[브레이크뉴스=배종태 기자] 국민의힘 박성훈 의원(부산 북구을)이 어업인의 경영 부담을 완화하고 지속가능한 수산업 기반을 마련하기 위해 '조세특례제한법' 개정안 등 총 5건의 세제지원 법안을 대표발의한다.

이번 개정안은 최근 고유가, 고물가, 기후변화 등으로 경영환경이 악화된 어업인들을 위해 올해 일몰기한이 도래하는 세제지원 제도를 연장하고 세액감면을 확대하는 내용을 담고 있다.

주요 내용으로는 우선 영어조합법인에 대한 법인세 등 세제지원 적용기한을 2033년 12월 31일까지 7년 연장해 어업인들의 협업 기반을 안정적으로 유지하도록 했다. 또한 농어업경영 및 작업 대행용역에 대한 부가가치세 면제, 어민 지원을 위한 인지세 면제, 수협중앙회 명칭사용용역에 대한 부가가치세 면제 기한을 각각 2029년 12월 31일까지 3년 연장해 현장의 세 부담을 낮춘다.

이와 함께 연근해어업 구조조정 과정에서 발생하는 소득세 및 법인세를 2031년 12월 31일까지 100% 감면하도록 해 구조조정에 참여하는 어업인의 부담을 최소화하는 내용을 포함했다.

박성훈 의원은 어업이 식량안보와 국가안보를 뒷받침하는 국가 기간산업인 만큼 안정적인 세제지원이 시급하다고 진단하며, 이번 개정안을 통해 어업인의 경영안정과 수산업 경쟁력 강화, 지역경제 활성화를 적극적으로 뒷받침하겠다고 밝혔다.

People Power Party Representative Park Seong-hoon (Busan Buk-gu Eul) announced on July 2 that he will sponsor a total of five tax support bills, including an amendment to the Restriction of Special Taxation Act, to alleviate the financial burden on fishermen and lay the foundation for sustainable fisheries. The proposed amendments focus on extending expiring tax benefit programs and expanding tax exemptions for fishermen who are facing deteriorating business conditions due to recent high oil prices, inflation, and climate change.

Key provisions of the legislation include extending the corporate and income tax support period for fishery business associations by seven years until December 31, 2033, to stably maintain their collaborative production and sales foundations. Additionally, the bills propose extending value-added tax (VAT) exemptions for agricultural/fishery management and labor outsourcing services, stamp duty exemptions for fishermen, and VAT exemptions for name-use services provided by the National Federation of Fisheries Cooperatives (Suhyup) by three years until December 31, 2029, to lower field-level tax burdens.

Furthermore, the package includes a 100% exemption on income and corporate taxes until December 31, 2031, for income generated during the restructuring of coastal and offshore fisheries, thereby minimizing the financial strain on participating fishermen.

Representative Park Seong-hoon emphasized that fisheries are a vital national industry underpinning food and national security, making stable tax support highly urgent. He stated that the passing of these amendments will actively bolster the management stability of fishermen, enhance the competitiveness of the fisheries industry, and revitalize the local economy.
