[브레이크뉴스=배종태 기자] 부산시가 40여 년간 일반인의 출입이 제한됐던 사하구 신평 예비군훈련장 부지를 ‘복합문화체육공간’으로 조성한다. 군사시설이었던 유휴 부지를 시민의 여가와 문화, 체육이 결합된 도심 속 생활공간으로 재탄생시키겠다는 구상이다.

 

박형준 부산시장은 12일 사하구청에서 기자회견을 열고 “그동안 굳게 닫혀 있던 공간을 시민의 품으로 돌려드려 일상 속 행복과 휴식을 누릴 수 있는 공간으로 만들겠다”며 “이곳을 서부산 생활체육의 중심 거점으로 조성하겠다”고 밝혔다.  

 

군사시설에서 시민공간으로…22만㎡ 전면 개발  

부산시는 유휴부지로 남아있던 신평 예비군훈련장 일대 22만㎡를 복합문화체육공간으로 개발하는 계획안을 발표했다. 이 부지는 1980년대부터 예비군훈련장으로 사용되다 2022년 국방부의 예비군훈련장 통합·재배치 결정 이후 구체적인 활용방안을 모색해 왔다.  

 

시는 이번 개발을 통해 해당 부지를 시민 모두가 체육과 문화, 휴식을 즐기는 생활형 사회기반시설(SOC) 거점으로 조성하고, 서부산권 생활체육 인프라 확충과 ‘15분 도시’ 실현을 앞당긴다는 방침이다.  

 

생활체육 수요 급증과 지역 불균형 해소  

부산시의 생활체육 참여율은 2022년 61%에서 2024년 80%로 증가해 전국 1위를 기록했지만, 사하구는 여전히 16개 구·군 중 체육 인프라 수준이 낮은 지역으로 꼽힌다.  

 

특히 지난해 강서실내체육관이 프로배구단 전용 시설로 활용되면서 인근 주민들이 이용할 수 있는 체육시설 마련이 시급해진 상황이었다. 시는 신평 예비군훈련장 부지를 중심으로 새로운 생활체육 기반을 확충해 ‘생활체육 천국도시’ 부산을 실현하겠다는 구상이다.

박형준 시장은 “이번 사업은 단순히 체육시설을 짓는 것이 아니라, 도시 안의 닫힌 군사시설을 시민의 일상 공간으로 재창조하는 도시 균형발전 프로젝트”라며 “서부산 주민이 함께 어울리는 따뜻한 공동체 기반을 만들겠다”고 강조했다.  

 

환경 보존과 단계별 개발 추진  

 

시는 부지의 지형이 높은 위치에 있고 경사가 가파른 점을 고려해 자연환경을 최대한 보존하고 경관 훼손을 최소화하는 방향으로 계획을 세웠다. 국방부는 오염토 정화, 재해복구 및 기존 건축물 철거공사를 마친 뒤 시가 토지를 매입해 개발에 착수한다.  

 

사업 2단계로 추진  

1단계로 다목적 실내체육관과 야외체육시설, 주차장 등을 포함한 복합문화체육시설을 조성하며, 사업비는 약 280억 원 규모다. 올해 도시계획시설 결정을 포함한 행정절차를 착수해 2029년 준공을 목표로 한다.  

 

2단계에서는 동측 인근 부지에 시민 수요형 생활체육시설을 추가 조성하고, ‘복합문화체육시설’과 기능적으로 연계된 공간으로 확장한다.  

 

동매산 도시숲과 연계한 친환경 공간  

시는 산림청이 조성한 ‘동매산 도시·유아숲 체험원’과 복합문화체육시설을 연계해 자연친화형 여가·체험 복합공간으로 조성할 계획이다. 오는 3월 운영을 앞둔 동매산 도시숲은 산림휴양, 유아체험, 생태학습 등 다양한 기능을 가진 공간으로, 시는 공동 프로그램 개발을 통해 이용 효율을 높인다는 구상이다.  

 

교통 확충과 속도감 있는 추진  

접근성 강화를 위해 부산시는 사하구와 협력해 현재 폭 5~6m 수준인 진입도로를 전 구간 12m로 확장하기로 했다. 도로 확장공사는 2028년까지 완료될 예정이다.  

 

시는 또한 국방부·사하구·산림청 등 관계기관과 협력체계를 구성하고, 국·시비 재원 확보와 사유지 활용 협의 등으로 효율적인 사업 추진 기반을 마련한다.

Busan Metropolitan City announced a development plan to turn the 220,000-square-meter site of the former Sinpyeong Reserve Forces Training Ground in Saha-gu into a “multipurpose culture and sports complex,” creating a new core hub for daily sports, culture and leisure in the city’s western area.

 

Mayor Park Heong-joon, mayor of Busan, said at a press conference held at Saha-gu Office on the 12th, “We will return this long-closed space to our citizens and turn it into a place where they can find happiness and relaxation in their daily lives,” adding, “We will develop this site into a key hub for everyday sports in western Busan.”

 

From Military Facility to Daily Life Space  

For more than 40 years, the Sinpyeong site functioned as a military training ground with civilian access strictly limited. Following the Ministry of National Defense’s 2022 decision to consolidate and relocate reserve forces training grounds in Busan, the city began reviewing concrete reuse plans for the now-idle land.  

 

The city plans to develop the area as a lifestyle social overhead capital (SOC) hub where citizens can enjoy sports, culture and relaxation in one place, while also using the project to expand the “15-minute city” concept across the western part of Busan.  

 

Responding to Rising Sports Demand in Western Busan  

Busan has seen a steady rise in public participation in daily sports, with interest in health and leisure growing particularly fast among an aging population. Despite this, Saha-gu remains one of the weakest districts in terms of sports infrastructure among the city’s 16 districts and counties.  

 

Pressure on local facilities intensified after the Gangseo Indoor Gymnasium began serving as a home arena for a professional volleyball club in 2025, further limiting access for ordinary residents. The city views the Sinpyeong project as a strategic response to these trends and a key lever for advancing its “Citizen Happiness 15-Minute City” and “Everyday Sports Paradise” pledges under the eighth popularly elected administration.  

 

 Two-Phase Development Plan  

Taking fiscal conditions and implementation capacity into account, Busan will push the project in two stages.  - Phase 1 focuses on building a multipurpose indoor gymnasium, outdoor sports facilities and parking lots as the core “multipurpose culture and sports facilities” on the existing former military compound. -Phase 2 will add citizen demand–driven “everyday sports facilities” on the eastern side of the Phase 1 site, designed to functionally connect with the initial complex.  

 

Phase 1 is estimated to cost about 28 billion won, with the city planning to complete administrative procedures such as urban planning facility designation and master planning this year, followed by detailed design and land acquisition in 2027, and completion targeted by 2029.  

 

Environmentally Conscious Design and Linkage with Urban Forest  

Given that the site sits at a relatively high elevation with sloped terrain, the city intends to preserve the natural environment as much as possible and minimize visual and environmental impact on the surrounding landscape. Busan has been coordinating with the Ministry of National Defense on a sequence in which the ministry first completes soil decontamination, disaster recovery and demolition of existing buildings, after which the city will move ahead with land acquisition procedures.  

 

The project will be closely linked with the adjacent “Dongmaesan Urban and Children’s Forest Experience Center,” created by the Korea Forest Service’s Yangsan National Forest Management Office as a forest-based leisure and experience space. By developing joint programs and integrated use schemes, the city aims to enhance the overall utilization of the new complex as a combined sports, culture and eco-friendly recreation zone for all age groups.  

 

Road Expansion and Governance for Fast Implementation  

To improve access to the facilities, Busan will work with Saha-gu to widen the current 5–6 meter access road to a 12-meter-wide road along its entire length by 2028. The city expects that the expanded road will significantly improve convenience and safety for visitors once the complex opens.  

 

Busan is also building a cooperative system with related agencies, including the Ministry of National Defense and Saha-gu, and is seeking to secure central and municipal funding while exploring the use of private land through consultation to reduce overall project costs. Mayor Park said the city will “focus its capabilities on rapid implementation through diversified cooperation frameworks, including securing national and city funds and reducing costs.”  

 

“A Core 15-Minute City Hub for Western Busan”  

Mayor Park emphasized that the redevelopment of the Sinpyeong site will serve as “a core 15-minute city hub where residents of western Busan can build a warm community with their neighbors.” He added that Busan aims to become “a city where citizens feel it is a place they would want to live in again if they were born anew,” vowing to continue prioritizing citizen happiness in 2026 and beyond.
