 제시한 이번 종합계획은 ▲에이지테크 기업 성장 ▲청년 일자리 창출 ▲고령층 삶의 질 향상을 목표로 설정됐다.

 

□ ❶ [기반 시설(인프라) 확충] 동남권 중심의 에이지테크 생태계 조성

부산시는 5년간 약 1,283억 원을 투입해 에이지테크 산업 육성을 위한 핵심 인프라를 조성한다.

▲ [생산시설] 첨단 재생의료 임상 실증 지원 기반(플랫폼)을 구축해 동남권 유일의 첨단 재생의료 기술 특화시설을 마련한다.

▲ [기업 지원센터] 한국보건산업진흥원이 지정한 권역별 고령친화산업혁신센터인 ‘의료산업기술지원센터’를 통해 관련 기업을 지원하고 에이지테크 전환을 유도한다.

▲ [헬스케어·빅데이터센터] 2025년 12월 준공 예정으로, 정보 기반 지능형 헬스케어 산업 육성에 활용될 예정이다.

▲ [체외 진단 의료기기] 산업 육성을 위한 원스톱 실증 지원센터도 구축한다.

▲ [특화지구] 에코델타시티(EDC) 내 협력 클러스터를 조성해 기업 집적화를 도모하고, 4차산업혁명 기술과 의료산업의 융합을 추진한다.

▲ [앵커랩] AX 기반 에이지테크 신제품 및 서비스의 실증과 사업화를 위한 5대 실증거점도 부산 내에 조성된다.

 

□ ❷ [지원체계 강화] 신생기업과 전환기업 대상 전주기적 지원

▲ [스타트업 육성] 정부의 실버경제 육성 전략 및 장기요양보험 정책 변화에 대비해, 고령친화기술 전환과 창업 7년 미만 신생기업을 대상으로 지원을 확대한다.

▲ [전주기 지원] 기존 지원사업의 단절을 보완하고, 고령친화용품에서 지능형 헬스케어 제품까지 포괄하는 통합 지원체계를 구축한다.

▲ [R&D 발굴] 첨단 재생의료 실증 플랫폼 구축사업 등과 연계해 대학·병원과 협력한 연구개발 과제를 추진한다.

▲ [인력 양성] 부산가톨릭대학교를 중심으로 바이오헬스 분야 규제과학(RA) 인력을 양성하고, 부산대학교 계약학과에서는 고령화 대응 식품기술(푸드테크) 전문인력을 배출한다.

▲ [직무 교육] 산업 관련 기업의 국제규격 대응 역량 강화를 위해 재직자 맞춤형 단기 교육도 부산시가 직접 운영할 계획이다.

□ ❸ [시민 체감 서비스 확대] 생활 밀착형 디지털 복지 서비스 확대

▲ [체험공간 확대] 고령친화용품 홍보체험관 ‘나무그늘’을 현재 7개소에서 9개소로 확대한다.

▲ [복지 사각지대 해소] 저소득층 노인을 위한 복지용구 대여 및 사례관리 서비스를 제공한다.

▲ [디지털 복지관 구축] 복지관 3개소에 디지털 서비스를 접목하는 마중물 사업을 추진하고, 2026년부터는 신체·인지·정신건강 등을 통합한 스마트 복지관(10개소)을 확대 운영한다. 디지털 명상실도 함께 구축해 정신건강 관리까지 아우른다.

□ ❹ [연계사업 발굴] 고령자 식생활과 주거환경 개선 추진

▲ [푸드테크 활성화] 고령자 맞춤형 식품산업 확대를 위한 연구용역을 올해 하반기 실시하고, 지역사회 기반 식품 기술(푸드테크) 사업을 2026년부터 본격 발굴·제안한다.

▲ [주거환경 개선] 고령자 85%가 선호하는 ‘내 집에서 나이들기(AIP)’ 수요에 대응해, 유니버설 디자인 기반의 집수리 지원과 낙상 예방 중심의 주거개선 과제를 발굴한다. 이는 고령자 낙상사고의 72.5%가 주택에서 발생한 현실을 반영한 조치이다.

 

박형준 시장은 “고령층이 촘촘한 보살핌과 사회적 존중을 받고, 고령층을 위한 산업을 발전시켜 '부산형 에이지테크 선순환 경제 체계'를 만들어 나가겠다”라고 밝혔다. 또한 “이번 전략을 지역사회의 미래 성장 동력으로 삼아, 위기를 기회로 전환하고 지역사회를 빈틈없이 지원하겠다”고 말했다.

Busan City plans to invest approximately KRW 128.3 billion over the next five years based on its Second Comprehensive Plan for the Promotion of the Senior-Friendly Industry. The plan includes four major strategies — ▲Infrastructure Expansion ▲Strengthening Support Systems ▲Expanding Citizen-Centric Services ▲Discovering Linked Projects — encompassing 12 key areas and 34 detailed tasks, which will now be implemented in full scale.

 

The city held the 52nd Emergency Economic Policy Meeting on August 21 at 10:00 a.m. in the Small Conference Room 1 of City Hall, presided over by Mayor Park Heong-joon, to discuss the “Age-Tech Strategy for Super-Aged Busan.”

 

Participants included Kim Hyeong-cheol, a member of the City Council, Lee Gwan-ik, Director of the Korea Health Industry Development Institute, Kim Sook-kyung, Senior Researcher at the Korea Institute for Industrial Economics & Trade, Kim Jong-wook, Director of the Gimhae Biomedical Industry Promotion Agency, as well as experts, company leaders, and institution representatives from various sectors.

 

□ Policy Direction in Response to an Aging Society: “Age-Tech City Busan”

The strategy was established to respond to the social changes brought on by the increasing elderly population and is based on the Second Comprehensive Plan for the Promotion of the Senior-Friendly Industry in Busan (2025–2029), reflecting opinions from senior citizens, companies, and experts.

 

Busan aims to foster an age-tech ecosystem and promote the senior-friendly industry as a leading sector both domestically and globally, under five strategic directions: ▲ Integration ▲ Connectivity ▲ Universality ▲ Diversification ▲ Leadership.

 

With the vision of “Transforming the Aging Society into a New Growth Engine, Age-Tech City Busan,” the plan sets its goals on ▲fostering age-tech companies ▲creating youth employment through age-tech growth ▲enhancing the quality of life for the elderly through age-tech products and services.

 

□ ❶ [Infrastructure Expansion] Building an Age-Tech Innovation Ecosystem in the Southeast Region

Busan will invest approximately KRW 128.3 billion over five years to establish key infrastructure supporting the age-tech industry.

▲ [Production Facilities] A platform for clinical demonstration of advanced regenerative medicine will be established, creating the only specialized facility for regenerative medical technology in the Southeast region.

▲ [Enterprise Support Centers] The Medical Industry Technology Support Center, designated by the Korea Health Industry Development Institute as a regional Senior-Friendly Industry Innovation Center, will provide support for existing companies and guide their transition to age-tech.

▲ [Healthcare & Big Data Center] Scheduled for completion in December 2025, this center will foster a data-driven, intelligent healthcare industry.

▲ [In Vitro Diagnostic Medical Devices] A one-stop demonstration support center will be established to nurture the region’s specialized medical device industry.

▲ [Specialized Zones] A cluster in Eco Delta City (EDC) will facilitate the agglomeration of enterprises and promote the convergence of medical and Fourth Industrial Revolution technologies.

▲ [Anchor Labs] Five major demonstration hubs will be created across Busan to test and commercialize new age-tech products and services based on AX (Active Experience) technologies.

 

□ ❷ [Strengthening Support Systems] Full-Cycle Support for Startups and Transitioning Enterprises

▲[Startup Support] In response to the government's silver economy strategy and long-term care insurance policy changes, the city will expand support for age-tech transitions and startups less than seven years old.

▲ [Full-Cycle Support] Busan will reinforce the continuity of support programs and build an integrated system that covers everything from senior-friendly products to intelligent healthcare devices.

▲[R&D Development] The city will collaborate with universities and hospitals to discover R&D projects related to the regenerative medicine demonstration platform.

▲ [Workforce Development] Busan Catholic University will train regulatory science (RA) professionals in the bio-health field, while Pusan National University will cultivate professionals in food technology (food-tech) to respond to the aging society.

▲ [Job Training] To strengthen the capabilities of industry workers and help companies comply with international standards, Busan City will operate customized short-term training programs for employees.

 

 

□ ❸ [Expansion of Citizen-Centric Services] Expansion of Daily-Life-Oriented Digital Welfare Services

▲ [Expansion of Experience Spaces]

The number of senior-friendly product experience centers, “Namu Geuneul”, will be expanded from the current 7 locations to 9.

▲ [Eliminating Welfare Blind Spots]

The city will provide rental services for assistive devices and case management services for low-income elderly individuals.

▲ [Establishment of Digital Welfare Centers]

A pilot project will be carried out to introduce digital services at three welfare centers. Starting in 2026, the city will expand to 10 Smart Welfare Centers, integrating services for physical, cognitive, and mental health. Digital Meditation Rooms will also be established to support mental health care.

 

▲ [Service Network]About 50 Smart Senior Centers will be established to strengthen the connection with the digital welfare centers and create a tightly linked service network.

▲ [Smart Nursing Homes]

For the first time in the country, AI-based Smart Nursing Home models will be introduced to realize digitally enhanced long-term care services.

 

□ ❹ [Discovery of Linked Projects] Improving Elderly Nutrition and Living Environments

▲ [Activation of Food-Tech]

A research study on the expansion of elderly-oriented food industries will be conducted in the second half of this year. Based on the results, regionally customized Food-Tech projects for the elderly will be identified and proposed from 2026 onward.

▲ [Improvement of Residential Environments]

In response to the high demand for “Aging in Place (AIP)”, preferred by 85% of seniors, the city will explore housing improvement projects focused on universal design and fall prevention. This is based on the fact that 72.5% of fall accidents among the elderly occur at home.

 

Mayor Park Heong-joon stated, “We will create a ‘Busan-style Age-Tech circular economic system’ where the elderly receive comprehensive care and social respect, and where industries for the elderly are actively developed.”

He also emphasized, “We will turn this strategy into a future growth engine for the region, converting crisis into opportunity, and ensure a safety net that leaves no one behind in our local community.”
