[브레이크뉴스=배종태 기자] 트럼프 대통령과 시진핑 중국 국가주석이 30일 부산 김해공군기지에서 약 100분간 가진 정상회담에서 무역 갈등 완화, 펜타닐 통제, 희토류 공급 안정 등에 포괄적 합의를 이룬 것으로 확인됐다.

 

트럼프 대통령은 귀국길 전용기 내에서 기자들과 만나 “이번 회담은 0에서 10으로 따지면 12점짜리 만남이었다”며 “중국과의 관계가 새로운 균형점을 찾았다”고 평가했다. 

 

트럼프 대통령은 "이번 회담은 정말 훌륭했다고 생각한다."며 "(시진핑)그는 위대한 지도자이며, 중국은 매우 강력하고 영향력 있는 나라다. 우리는 많은 결정을 내렸고, 대부분의 사안을 마무리했다. 수많은 중요한 사안들에 대해 결론을 냈고, 곧 여러분께 그 내용을 전달하겠다"고 밝혔다.

 

이어 그는 "우리는 여러 분야에서 합의에 도달했다. 대량의 콩과 다른 농산물이 즉시, 바로 지금부터 중국에 의해 구매될 것이다. 어제 시 주석이 중국이 대량의 콩과 기타 상품을 즉시 구매하도록 승인했다"고 말했다.

  

▲농산물 수입 재개와 관세 10% 인하 

회담의 즉각적인 성과는 농산물 구매 확대와 관세 인하다. 트럼프 대통령은 “시 주석이 대규모로 미국산 콩과 농산물을 구매하도록 승인했다”며 “매우 좋은 제스처였다”고 했다. 

 

미국이 문제 삼아온 사망 원인이 되는 펜타닐 유입에 대해서도 중국이 통제 강화를 약속함에 따라, 트럼프 대통령은 “20%였던 대중(對中) 관세를 10%로 줄였다”고 밝혔다. 그는 “펜타닐은 의료용으로도 쓰이지만 남용 문제가 심각하다”며 “중국이 확실히 단속에 나서면 사망자 수가 급감할 것”이라고 강조했다. 백악관 관계자는 “평균 관세율은 45~47% 수준이며, 일부 품목엔 여전히 높은 관세가 유지된다”고 설명했다.

▲반도체·희토류 공급망 타결 

양국의 최대 기술 현안인 반도체 문제도 논의됐다. 트럼프 대통령은 “중국이 미국 반도체 기업 ‘엔비디아(Nvidia)’와 직접 협의할 것”이라며 “미국은 조정자 역할을 하게 될 것”이라고 말했다. 다만 “신형 ‘블랙웰’ 칩은 협의 대상에서 제외됐다”고 덧붙였다. 

 

양국은 전략물자 희토류 문제에서는 뚜렷한 합의를 봤다. 트럼프 대통령은 “희토류 문제는 전 세계가 관심을 가지던 사안이지만, 이번 회담으로 모든 장벽이 제거됐다”고 밝혔다. 

 

미국 행정부 고위 당국자는 “중국이 당초 예고했던 희토류 수출 통제를 시행하지 않기로 합의했다”며 “이는 글로벌 공급망에 큰 안정을 가져다주는 결정”이라고 평가했다.

트럼프 대통령은 우크라이나 전쟁 문제를 회담의 또 다른 핵심 의제로 꼽았다. 그는 “시 주석과 오랜 시간에 걸쳐 전쟁 중단 방안을 논의했다”며 “중국이 협력하기로 했다”고 말했다. 

 

트럼프 대통령은 “미국은 나토에 무기를 판매하고, 나토는 그 무기를 우크라이나에 전달한다”며 “이익이 아니라 평화를 원한다”고 했다. 그는 “젊은 병사들이 죽어가는 것을 더는 보고 싶지 않다”며 “시 주석도 같은 생각을 갖고 있다”고 밝혔다. 

 

▲“4월 방중”…핵실험 재개 가능성도 시사 

대통령은 회담 중 양국 간 상호 방문 일정도 조율했다고 밝혔다. “나는 내년 4월에 중국을 방문하고, 시 주석은 이후 미국을 방문하게 될 것”이라며 “장소는 플로리다나 워싱턴 D.C.가 될 수 있다”고 말했다. 

 

또한 최근 자신의 소셜미디어 계정에 올린 ‘핵실험 재개 검토’ 글에 대해 “다른 나라들이 핵실험을 하고 있다”며 “우리가 멈춰 있는 동안 그들이 앞서간다면 우리도 대비해야 한다”고 설명했다. 

 

그는 “핵무기 보유량에서는 우리가 가장 앞서 있다”며 “러시아, 중국과 협력해 비핵화도 병행 추진할 수 있다면 더 바람직하다”고 덧붙였다.

▲“투자 러시, 중국도 인정” 

트럼프 대통령은 이번 순방이 전반적인 외교·경제 성과를 거뒀다고 자평했다. 그는 “일본, 한국, 유럽 등 각국이 투자 확대 계획을 약속했고, 총규모는 수조 달러에 이른다”며 “도요타만 해도 100억 달러 규모의 공장을 짓기로 했다”고 말했다. 

 

시 주석 역시 미국 내 투자 환경 개선과 경제 성과를 높이 평가했다고 한다. 트럼프 대통령은 “중국의 추가 투자도 논의 중이며 긍정적인 방향으로 진행되고 있다”고 밝혔다.

회담을 마무리하며 트럼프 대통령은 “시 주석은 매우 강력하고 현명한 지도자”라며 “두 나라가 협력 관계를 유지하는 것이 세계 전체의 안정에 도움이 될 것”이라고 말했다. 

 

백악관은 이번 합의의 구체적 조항을 정리한 공동성명을 조만간 발표할 예정이다.

President Donald Trump and Chinese President Xi Jinping reached a broad agreement on easing trade tensions, tightening fentanyl control, and stabilizing the supply of rare earths during their 100-minute summit held at Gimhae Air Base in Busan on the 30th.

 

Speaking to reporters aboard Air Force One on his return flight, President Trump said, “If I were to rate this meeting from zero to ten, it was a twelve,” adding that “the relationship between the United States and China has found a new equilibrium.”

 

President Trump said, “I think this was a really excellent meeting. He (Xi) is a great leader, and China is a very strong and influential country. We made many decisions and concluded most of the major issues. We reached conclusions on numerous important matters, and we will share them with you soon.”

 

He added, “We reached agreements in several areas. China will purchase large amounts of soybeans and other agricultural products immediately, starting right now. Yesterday, President Xi approved China to begin large-scale purchases of soybeans and other goods right away.”

  

▲Resumption of Agricultural Imports and 10% Tariff Cut  

The immediate outcomes of the summit include expanded purchases of U.S. agricultural products and a reduction in tariffs. President Trump said, “President Xi approved a massive purchase of American soybeans and farm goods. It was a very good gesture.”

 

-On fentanyl inflows—which the U.S. has long blamed for fatal overdoses—China agreed to strengthen control measures. Accordingly, President Trump said he would “reduce tariffs on Chinese imports from 20% to 10%.” He noted, “While fentanyl has legitimate medical use, its abuse poses a severe problem. Once China enforces stronger crackdowns, the number of deaths will drop sharply.”  

A White House official added, “The average tariff rate remains around 45 to 47 percent, with some items still facing higher duties.”

 

▲Breakthrough on Semiconductors and Rare Earth Supply Chains 

The two leaders also discussed semiconductor issues, one of the most critical areas in the technology field. President Trump said, “China will hold direct consultations with the U.S. semiconductor company ‘Nvidia,’ with the United States acting as a coordinator.” He added, however, that “the new ‘Blackwell’ chip is excluded from the negotiations.”

 

On strategic materials, the two sides reached a clear agreement on rare earths. President Trump stated, “The rare earth issue has been a global concern, but all barriers have now been removed through this summit.”

 

A senior U.S. administration official said, “China has agreed not to implement its previously announced export restrictions on rare earths, a decision that brings significant stability to the global supply chain.”

 

▲Ukraine War – “China to Join Mediation” 

President Trump identified the war in Ukraine as another major agenda item. “President Xi and I discussed ways to end the war over a long session,” he said, “and China has agreed to cooperate.”

 

“The United States sells weapons to NATO, and NATO transfers them to Ukraine,” he added. “We seek peace, not profit. I no longer want to see young soldiers dying—and President Xi feels the same way.”

 

▲ “Visit to China in April, 2026” – Hints at Possible Nuclear Test Resumption  

The President said the two countries also coordinated future state visits. “I will visit China in April, 2026, and President Xi will visit the United States afterward. The venue could be either Florida or Washington, D.C.,” he said.

 

Regarding his recent social media post about a possible resumption of nuclear testing, Trump explained, “Other countries are conducting nuclear tests. If they move ahead while we stand still, we must be prepared.”

 

He added, “We still have the world’s strongest nuclear arsenal, but it would be even better if we could pursue denuclearization jointly with Russia and China.”

 

▲“Investment Boom, Acknowledged by China”  

President Trump assessed his trip as a major diplomatic and economic success. “Japan, Korea, Europe, and many other countries promised expanded investment plans totaling several trillion dollars,” he said. “Even Toyota has committed to building a $10 billion plant.”

 

According to Trump, President Xi also praised the improved investment environment and economic achievements in the U.S. “We are discussing additional Chinese investments, and the talks are progressing positively,” he said.

Concluding the summit, President Trump said, “President Xi is a strong and wise leader. Cooperation between our countries will contribute to the stability of the entire world.”

 

The White House is expected to release a joint statement summarizing the details of the agreement soon.
