[브레이크뉴스=배종태 기자] 금정구의회 조준영 의원이 급격한 인구감소 현실을 직시하고, 단순한 인구 증가 중심 정책에서 벗어나 ‘관리된 축소’ 전략을 통해 지속가능한 금정구의 미래를 설계해야 한다고 제안했다.

조 의원은 제321회 금정구의회 임시회 제2차 본회의에서 ‘금정구의 미래, 현실 직시에서 시작됩니다’라는 제목으로 5분 자유발언을 통해 이같이 밝혔다. 그는 “금정구 인구가 2014년 24만 9천 명에서 지속적으로 줄어 올해 9월 말 현재 20만 7천 명 수준으로 감소했다”며 “매월 400~500명의 주민이 금정구를 떠나고 있는 현실을 더는 외면해서는 안 된다”고 지적했다.

또한 그는 인구 감소가 지역 공동체의 존속과 주민 삶의 질과 직결되는 문제임을 강조하며, 기존의 인구 증가 중심 정책이 한계에 달했다고 진단했다. 조 의원은 “막대한 예산을 투입해도 인구 유입 효과는 미미하다”며 “이제는 인구수를 늘리는 양적 접근에서 벗어나 삶의 질이라는 질적 지표로 정책 패러다임을 전환해야 한다”고 말했다.

조 의원은 이를 위해 독일 라이프치히, 일본 도야마시가 추진한 ‘관리된 축소(Managed Shrinkage)’ 전략을 금정구 정책에 도입할 것을 제안했다. 그는 구체적으로 ▲공간 구조 재편을 통한 압축도시 모델 도입 ▲고령 친화적 케어 인프라 구축 ▲경제 구조 전환을 통한 순환경제 체계 조성 ▲행정 효율화와 광역 서비스 통합 시도 등을 주요 과제로 제시했다.

조 의원은 “비현실적 인구증가 정책에 매달리다가는 시기를 놓치고 예산만 낭비하게 될 것”이라며 “현실을 받아들이되 미래를 설계하는 ‘관리된 축소’ 전략으로 위기를 기회로 바꾼다면 금정구가 인구감소 시대의 성공적 전환 모델이 될 수 있다”고 주장했다.

Councilor Cho Jun-young of the Geumjeong District Council urged the district to confront the reality of its rapidly declining population and shift from population growth-centered policies toward a sustainable future based on a “managed shrinkage” strategy.

During a five-minute speech titled “The Future of Geumjeong Begins with Facing Reality” at the second plenary session of the 321st Geumjeong District Council on October 22, Cho stressed the urgent need for policy transformation. He pointed out that Geumjeong’s population has steadily fallen from 249,000 in 2014 to 207,000 as of the end of September this year, with 400 to 500 residents leaving the district every month. “We can no longer turn a blind eye to this growing outflow of residents,” he said.

Emphasizing that the shrinking population is directly linked to the sustainability of local communities and residents’ quality of life, Cho criticized the limitations of past policies centered solely on boosting numbers. “Even with massive budget allocations, the impact on population inflow has been negligible,” he remarked, calling for a shift from a quantitative focus on population figures to a qualitative policy paradigm prioritizing quality of life.

As a remedy, Cho proposed adopting the “Managed Shrinkage” approach implemented in cities like Leipzig, Germany, and Toyama, Japan. He outlined key initiatives including: ▲Restructuring urban space to introduce a compact city model ▲Building age-friendly care infrastructure ▲Transitioning the local economy toward a circular model ▲Promoting administrative efficiency and regional service integration

“Clinging to unrealistic population growth policies will only waste valuable time and resources,” Cho warned. “By accepting reality and designing the future through a ‘managed shrinkage’ approach, Geumjeong can transform this crisis into an opportunity and become a leading model for successfully navigating Korea’s population decline era.”
