[브레이크뉴스=배종태 기자] 부산시가 올해 상반기 공식 업무보고에서 제시했던 사직야구장 재건축의 2031년 3월 개장 목표를 하반기 보고에서 제외하면서 사업 추진 방향을 둘러싼 논란이 커지고 있다.

부산시의회는 시가 불과 6개월 만에 사업 계획이 '재건축'에서 '사업 조정 검토'로 바뀐 배경과 의사결정 과정, 시민에게 미칠 영향을 명확히 설명해야 한다고 요구했다.

부산시의회 행정문화위원회 송우현 위원장은 21일 열린 제338회 임시회 체육국 하반기 업무보고에서 사직야구장 재건축 사업 계획 변경 경위를 집중적으로 따져 물었다.

앞서 부산시는 지난 1월 상반기 업무보고를 통해 2026~2027년 설계와 사전 행정절차를 진행한 뒤 2028년 본공사에 착수하고 2031년 3월 새 야구장을 개장하겠다는 로드맵을 제시했다.

그러나 이번 하반기 업무보고에서는 사업 명칭이 '사직야구장 재건축'에서 '사직야구장 재건축 사업 조정 검토'로 변경됐고, 기존에 제시했던 착공 및 개장 일정도 모두 빠졌다. 이에 따라 사업의 지연이나 규모 조정 가능성이 제기되고 있다.

송 위원장은 업무보고는 시민과 시의회에 공개되는 공식 행정자료인 만큼, 기존 계획을 수정했다면 충분한 근거와 설명이 선행돼야 한다고 지적했다. 특히 사업 명칭 변경은 단순한 표현 수정이 아니라 정책 방향 자체가 달라졌음을 시사하는 만큼, 객관적인 검토 결과와 내부 의사결정 과정을 공개해야 한다고 강조했다.

또 사직야구장 재건축은 장기간 검토와 행정절차를 거쳐 일정까지 제시된 사업인 만큼, 명확한 근거 없이 추진 계획을 변경해서는 안 된다고 말했다. 계획 수정이 불가피했다면 시민과 시의회에 변경 사유와 검토 과정을 먼저 설명하는 것이 행정의 기본 책임이라는 점도 거듭 언급했다.

송 위원장은 부산시에 2031년 3월 개장 목표가 현재도 유지되고 있는지, '사업 조정 검토'가 의미하는 구체적인 내용이 무엇인지 공식적으로 밝힐 것을 요구했다. 아울러 계획 변경의 근거 자료와 향후 추진 일정은 물론, 사업 지연이 발생할 경우 행정적·재정적 영향과 이에 대한 후속 대책까지 투명하게 공개해야 한다고 촉구했다.

Busan city officials are facing growing scrutiny after quietly removing a previously announced target to reopen the redeveloped Sajik Baseball Stadium in March 2031. Members of the Busan Metropolitan Council say the abrupt shift in the city's official plans raises questions about transparency, accountability and the future of one of the city's largest sports infrastructure projects.

At a committee session on Tuesday, Song Woo-hyun, chair of the Administrative and Cultural Affairs Committee of the Busan Metropolitan Council, questioned city officials over why the redevelopment plan had changed within six months.

In its policy briefing earlier this year, the city laid out a detailed timetable calling for design work and administrative procedures to be completed between 2026 and 2027, construction to begin in 2028, and the new stadium to open in March 2031.

The latest briefing, however, replaced the project title "Sajik Baseball Stadium Redevelopment" with "Review of Adjustments to the Sajik Baseball Stadium Redevelopment Project." The updated document also omitted both the construction schedule and the planned opening date, prompting concerns that the project could face delays, downsizing or other significant revisions.

Song argued that official policy briefings are public documents presented to both citizens and the city council, making any substantial policy change subject to clear explanation and supporting evidence. He said the revised language represented more than a simple change in terminology, suggesting a possible shift in the city's overall approach to the project.

He also maintained that a redevelopment project of this scale, which had already undergone years of planning and administrative review, should not be altered without a well-documented rationale. If revisions are necessary, he said, the city has a responsibility to disclose the reasons, the review process and the basis for its decision before changing publicly announced plans.

Song called on the city to clarify whether the March 2031 opening target remains achievable and to explain what is meant by the phrase "review of adjustments." He further urged officials to disclose the analysis behind the policy change, present an updated implementation schedule, and explain the administrative and financial consequences of any delay, along with measures to address them.
