[브레이크뉴스=배종태 기자] 부산광역시의회가 2025년 한 해를 마무리하며 정책 중심 의회로의 도약을 다짐했다.  

시의회는 지난 16일 시의회 2층 대회의실에서 ‘2025년 부산광역시의회 폐회연’을 열고 올해 주요 의정활동을 돌아봤다. 제332회 정례회 제4차 본회의 직후 열린 행사에는 시의원 전원과 박형준 부산시장,  김석준 시교육감 등 주요 기관 관계자 150여 명이 참석했다. 폐연회는 △ 2025년 의정활동 영상 상영 △ 의정발전 유공자 시상 △ 인사말 △ 축사 순으로 진행됐다.

올해 시의회는 2025년 한 해를 마무리하며 "‘일 잘하는 의회’를 목표로 시민의 삶을 위한 정책중심 의회로 한 단계 도약한 한 해였다”고 자평했다.  

시의회에 따르면, 올해 의원발의 조례는 누적 852건으로 역대 최고치를 기록했으며, 시정질문과 자유발언, 법제검토 등 2,400여 건의 활동을 펼쳤다. 또 13개 의원연구단체를 중심으로 도시 현안을 분석하고 부산의 미래 전략 마련에 힘썼다.  

시의회는 "의회아카데미와 로비콘서트, 의회교실 등 시민참여 프로그램을 꾸준히 운영했으며, 찾아가는 민원상담과 출근길 공익캠페인을 통해 시민과 접점을 넓혔고, 「의원 공무국외출장 조례」 전면 개정과 청렴교육 확대 등으로 투명한 의회문화 정착에도 나섰다"라며, 시민과의 소통도 강화했다고 밝혔다.  

아울러, 민생경제 안정과 시민안전 확보 역시 핵심 과제로 추진됐다. 시의회는 BNK부산은행과 함께 2,000억 원 규모의 금융지원 협약을 체결해 소상공인과 취약계층을 도왔고, 지방소멸·균형발전·행정통합 등 현안에 대응하기 위해 8개의 특별위원회를 구성했다.  

이와 함께 가덕도신공항 조기 착공과 글로벌허브도시 부산 특별법 제정, 공공기관 이전 등을 꾸준히 촉구하며 지역 균형발전에도 목소리를 냈다. 지방의회법 제정 촉구 결의안 등 지방자치 강화 방안도 추진했다.  

안성민 시의회 의장은 “시민의 삶을 지키고 부산의 발전을 위해 쉼 없이 달려온 한 해였다”며 “2026년에도 해양수도 부산의 위상 강화를 위해 시의회가 중심에서 역할을 다하겠다”고 밝혔다.

The Busan Metropolitan Council concluded its 2025 legislative year, reaffirming its commitment to advancing as a policy-oriented council dedicated to improving citizens’ quality of life.  

On December 16, the Council held a year-end closing ceremony in its second-floor main conference hall, following the 4th plenary session of the 332nd regular meeting. The event, which took place immediately after the 4th plenary session of the 332nd regular meeting, was attended by all council members, Busan Mayor Park Heong-joon, Superintendent of Education Kim Seok-jun, and about 150 officials from related institutions. The ceremony included △a video presentation highlighting the 2025 legislative activities, △an awards segment recognizing contributors to council development, △opening remarks, and △congratulatory addresses.  

Council officials assessed 2025 as “a year of meaningful progress toward becoming a truly policy-driven council focused on the lives of citizens.” According to the Council, the number of ordinances proposed by members reached a record-high total of 852, while approximately 2,400 legislative activities—including policy reviews, administrative inquiries, and research initiatives—were carried out. Thirteen research groups also led policy studies addressing key urban issues and explored strategies for Busan’s long-term development.  

Efforts to strengthen dialogue with citizens were also expanded. The Council operated programs such as the *Assembly Academy*, *Lobby Concerts,* and *Council Classes* to broaden civic participation. In addition, it organized on-site consultations and public awareness campaigns during morning commutes. Officials noted that the full revision of the *Overseas Business Trip Ordinance for Council Members* and enhanced ethics training helped promote transparency and build public trust.  

Socioeconomic stability and public safety remained major priorities. The Council formed eight special committees to address pressing regional challenges and signed a 200 billion KRW (approx. 150 million USD) financial support agreement with BNK Busan Bank to assist small business owners and vulnerable groups. Councillors also held policy discussions and site inspections concerning regional development, population decline, and administrative integration.  

Meanwhile, the Council continued its efforts to expedite the construction of the new Gadeokdo International Airport, advocated for the enactment of the *Global Hub City Busan Special Act*, and called for the relocation of public institutions to promote national balanced development. It also adopted a resolution urging the enactment of the *Local Assembly Act* to strengthen the role and independence of local legislatures.  

Chairman Ahn Sung-min said, “This year, we have worked tirelessly to safeguard citizens’ livelihoods and advance Busan’s development. In 2026, the Council will continue to lead efforts to solidify Busan’s status as a maritime capital, ensure the swift construction of Gadeokdo Airport, and contribute to achieving balanced national growth.”
