[브레이크뉴스=배종태 기자] 박형준 부산시장이 최근 발생한 중앙선거관리위원회(선관위) 사태를 ‘예고된 참사’로 규정하며 정권 차원의 결단과 특검 도입을 강력히 촉구했다.

 

박 시장은 8일 자신의 SNS를 통해 "그동안 수많은 국민이 선관위에 대해 불신을 표출했음에도 불구하고, 선관위가 적극적인 불신 해소 노력 대신 조직 보호와 무사안일주의로 일관했다"고 강도 높게 비판했다.

 

박 시장은 "선거란 단 한 사람이라도 참정권을 침해받거나 부정한 방법의 투개표가 개입되면 선거 전체가 불신에 휩싸일 만큼 예민한 영역이며, 주권자들의 권리의식은 매우 높다"고 강조했다.

 

이어 무더기로 참정권을 제약받는 사태가 벌어진 점과 이에 대한 선관위의 어처구니없는 해명을 보며 국민들이 심한 모욕감을 느끼고 있다고 진단했다. 특히 "나의 참정권이 말도 안 되는 이유로 거부당한 것에 대한 분노가 기저에 깔려 있다"고 분석했다. 그는 "보통 민주주의의 침해는 독재에 의해 일어나지만, 이번 사태는 민주주의를 지켜야 할 헌법기관이 누적된 도덕적 해이의 결과로 발생시켰다"고 지적했다.

 

2030 청년 세대의 분노와 참정권의 본질

박 시장은 참정권이 국민이 자신의 삶과 공동체의 미래를 결정하는 가장 기본적인 권리임을 재확인했다. 특히 이번 사태에 대해 "2030 청년 세대가 더욱 크게 분노하는 이유로, 이미 삶의 기회가 구조적으로 축소되고 있다고 느끼는 청년들에게 참정권은 자기 삶을 지킬 수 있는 얼마 안 되는 수단의 하나인데, 언필칭 헌법기관이 이토록 중요한 수단을 함부로 빼앗아갔다"라고 지적했다.

이에 따라 "{이번 사태를 단순한 행정 실패로 치부해서는 안 되며, 대한민국 선거에 대한 국민들의 불신을 완전히 씻어내는 철저한 개혁의 계기로 만들어야 한다"고 주장했다.

 

선거 신뢰 회복을 위한 근본 개혁 과제

박 시장은 다시는 부실 선거 및 부정선거에 대한 논란이 없도록 철저한 개혁 방안을 제시했다.

 

우선 첫째 과제로 국정조사와 특검 수사 도입을 주장하며, 철저한 수사를 통해 진실이 명명백백하게 규명되어야 국민이 납득할 수 있다고 밝혔다. 이어 둘째 과제로 국회 선거제도 개혁 특위의 조속한 구성을 요구하며, 본 선거 일주일 전에 이루어지는 불합리한 사전 선거제도 개혁을 포함해 투개표 시스템 전체를 한 치의 의심도 없도록 철저히 정비하고 개선해야 한다고 강조했다.

 

아울러 "부산 지역에서도 여덟 곳의 투표용지 부족 사태뿐만 아니라 시장 투표지가 누락되어 없었던 사례, 두 장의 투표지가 겹쳐서 배부된 사례 등 참정권을 침해하는 여러 의심스러운 사례들이 제시되고 있다"고 밝혔다. 박 시장은 이에 대한 구체적인 사례들을 추후 정리해서 다시 보고하겠다고 덧붙였다.

 

‘민주주의의 민주화’ 과제와 정권 차원의 결단 촉구

박 시장은 이제 대한민국이 ‘민주주의를 민주화해야 할 과제’를 안게 되었다고 선언했다. 그는 "이미 입법 횡포에 이어 사법 개악에 이르기까지 이재명 정권에 의해 민주주의를 안에서 와해시키는 일들이 잇달아 일어나왔다"고 강하게 비판하며, "여기에 선거마저 불신의 대상으로 전락하면 민주주의의 선진화는 요원하다"고 우려했다.

이에 따라 청년들과 시민들의 외침을 일시적인 불만으로 치부하지 말고 근본적 개혁의 계기로 삼는 정권 차원의 결단을 촉구했다. 박 시장은 "불편부당하게 제기된 모든 의문들에 대해 선관위를 성역 없이 수사할 수 있는 특검 수용이야말로 정권의 진정성을 가름할 최소한의 요구다"라고 거듭 압박했다.

Busan Mayor Park Heong-joon defined the recent National Election Commission (NEC) incident as a "predictable disaster" and strongly urged a political decision from the administration, alongside the launch of a special counsel investigation.

 

Mayor Park severely criticized the NEC, stating that despite countless citizens expressing deep distrust in the organization, it consistently prioritized institutional self-protection and complacency over active efforts to resolve public doubt.

 

Mayor Park emphasized that elections are a highly sensitive domain where the infringement of even a single person's voting rights or any fraudulent intervention in the voting and counting process can plunge the entire election into distrust, highlighting the high civic awareness of sovereign voters. He diagnosed that the public feels a profound sense of insult and fury upon witnessing the mass restriction of voting rights and the NEC's absurd excuses.

 

He analyzed that the underlying anger stems from the shock that one's voting rights could be denied for such nonsensical reasons. He pointed out that while the undermining of democracy usually occurs through dictatorships, this situation was triggered by a constitutional institution tasked with protecting democracy, as a result of accumulated moral hazard.

 

The Fury of the 2030 Generation and the Essence of Voting Rights

Mayor Park reaffirmed that the right to vote is the most fundamental right through which citizens determine their own lives and the future of their community. He offered a profound analysis of why the 2030 younger generation is particularly enraged by this incident. For young people who already feel that life opportunities are being structurally reduced, the right to vote is one of the very few means available to protect their livelihood. His criticism points out that a constitutional institution, of all entities, carelessly stripped away such a vital tool.

 

Accordingly, he argued that this incident must not be dismissed as a simple administrative failure, but should instead be used as a turning point for thorough reform to completely wash away public distrust in South Korean elections.

 

Fundamental Reform Tasks to Restore Electoral Trust

Mayor Park presented decisive reform measures to ensure that controversies over shoddy or fraudulent elections never recur.

 

First, he demanded a parliamentary investigation and the introduction of a special counsel probe, stating that the truth must be clearly and transparently uncovered through an investigation for the public to be satisfied. Second, he called for the swift formation of a special committee on electoral reform in the National Assembly, emphasizing the need to thoroughly overhaul and improve the entire voting and counting system—including reforming the unreasonable early voting system held a week before the main election—leaving no room for doubt.

 

Furthermore, he exposed that various suspicious cases infringing on voting rights are being reported in the Busan area, including shortages of ballots in eight locations, instances where mayoral ballots were entirely missing, and cases where two overlapping ballots were distributed. Mayor Park added that he would organize and report these specific cases in detail at a later date.

 

The Task of 'Democratizing Democracy' and Demanding the Administration's Decision

Finally, Mayor Park declared that South Korea now faces the challenge of "democratizing democracy." He sharply criticized the Lee Jae-myung administration, stating that a series of actions—ranging from legislative tyranny to judicial degradation—have already been dismantling democracy from within, and warned that advancing democracy will be impossible if even elections fall into absolute distrust.

 

Consequently, he urged the administration to make a decisive political move to treat the outcries of youth and citizens not as temporary discontent, but as an opportunity for fundamental reform. Mayor Park repeatedly pressured the administration, stating that accepting a special counsel investigation to impartially probe all raised suspicions against the NEC without any sanctuaries is the bare minimum requirement to prove the government's sincerity.
