[브레이크뉴스=배종태 기자] 부산시설공단의 재정 위기와 조직적 관리 부실 문제가 도마 위에 올랐다. 

부산시의회 해양도시안전위원회 배영숙 의원(부산진구4)은 13일 시설공단에 대한 감사에서 "공단이 운영적자와 높은 부채, 부실한 후속조치 등으로 시민 신뢰를 흔들고 있다"며 강도 높게 비판했다.

만성 적자·과도한 부채…재정건전성 '적신호'

시설공단이 제출한 자료에 따르면, 장애인·임산부 등 교통약자를 위한 두리발 등 특별교통수단 사업은 2024년 기준 220억, 2025년(9월 말 기준) 170억 원의 적자를 기록하고 있다.

배 의원은 "복지·공익사업의 특성상 적자 발생은 불가피하지만, 만성적으로 누적된다면 사업의 지속성도 위협받을 수밖에 없다"고 지적했다. 특히 자본 총계 대비 1,200%를 넘는 부채 비율은 공단의 재정 위기를 방증하는 수치로, "작년에도 부채 관리 미흡이 문제로 지적됐으나 개선 움직임이 없다"고 질타했다.​

용역 결과 '묵살'…지하상가 활성화 사업도 미비

2021년 시행한 지하상가 활성화 용역과 관련해서도 배 의원은 "사업 활성화를 위한 용역을 추진해 놓고, 실질적 후속 사업이 이어지지 않아 상권 활성화 효과도 없었다"며 "변화 없는 행정은 예산만 낭비하는 결과"라고 꼬집었다.​

"시민편의 위한 역할, 경영 혁신 의지 필수적"

배 의원은 "부산시설공단이 시민 생활과 직결된 각종 시설을 관리·운영하는 기관인 만큼, 철저한 운영 체계 개선과 재정건전성 확보를 위한 구조적 노력이 필수적"이라며 "시설 운영 전반에 반복되는 부실이 다시는 발생하지 않도록, 공단의 내부 개혁과 책임 행정을 촉구한다"고 말했다.

Rep. Bae Young-sook demands urgent reforms amid chronic deficits and poor oversight

As Busan’s administrative audit enters its final phase, serious concerns have been raised about the Busan Facilities Corporation’s escalating debt and persistent deficits, along with systemic mismanagement. On November 14, during the final day of the city council’s audit, Rep. Bae Young-sook of the Marine, City, and Safety Committee (People Power Party, Busanjin District 4) sharply criticized the corporation's failure to address its financial instability and operational lapses.

Chronic Deficits and Soaring Debt Spark Alarm  

Data submitted by the corporation reveals that special transportation services for vulnerable groups—such as the disabled and pregnant women—incur heavy losses, registering deficits of 22 billion won in 2024 and 17 billion won as of September 2025. “While public welfare projects inevitably run deficits, continued losses threaten the long-term viability of these essential services,” Rep. Bae stated. The corporation’s debt ratio, exceeding 1,200% of its total capital, further signals a severe financial crisis. “This issue was flagged last year, but no meaningful measures have been implemented,” she added, urging a comprehensive overhaul of internal management practices.

Neglected Follow-up to Revitalization Studies  

Rep. Bae also questioned the failure to act on a 2021 consulting project aimed at revitalizing underground shopping centers. “Despite conducting the research, tangible actions have not followed, leaving the project ineffective and wasting public resources,” she said.

Call for Structural Reform to Safeguard Public Interests  

Ending her remarks, Rep. Bae emphasized the crucial role the Busan Facilities Corporation plays in managing urban facilities that directly affect citizens’ safety and convenience. “Strengthening governance and securing fiscal soundness through structural reforms are imperative. The corporation must prevent recurring mismanagement to maintain public trust,” she concluded.
