[브레이크뉴스=배종태 기자] 부산 사하구 다대동 옛 한진중공업 부지(현 에이치에스디 개발사업)를 둘러싸고 공공성과 관리 부실을 우려하는 지적이 제기됐다.  

부산광역시의회 전원석 의원(해양도시안전위, 사하구2)은 6일 제332회 정례회 제2차 해양도시안전위원회 도시공간계획국 행정사무감사에서 해당 사업의 공공기여협상형 지구단위계획 추진 과정과 향후 관리 문제를 집중 추궁했다.  

“민간 중심 개발로 전락 우려”

전 의원은 “한진중공업 이전 부지를 활용한 ‘다대 뉴드림플랜’이 서부산 관광거점 조성을 목표로 추진되고 있지만, 초기부터 제기된 우려가 아직 해소되지 않았다”며 “부산시가 주도적으로 관리·감독하지 않는다면 민간사업자의 이익 중심 개발로 전락할 수 있다”고 비판했다.  

해당 부지는 사하구 다대동 370-11번지 일원 17만8,757㎡(약 5만4천평) 규모다. 준공업지역에서 준주거·일반상업지역으로 용도변경됐으며, 공동주택 3,095세대와 해양복합문화시설 등이 포함된 대형 개발이 예고됐다. 총 공공기여금 규모는 1,705억 원으로 제시됐다.  

“공공기여금 실현 가능성 검증 필요”

그러나 전 의원은 공공기여금 조달과 이행 가능성에 근본적인 의문을 제기했다. 그는 “공공기여 1,700억 원이 실제로 이행 가능한지, 또 현금기여가 현실적으로 확보되어 있는지 명확하지 않다”며 “사업자의 금융 부담이 큰 상황에서 재원 조달과 이자 상환 계획이 구체적이지 않다”고 지적했다.  

“행정 소극 자세는 직무유기”

전 의원은 공공기여협상형 지구단위계획의 본래 취지인 ‘공공성과 사업성의 균형’이 흐려지고 있다고 비판했다. 그는 “행정이 민간 논리에 휘둘리면 시민의 이익은 사라진다”며 “사업 추진 과정에서 ‘사적 영역이니 관여할 수 없다’는 식의 태도는 직무유기와 다를 바 없다”고 목소리를 높였다.  

“시가 주도권 가져야”

또 전 의원은 부산시가 협상 주체로서 보다 적극적인 관리 책임을 가져야 한다고 강조했다. 그는 “공공기여금 집행과 공사 착공 시점(2025년 12월 예정)의 실현 가능성을 면밀히 검증해야 한다”며 “서부산 균형발전의 상징이 될 수 있는 부지를 단순한 주거단지로 소비해서는 안 된다”고 말했다.  

전 의원은 끝으로 “관이 주도권을 가지고 공공성 중심의 개발 방향을 제시해야 시민의 신뢰를 얻을 수 있다”며 시의 주도적 역할을 거듭 촉구했다.

Concerns have been raised over potential mismanagement and declining public benefit in the redevelopment of the former Hanjin Heavy Industries site in Dadae-dong, Saha District, now under the HS Development Project.  

During the administrative audit of the Urban Spatial Planning Bureau at the 332nd regular session of the Busan Metropolitan Council, Jeon Won-seok, a member of the Marine and Urban Safety Committee (District 2, Saha, Democratic Party), questioned the city’s handling of the public contribution negotiation-type district unit planning and its future management.  

“Project risks turning into profit-driven private development”

Jeon criticized the city’s lack of leadership, saying, “The ‘Dadae New Dream Plan,’ utilizing the former Hanjin Heavy Industries site, is intended to develop Western Busan into a tourism hub, yet concerns raised from the outset remain unresolved. Without the city’s proactive supervision, it could collapse into a profit-focused private development.”  

The site, located at 370-11 Dadae-dong, covers an area of 178,757 square meters (approximately 54,000 pyeong). It has been reclassified from semi-industrial to semi-residential and general commercial zones. The development plan includes 3,095 housing units and a marine complex cultural facility, with public contributions estimated at 170.5 billion won.  

“Feasibility of public contributions uncertain”

Jeon questioned the feasibility of the promised public contributions, stating, “It remains unclear whether the proposed 170 billion won in public contributions can actually be delivered, and whether the cash portion has been realistically secured. With the developer under heavy financial strain, the sources of funding and repayment of interest require thorough examination.”  

“Administrative inaction equals negligence”

He further warned that the original purpose of the public contribution negotiation-type district unit plan — to balance public interest and business feasibility — is being undermined. “If the administration yields to private-sector logic, the citizens’ interests will ultimately disappear,” Jeon said, adding, “Claiming that the project is private and therefore beyond administrative intervention is no different from shirking responsibility.”  

“City must take the lead”

Jeon urged the city to exercise stronger control as the key negotiation authority, emphasizing the need to verify the feasibility of the public contribution implementation and the scheduled construction start date in December 2025. “This site, which could become a symbol of balanced development in Western Busan, should not be reduced to a mere residential complex,” he said.  

He concluded by reiterating, “The government must take the initiative and set a development direction centered on public interest. Administrative accountability is the foundation of public trust.”
