[브레이크뉴스=배종태 기자] 국가유산청과 외교부는 제48차 유네스코 세계유산위원회가 열리는 첫날인 20일 오전, '세계유산에 관한 부산선언'이 컨센서스(합의)로 채택되었다고 발표했다.

 

이번 부산선언은 의장국인 대한민국 주도로 21개 위원국과 3개 자문기구(ICCROM·ICOMOS·IUCN)가 수개월간 공청회와 전문가 회의를 거쳐 마련한 결실이다. 선언문은 ▲무장 충돌, ▲기후변화, ▲개발 압력 등 세계유산이 직면한 복합적 위기에 전 지구적으로 공동 대응하기 위한 국제적 연대와 협력 방안을 담고 있다.

 

'협력' 6번째 목표 제안 및 디지털 책임성 공론화

이번 선언의 가장 큰 성과는 기존 세계유산협약의 5대 전략 목표(5C: Credibility, Conservation, Capacity-building, Communication, Communities)에 '협력(Collaboration)'을 새로운 핵심 목표로 추가 제안했다는 점이다.

 

아울러 세계유산 분야 최초로 디지털 전환에 따른 책임성과 윤리적 활용에 대한 논의를 공식 공론화했다. 이와 함께 전문성에 기반한 포용적 해석, 유산 관리에 대한 공동 책임, 문화유산과 자연유산의 통합적 접근 필요성 등이 주요 의제로 반영됐다.

 

6대 분야 후속 협력 및 12개 실천 프로젝트 추진

정부는 선언 채택에 그치지 않고 구체적인 실천으로 이어지도록 유네스코 및 유네스코 카테고리 2 후원센터(C2C) 등과 협력해 ▲정책 대화 및 지식 공유: 정례 포럼을 통한 유산 관련 주요 쟁점 및 우수사례 공유 ▲역량 강화 및 공동 책임: 남아시아·아프리카·소도서개발도상국(SIDS) 대상 맞춤형 지원 ▲포용적 해석과 상호이해: 증거 기반 유산 해석 지침 개발 및 교육 프로그램 운영 ▲기후 회복력 및 지속가능발전: 재난 대비 및 위험 평가 도구 개발, 유산 회복력 강화 ▲디지털 책임성 확보: AI 활용 유산 기록·복원 및 윤리적 디지털 실천 촉진 ▲공유 유산과 국제협력: 초국가적 지식 교류 및 글로벌 협력 네트워크 구축 등 6대 핵심 후속 협력 방향을 추진한다.

 

이와 관련해 허민 국가유산청장은 같은 날 오후 공식 기자회견에서 부산광역시, 유네스코, 국내 C2C 기관들과 협력하여 추진할 총 12개 후속 이행 사업 계획을 공식 발표했다.

"세계유산 보호의 새로운 이정표" 평가

이날 기자회견에는 허민 국가유산청장을 비롯해 이병현 제48차 세계유산위원회 의장, 나예프 알 파예즈 유네스코 문화담당 사무총장, 라자르 엘룬두 아소모 유네스코 세계유산센터장 등 주요 인사들이 참석해 회의의 의의를 밝혔다.

 

이병현 의장은 "부산선언은 세계유산협약과 위원회 활동의 미래 길잡이가 될 정치적·상징적 이정표"라고 강조했다. 라자르 엘룬두 아소모 센터장은 "유산 손실에 대한 예방적 보호 조치와 지역사회를 중심에 둔 보존이 시급하다"고 촉구했으며, 나예프 알 파예즈 사무총장보는 기후위기 대응을 위한 '소도서개발도상국(SIDS) 전용 전략' 채택 등 한국 정부의 완벽한 준비에 감사를 전했다.

 

한편, 국가유산청은 이번 위원회 기간 중 회의장 인근에 축구장 2개 크기의 '대한민국 관'을 마련하고 45개 전시·공연·체험 프로그램을 선보인다. 특히 K-팝 스타 지드래곤 등의 참여를 통해 전통유산과 대중문화의 결합을 시도하며 세계유산의 가치를 대중적으로 알리는 혁신적 시도를 이어갈 방침이다.

The Korea Heritage Service (KHS, Administrator Huh Min) and the Ministry of Foreign Affairs (MOFA, Minister Cho Hyun) announced that the "Busan Declaration on World Heritage" (hereinafter referred to as the "Busan Declaration") was officially adopted by consensus on the morning of July 20 during the opening session of the 48th session of the UNESCO World Heritage Committee (Chair Lee Byung-hyun) at BEXCO, Busan.

 

Drafted under the leadership of the Republic of Korea as the host nation, the declaration is the culmination of months of close collaboration involving experts from 21 Committee Member States and three Advisory Bodies (ICCROM, ICOMOS, and IUCN), informed by public hearings and international expert meetings. The document sets out a collective global vision to tackle multi-faceted challenges facing World Heritage, including armed conflict, climate change, and development pressures.

 

Proposing 'Collaboration' as 6th Strategic Objective and Addressing Digital Responsibility

A key takeaway of the declaration is the proposal to add "Collaboration" as a new Strategic Objective, expanding the existing 5Cs (Credibility, Conservation, Capacity-building, Communication, and Communities) of the World Heritage Convention.

 

The declaration also marks the first time the World Heritage community has brought discussions on digital transformation and its accompanying responsibilities into the public discourse. Additionally, it highlights key agendas for systematic conservation, including evidence-based "inclusive interpretation," "shared responsibility" in heritage management, capacity building for site managers, and an integrated approach that connects cultural and natural heritage.

 

6 Strategic Focus Areas and 12 Practical Projects

To ensure the declaration translates into tangible results, the Korean government, in partnership with UNESCO and Category 2 Centres (C2Cs) based in Korea, will advance six core follow-up cooperation areas: ▲Policy Dialogue and Knowledge Sharing: Organizing regular policy forums to share emerging issues and best practices worldwide.

 

▲Capacity Building and Shared Responsibility: Implementing peer-learning and tailored support projects for South Asia, Africa, and Small Island Developing States (SIDS). ▲Inclusive Interpretation and Mutual Understanding: Developing guidelines and training programs for evidence-based heritage interpretation. ▲Climate Resilience and Sustainable Development: Developing practical tools for disaster risk preparedness and heritage resilience. ▲Digital Responsibility: Promoting responsible digital practices, including AI-driven documentation, digital restoration, and ethical policy dialogues.▲Shared Heritage and International Cooperation: Expanding cross-border knowledge exchanges and global networks to foster peace.

 

At an official press conference held at 1:00 PM on July 20, KHS Administrator Huh Min outlined plans for 12 specific follow-up projects to be implemented alongside Busan Metropolitan City, UNESCO, and local C2Cs.

 

Global Leaders Hail the Declaration as a Milestone

The press conference featured key figures including KHS Administrator Huh Min, Committee Chair Lee Byung-hyun, Director of the UNESCO World Heritage Centre Lazare Eloundou Assomo, and UNESCO Assistant Director-General for Culture Nayef Al-Fayez.

 

Chair Lee Byung-hyun emphasized that "the Busan Declaration serves as a political and symbolic milestone that will guide the future of the World Heritage Convention." World Heritage Centre Director Lazare Eloundou Assomo stressed the importance of preventive measures and community-centered conservation, while ADG Nayef Al-Fayez commended Korea's seamless hosting and highlighted UNESCO's first-ever dedicated strategy for Small Island Developing States (SIDS).

 

Meanwhile, KHS is hosting the "Korea Pavilion"—an exhibition space equivalent to two soccer fields adjacent to the main venue—featuring 45 cultural exhibitions, performances, and interactive events. Notably, the involvement of K-pop star G-Dragon showcases the powerful synergy between traditional heritage and popular culture, marking an innovative approach to making heritage values accessible to the global public.
