[브레이크뉴스=배종태 기자] 부산시가 글로벌 해양허브도시 실현을 위한 구체적 실행전략을 논의하기 위해 국회에서 두 번째 릴레이 세미나를 열고 철도망 구축과 항만 재창조 등 공간·인프라 혁신 방안을 모색했다.  

부산시는 17일 오후 1시 30분 서울 여의도 국회의원회관 제2소회의실에서 ‘글로벌 해양허브도시 부산’ 국회 릴레이 세미나 2회차를 개최했다고 밝혔다. 이번 세미나는 공간과 인프라 혁신을 주제로, ‘글로벌 해양허브도시 부산’ 구상의 실행력을 높이기 위한 구체적 방안을 논의하기 위해 마련됐다.  

지난 11월 열린 1회차 세미나에서는 부산시와 국민의힘 부산시당이 공동으로 9건의 대정부 건의과제를 발표하며 ‘글로벌 해양허브도시 부산’ 실현의 비전과 전략을 국가적 의제로 제시한 바 있다. 이번 2회차 세미나는 그 후속 논의로, 비전 실현의 토대가 되는 공간 및 인프라 혁신 전략에 초점을 맞췄다.  

이날 세미나에는 정동만 국민의힘 부산시당위원장, 부산 지역 국회의원과 성희엽 부산시 미래혁신부시장, 국토교통부·해양수산부 관계자, 학계 전문가, 시민 등 80여 명이 참석했다.  

첫 번째 발제에서 김경배 인하대 건축학부 교수는 ‘글로벌 워터프런트 도시의 변화와 혁신’을 주제로 ▲세계 주요 워터프런트 도시 사례 ▲부산 북항 및 인천 내항 재개발 마스터플랜 ▲공공·민간의 역할과 향후 과제를 제시했다. 이어 안정화 교통연구원 연구위원이 ‘혁신과 재창조를 위한 디딤돌: 철도망’을 주제로 발표하며 부산의 철도 인프라 구축 방향과 정책 제언을 제시했다.  

주제 발표 후에는 성희엽 미래혁신부시장을 좌장으로 종합토론이 열려, 신예경 남서울대 교수와 정부 부처 및 시 관계자들이 참여해 철도망 구축, 항만 재창조, 공간·인프라 혁신 전략을 심도 있게 논의했다. 시는 이날 제안된 의견들을 향후 정책에 반영하기 위한 구체적 방안을 마련할 계획이다.  

정동만 위원장은 “1회차에 이어 이번 세미나도 성공적으로 개최돼 뜻깊다”며 “논의된 내용이 실질적 정책으로 추진될 수 있도록 정부와 국회, 부산시와 긴밀히 협력하겠다”고 말했다.  

성희엽 부시장은 “공간과 인프라 혁신은 글로벌 해양허브도시의 핵심 기반”이라며 “지금이 인프라 재정비와 미래산업 투자로 부산이 세계 무대로 도약할 적기인 만큼, 중앙정부와 민간의 적극적인 지원이 필요하다”고 강조했다.  

한편, 부산시는 오는 29일 산업과 인재 혁신을 주제로 한 릴레이 세미나 3회차를 열어, 신규 전략 발굴과 국가정책 연계 방안을 논의할 예정이다.  

[Here’s an English news version of the article] Busan Discusses Space and Infrastructure Innovations to Build a Global Maritime Hub City  

The Busan Metropolitan Government held the second session of its National Assembly Relay Seminar on the “Global Maritime Hub City Busan” initiative, discussing strategies for spatial and infrastructure innovation essential to realizing the city’s global ambitions.  

The Busan Metropolitan Government (Mayor Park Heong-joon) announced that it hosted the second session of the “Global Maritime Hub City Busan” Relay Seminar at 1:30 p.m. on December 17 at the National Assembly Members’ Office Building in Seoul. The event focused on strategies to establish innovative spatial and infrastructure systems supporting Busan’s vision of becoming a premier global maritime hub.  

The first session, held in November, presented Busan’s implementation plan for the Global Maritime Hub City initiative and introduced nine policy proposals jointly announced by the city and the People Power Party’s Busan chapter. The series marks the start of Busan’s effort to elevate its vision and strategy to a national policy agenda.  

Attending the second session were Rep. Jeong Dong-man, Chair of the People Power Party Busan Chapter; Vice Mayor for Future Innovation Seong Hui-yeop; lawmakers representing Busan; officials from the Ministry of Land, Infrastructure and Transport and the Ministry of Oceans and Fisheries; academic experts; and local citizens — around 80 participants in total.  

Professor Kim Kyung-bae of Inha University’s Department of Architecture delivered the first presentation under the theme *“Transformation and Innovation in Global Waterfront Cities.”* He introduced case studies of leading waterfront developments worldwide, compared master plans for the redevelopment of Busan’s North Port and Incheon’s Inner Port, and proposed directions for public-private cooperation.  

The second presentation, *“A Stepping Stone for Innovation and Recreation: Railway Networks,”* was delivered by Ahn Jeong-hwa, Research Fellow at the Korea Transport Institute. She outlined Busan’s current transportation landscape and proposed key policy measures to advance sustainable railway infrastructure.  

A comprehensive discussion followed, chaired by Vice Mayor Seong Hui-yeop, with participation from Professor Shin Ye-gyeong of Namseoul University, officials from relevant ministries, and experts from academia. The panel discussed railway network development, port regeneration, and spatial and infrastructure innovations to support Busan’s global maritime hub initiative. City officials said that key proposals from the session will be reviewed for inclusion in municipal policy.  

Rep. Jeong Dong-man remarked, “Following the success of the first session, we are pleased to see today’s discussions move forward. The Busan Chapter of the People Power Party will continue to work closely with the government, the National Assembly, and the city administration to transform these ideas into concrete policies.”  

Vice Mayor Seong Hui-yeop emphasized, “Spatial and infrastructure innovation is both the foundation and centerpiece of Busan’s journey toward becoming a global maritime hub. Now is the right time for bold investment and reorganization to position Busan—and Korea—on the global stage. We ask for strong support and cooperation from the central government, lawmakers, and the private sector.”  

The Relay Seminar series will conclude with the third session on December 29, focusing on industrial and talent innovation. The final event will explore new strategic directions and ways to align local initiatives with national policies.
