[브레이크뉴스=배종태 기자] 부산광역시가 오는 19일부터 29일까지 벡스코에서 '제48차 유네스코 세계유산위원회'를 개최하며 전 세계에 대한민국과 부산의 유산 가치를 알린다. 이번 행사에는 약 3,000명이 참가할 예정이며, 이 중 외국인 2,400명, 내국인 600명으로 구성되고 유네스코 사무총장을 비롯해 21개 위원국(장·차관급) 대표단과 196개 협약국 대표단이 포함된다.

유네스코(UNESCO)세계유산위원회는 세계 각국의 대표단이 모여 세계유산의 보고·보존·등재·정책 등 주요 의제를 심도 있게 논의하는 자리로, 13일 사전포럼을 시작으로 19일 개회식, 20일 본회의를 거쳐 29일 공식 폐회한다.

시는 성공적인 행사 개최를 위해 국가유산청을 비롯해 경찰, 소방 등 관계기관과 긴밀히 협력하여 교통, 경비, 재난, 의료 등 전 분야에 걸친 종합 안전관리체계를 구축했다. 특히 지난 7월 6일에는 부산지역 테러대책협의회 주관으로 민·관·군·경·소방이 연계한 대테러 합동훈련을 진행했으며, 위원회 출입국 기간에는 김해공항·부산역·숙소를 연결하는 전담 셔틀버스를 운영해 참가자들의 안전하고 편리한 이동을 지원한다.

역사·문화를 깊이 체험하는 맞춤형 프로그램

행사 기간 참가자들이 부산의 역사와 문화를 깊이 있게 체험할 수 있는 맞춤형 프로그램도 운영된다. 근현대역사관, 임시수도기념관 등 피란수도 부산유산과 전통시장을 둘러보는 ‘부산유산 필드트립’과 반구천의 암각화, 불국사 등을 탐방하는 ‘세계유산 필드트립’이 진행된다. 참가자들의 자유로운 투어를 돕기 위해 한정판 ‘비짓부산패스’를 증정하고 부산관광홍보관도 운영한다.

아울러 23일 열리는 개최도시 환영만찬에서는 부산시립예술단의 특별공연 ‘바라는 바다’를 선보이고, ‘피란길 주먹밥’과 ‘기장 한우 너비아니’ 등 지역 식재료를 활용한 특선 메뉴와 한글 휘호 체험, 문화유산 상품(고와예) 소개 등 다채로운 한국의 멋을 전한다.

시민과 함께 만드는 다채로운 축제

시민들이 함께 참여할 수 있는 다채로운 문화 행사도 준비됐다. 20일부터 29일까지 벡스코 제1전시장에서는 관문도시 부산의 과거와 미래를 볼 수 있는 ‘개최도시 부산관’이 운영되며, 18일과 19일에는 영화의전당에서 ‘부산여행영화제’와 연계한 세계유산 주제 특별 야외상영회가 열린다. 이와 함께 ‘조선통신사 행렬 및 승선체험’, ‘피란수도 부산 국가유산 야행’ 등 다양한 볼거리와 학술 세미나가 마련된다.

이번 행사는 시 어린이기자단, 피란수도 부산 글로벌 서포터즈, 부산 프로그램 자원봉사단이 참여하여 시민과 함께 만드는 행사로 채워지며, 부산상공회의소와 BNK부산은행 등 지역 경제계도 성공적인 개최를 위해 적극적으로 힘을 보탠다.

'부산 선언' 채택과 미래 유산 비전 창출

부산시는 이번 위원회를 부산 유산의 가치를 세계에 전파하고 '부산 레거시'를 창출하는 핵심 계기로 삼는다는 방침이다. 이를 위해 위원회 기간 중 부산의 상징적 의제가 포함된 국제선언문인 '부산 선언' 채택을 추진하고, 향후 글로벌 유산 포럼 개최 및 유네스코 산하 협력기관(카테고리2센터) 유치 등 다각적인 후속 사업에 나설 계획이다.

Busan Metropolitan City will host the 48th session of the UNESCO World Heritage Committee at BEXCO from July 19 to 29, showcasing the heritage value of both South Korea and Busan to a global audience.

This event is expected to draw approximately 3,000 participants, including 2,400 international attendees and 600 domestic participants, among them the UNESCO Director-General, delegations from 21 committee member states at the ministerial or vice-ministerial level, and representatives from all 196 States Parties to the Convention.

The event will bring together delegations from around the world to engage in in-depth discussions on key issues related to World Heritage, including reporting, conservation, inscription, and policy. The program begins with a pre-forum on July 13, will be followed by the opening ceremony on July 19, plenary sessions starting July 20, and the official closing on July 29.

To ensure the successful operation of the event, the city has established a comprehensive safety management system covering transportation, security, disaster response, and medical services, in close coordination with the Korea Heritage Service, police, and fire authorities. On July 6, a joint counterterrorism exercise involving civilian, government, military, police, and fire agencies was conducted under the Busan Counterterrorism Council. During the committee period, dedicated shuttle buses will operate between Gimhae International Airport, Busan Station, and official accommodations to ensure safe and convenient transportation for participants.

Tailored Programs for Cultural Immersion

A range of customized programs will allow participants to explore Busan’s history and culture in depth. The “Busan Heritage Field Trip” will include visits to sites such as the Busan Modern and Contemporary History Museum and the Provisional Capital Memorial Hall, as well as traditional markets connected to the city’s wartime heritage. The “World Heritage Field Trip” will feature excursions to locations such as the Bangudae Petroglyphs and Bulguksa Temple. Participants will also receive a limited-edition Visit Busan Pass to support independent touring, and a Busan tourism promotion center will be operated on-site.

On July 23, the host city welcome reception will feature a special performance titled “Wishing Sea” by the Busan Metropolitan City Performing Arts Company. Guests will also enjoy a curated menu highlighting local ingredients, including “refugee-style rice balls” and “Gijang hanwoo neobiani,” along with experiences such as Korean calligraphy demonstrations and exhibitions of traditional cultural products.

A Festival Created with Citizens

A variety of cultural events open to the public will also take place. From July 20 to 29, the “Host City Busan Pavilion” will be held at Exhibition Hall 1 of BEXCO, presenting the city’s past and future as a gateway port. On July 18 and 19, special outdoor screenings on World Heritage themes will be held at the Busan Cinema Center in connection with the Busan Travel Film Festival. Additional programs include a reenactment of the Joseon Tongsinsa diplomatic procession and boarding experience, as well as the “Night Tour of Busan’s Wartime Capital Heritage” and various academic seminars.

The event will also involve participation from the city’s children’s reporters, the Busan Wartime Capital Global Supporters, and volunteer groups, making it a citizen-driven festival. Local business organizations, including the Busan Chamber of Commerce and Industry and BNK Busan Bank, are also providing active support for the event’s success.

Toward the “Busan Declaration” and a Global Heritage Vision

The city aims to use this committee session as a key opportunity to promote the value of Busan’s heritage globally and create a lasting “Busan Legacy.” As part of this effort, it plans to pursue the adoption of the “Busan Declaration,” an international statement incorporating symbolic agenda items from the city. Busan also intends to follow up with initiatives such as hosting a global heritage forum and attracting a UNESCO Category 2 center.
