[브레이크뉴스=배종태 기자] "이재명 정권의 공포정치가 도를 넘고 있습니다."

국민의힘 박수영 의원은 13일 국회 소통관 기자회견을 열고 “이재명 정부가 비상계엄 관련 조사를 빌미로 49개 중앙행정기관 공무원 전원을 잠재적 범죄자로 몰아 겁박하고 있다”며 “이는 헌법이 보장한 공무원의 정치적 중립성과 인권을 짓밟는 공포정치이자 반헌법적 행태”라고 강도 높게 비판했다.

박 의원은 “이재명 정부가 12.3 비상계엄 등과 관련해 불법행위에 가담했는지 여부를 확인하겠다며 모든 공직자를 대상으로 조사를 벌이겠다는 것은, 불법 특검 수사로 부족하자 공무원까지 잠재적 범죄자로 삼는 처사”라고 지적했다.

그는 “정부가 기관별 조사 TF를 11월 21일까지 구성하고, 12월 12일까지 조사 대상을 확정한 뒤 내년 1월 31일까지 조사를 마치겠다고 한다”며 “불과 한 달 만에 TF를 만들고 6주만에 조사를 마치는 것은 결국 ‘묻지마 졸속조사’임을 자인하는 것”이라고 비판했다.

또한 “12월 3일 전 6개월, 후 4개월 등 총 10개월 치 공직자 행위를 뒤지겠다는 발상은 터무니없다”며 “당시 비상계엄을 알았던 사람은 대통령과 극히 일부 군 인사뿐이었고, 대부분의 공직자들은 혼란 속에서도 행정 공백을 메우기 위해 헌신했다”고 강조했다.

이어 “조사에 협조하지 않으면 인사조치나 수사 의뢰를 한다는 말까지 돌고 있으며, 핸드폰 사찰과 동료를 제보하게 하는 제보센터까지 만든다는 것은 명백한 인권 침해”라고 했다. 그는 고(故) 정희철 양평군청 단월면장 사례를 언급하며 “이재명 정부는 불법 특검의 폭력적 수사로 희생된 공무원의 죽음조차 외면한다”고 비판했다.

박 의원은 “공직자들은 좌우 정권이 바뀌어도 국가의 균형추 역할을 해온 엘리트 전문가들”이라며 “이들을 볼모로 잡고 대한민국을 흔드는 것은 극단적인 정치 술수에 불과하다”고 말했다.

그는 또 “곽종근 전 특수전사령관의 허위 진술로 내란 혐의가 흔들리고 대장동 재판마저 국민 불신을 받으니, 이재명 정권이 ‘내란 동조세력 색출’이라는 프레임으로 여론을 돌리려 한다”고 주장했다.

박 의원은 (헌법 제7조 1항)헌법 조항을 인용하며 “공무원은 국민 전체에 대한 봉사자이며 정치적 중립이 법률로 보장된다고 명시돼 있다”며 “그럼에도 불구하고 이재명 정권은 자신의 사법 리스크를 덮고 권력을 유지하기 위해 공직사회를 겁박하고 있다”고 규탄했다.

박 의원은 “국민이 느끼는 분노가 쌓이면 무쇠 정권도 무너진다는 것을 역사는 증명했다”며 “공무원을 적으로 돌린 정부는 국민의 심판을 피할 수 없을 것”이라고 경고했다. 이어 “30년 공직생활을 해온 선배로서, 공직자들이 부당한 압력과 조사를 견뎌내도록 끝까지 지켜내겠다”고 말했다.

“The fear-based politics of the Lee Jae-myung administration has gone too far.”  

Rep. Park Soo-young of the People Power Party strongly criticized the government on Nov. 13, saying that the Lee administration was threatening all civil servants by using the investigation into the martial law issue as a pretext. Park condemned it as “fear politics that tramples on the constitutional political neutrality and human rights of public officials.”  

Speaking at a press conference at the National Assembly, Park said, “The Lee Jae-myung government claims it will verify whether any illegal acts were committed in connection with the December 3 martial law case, but in reality, it is treating every public servant in 49 central administrative agencies as a potential criminal. That is a blatant political intimidation.”  

He added, “The government plans to form task forces in each agency by November 21, finalize the targets of investigation by December 12, and complete the entire process by January 31 next year. Finishing an investigation that quickly only proves that it’s a reckless and hasty procedure.”  

Park also criticized the scope of the planned probe, which would examine officials’ activities for a total of ten months — six months before and four months after December 3. “The very idea is absurd,” he said. “Only the president and a handful of military officials were aware of the martial law discussions at that time. Most public officials worked hard to fill administrative gaps amid the confusion.”  

He further pointed out that “there are even rumors that those who refuse to cooperate will face disciplinary action or referral for investigation, and that the government plans to monitor mobile phones or create a center to encourage whistleblowing among colleagues. That is a clear violation of human rights.”  

Citing the case of the late Jeong Hee-chul, township head of Danwol-myeon in Yangpyeong County, Park said, “The Lee Jae-myung government is turning a blind eye to the death of a public servant who was victimized by violent, unlawful investigations.”  

“Public officials are elite professionals who have maintained the balance of the nation regardless of which political power was in office,” Park said. “Holding them hostage and shaking the country amounts to nothing more than an extreme political tactic.”  

He also argued that the administration is trying to shift public opinion after its investigation into former Special Warfare Commander Kwak Jong-geun weakened the rebellion charges and public trust in the Daejang-dong trials declined. “The government is attempting to divert attention by labeling innocent officials as sympathizers of a rebellion,” he claimed.  

Quoting the Constitution, Park said, “Civil servants are servants of the people as a whole, and their political neutrality is guaranteed by law. Yet the Lee Jae-myung government is coercing public servants to protect its power and cover up the president’s legal risks.”  

He warned, “History has proven that even an iron regime collapses when the people’s anger builds up. A government that turns public servants into enemies will not escape the people’s judgment.”  

“As a senior who has worked in public service for 30 years, I will do my utmost to protect civil servants so they can withstand unfair pressure and investigations,” Park said.
