[브레이크뉴스=배종태 기자] 민주당이 법사위에서 ‘내란종합특검법’을 단독으로 강행 처리했다. 국회선진화법이 규정한 90일의 안건조정위원회 절차는 단 2시간 만에 끝났다.

 

조정은 커녕 일방적인 표결로 밀어붙인 셈이다. 이는 입법 절차의 본질을 무력화하고 의회 민주주의의 균형을 파괴한 ‘형해화된 의회주의’라는 비판이 일고 있다.  

 

‘지방선거용 특검’인가…정치적 셈법 노골화

국민의힘 나경원 의원은 이번 특검을 “지방선거용 정략 특검”으로 규정했다.  기존 특검이 보여준 편향된 수사와 높은 영장 기각률을 근거로, 수사 연장을 강행할 명분이 없다는 것이다. 그럼에도 민주당이 이를 밀어붙이는 이유는 ‘내란 정국’을 유지해 지방선거까지 정치 프레임을 끌고 가려는 계산이라는 비판이 제기된다. 특히 현직 자치단체장들을 겨냥한 ‘표적 망신주기 수사’의 의혹도 함께 불거지고 있다. 

 

국민의힘 “찐 3특검 추진해야”…‘민주당 비리 은폐’ 정조준

국민의힘은 민주당의 특검 추진에 맞서 “진짜 특검”을 주장하고 있다.  나 의원은 ▲민주당 1억 공천 뇌물 의혹 ▲전재수-통일교 게이트 ▲대장동 및 서해 공무원 피살 사건 항소 포기 특검 등 3대 사안을 ‘찐 특검’으로 지목했다.  

 

특히 대장동 사건 관련 계좌의 가압류 해제와 항소 포기 결정으로 인해 범죄 수익 환수가 불가능해진 점은 치명적 허점으로 지적된다. 나 의원은 “자신들 비리는 덮고, 정치적 상대만 겨누는 특검은 국민 기만”이라고 강도 높게 비판했다.  

 

군사법원법 개정 논란…‘안보 혼선’ 불씨

같은 날 상정된 군사법원법 개정안 역시 논란의 중심에 섰다. 나 의원은 방첩사 해체 방향을 언급하면서 “대비책도 없이 군 사법경찰관에게 중복된 내란 수사권을 부여하는 건 군 기강을 무너뜨릴 조치”라고 비판했다. 수사권 남용이 현실화된다면 군 내부의 정치화와 혼선이 불가피하다는 우려가 국회 안팎에서 나온다.  

 

안보·외교 공백 지적…“국방부 수장 자격 없다”

국방예산 1조 8천억 원이 미지급된 사태를 두고도 성토가 이어졌다. 병사 적금과 피복비 지급이 지연되는 상황에서 장관이 “며칠 늦었을 뿐”이라 해명한 것은 무책임하다는 지적이다. 나 의원은 “장관으로서의 자격을 상실했다”며 사과와 재발 방지를 촉구했다.  

 

외교·안보 대응도 도마 위에 올랐다. 중국의 서해 구조물 설치에 대해 대통령이 “살짝 넘어왔다”고 표현한 점, 북한 무인기 사태 이후 남북 공동조사 요구조차 하지 않은 점을 거론하며 “이런 저자세 외교로는 안보를 지킬 수 없다”고 꼬집었다.  

 

정치·안보 총체적 위기…“국민 불신만 키우는 정략 정국”

잇따른 ‘특검·안보·외교’ 논란은 정치 신뢰 추락과 국정 불안으로 이어지고 있다. 입법 독주와 절차 무시, 편향된 특검 추진은 결국 정권의 성과보다 정치적 갈등만 키운다는 것이 전문가들의 분석이다. 여야가 상호 견제 대신 정략적 계산에 매몰될수록, 국민의 피로감과 정치 불신은 깊어질 수밖에 없다.

The Democratic Party has unilaterally pushed through the so-called *Comprehensive Insurrection Special Prosecutor Act* at the National Assembly’s Legislation and Judiciary Committee.

The agenda coordination process mandated by the National Assembly Advancement Act—designed to last up to 90 days—was concluded in just two hours. Rather than genuine deliberation, the bill was forced through by one-sided voting.

 

Critics argue that this move hollowed out the essence of legislative procedure and shattered the balance of parliamentary democracy, amounting to what some describe as a case of “procedural formalism devoid of substance.”

 

A “Local Election Special Prosecutor”? Political Calculations Laid Bare

People Power Party lawmaker Na Kyung-won labeled the move a “strategic special prosecutor aimed at local elections.”

Citing what she described as biased investigations and a high rate of warrant rejections in previous special probes, Na argued that there is no justification for extending or expanding investigations.

 

Despite this, the Democratic Party continues to press forward—fueling criticism that it seeks to prolong an “insurrection political narrative” through the upcoming local elections.

Suspicions have also arisen that the probe could be used for “targeted investigations” designed to publicly disgrace incumbent local government leaders.

 

Ruling Party Calls for “Real Special Prosecutors,” Targets Democratic Party Scandals

In response, the People Power Party has countered with demands for what it calls “genuine special prosecutors.” 

 

Na identified three cases that should instead be subject to investigation:

▲ allegations of a ₩100 million bribery-for-nomination scheme involving the Democratic Party,

▲ the Jeon Jae-soo–Unification Church scandal, and

▲ a special prosecutor into the Daejang-dong development scandal and the decision to forgo an appeal in the West Sea civil servant killing case.

 

In particular, critics point to the lifting of account seizures and the abandonment of appeals in the Daejang-dong case, which effectively made recovery of criminal proceeds impossible—described as a fatal flaw in accountability.

 

Na stated, “A special prosecutor that covers up its own corruption while targeting only political opponents is a deception of the public.”

 

Controversy Over Military Court Act Amendment Raises Security Concerns

The amendment to the Military Court Act, introduced on the same day, has also drawn sharp criticism.

 

Na warned that dismantling the Defense Counterintelligence Command while simultaneously granting overlapping insurrection investigation powers to military judicial police—without adequate safeguards—would undermine military discipline.

 

Observers warn that unchecked investigative authority could lead to politicization within the armed forces and create serious confusion in military command and operations.

 

Security and Diplomatic Vacuum: “Unfit to Lead the Defense Ministry”

Anger has also mounted over the delayed payment of ₩1.8 trillion in defense-related funds.

With soldiers’ savings accounts and uniform allowances left unpaid, the defense minister’s explanation that payments were “only a few days late” was widely condemned as irresponsible.

 

Na declared that the minister had “lost the qualifications to serve,” demanding a formal apology and concrete measures to prevent recurrence.

 

Foreign and security policy responses have also come under fire.

She criticized the president’s description of China’s installation of structures in the West Sea as having “slightly crossed over,” as well as the government’s failure to even request a joint investigation with North Korea following the drone infiltration incident. “With such a submissive diplomatic posture, national security cannot be protected,” she argued.

 

A Comprehensive Political and Security Crisis:...“A Tactical Political Climate That Deepens Public Distrust” The cascading controversies surrounding special prosecutors, national security, and foreign policy are fueling public distrust and political instability. Experts warn that legislative strong-arming, disregard for procedure, and politically skewed investigations only exacerbate conflict rather than produce governance outcomes.

 

As both ruling and opposition parties remain trapped in tactical calculations instead of mutual checks and balances, public fatigue and distrust in politics are likely to deepen further.
