[브레이크뉴스=배종태 기자] 부산에서 승선을 앞두고 숙박업소에 대기 중이던 인도네시아 국적 선원 2명이 객실 창문을 통해 탈출을 시도하다 추락해 1명이 숨지고 1명이 크게 다쳤다. 경찰은 객실 출입문이 외부에서 잠겨 있었던 경위를 확인하고, 선원 관리 과정에서 불법 감금 등 위법 행위가 있었는지에 대해서도 수사에 착수했다.

21일 부산 사상경찰서에 따르면 이날 오전 3시 23분께 부산 사상구 감전동의 한 숙박업소 8층 객실에서 인도네시아 국적 선원 A(20대) 씨와 B(30대) 씨가 창문을 통해 밖으로 빠져나오려다 약 21m 아래로 추락했다. 이 사고로 A 씨는 현장에서 숨졌고, B 씨는 다리뼈 골절 등 중상을 입어 병원으로 이송돼 치료를 받고 있다.

A 씨 등은 승선을 위해 전날 한국에 입국한 외국 국적 선원 20명 가운데 일부로 확인됐다. 이들은 사고 당시 같은 객실에서 여러 명과 함께 머물고 있었으며, 객실 문은 외부에서 잠긴 상태였던 것으로 조사됐다.

경찰은 A 씨와 B 씨가 객실에 있던 이불을 찢어 만든 임시 로프를 창문 밖으로 늘어뜨린 뒤 이를 이용해 내려오려다 추락한 것으로 보고 있다. 현재까지는 두 사람이 승선을 피하기 위해 숙소를 이탈하려 했던 것으로 파악하고 있다.

사고 직후 경찰은 현장에 출동해 객실에 남아 있던 선원 18명을 사상경찰서로 이송해 보호 조치했다. 이들을 상대로 당시 상황과 숙소 관리 실태 등을 조사하고 있다.

경찰은 특히 객실 출입문이 외부에서 잠겨 있었던 경위에 주목하고 있다. 선원들의 이동을 제한한 관리 방식이 적법했는지, 감금에 해당할 소지가 있는지 등을 확인하기 위해 부산경찰청 광역범죄수사대를 투입해 구조적인 문제 전반을 들여다볼 방침이다.

경찰 관계자는 "객실이 외부에서 시정된 이유와 선원 관리 과정 전반을 확인하고 있다"며 "사고 경위와 함께 관련 법 위반 여부를 엄정하게 수사할 예정"이라고 밝혔다.

Two Indonesian seafarers awaiting boarding in Busan fell from the eighth floor of a hotel while attempting to escape through a window, leaving one dead and the other seriously injured. Police have launched an investigation into whether they were unlawfully confined after confirming the hotel room had been locked from the outside.

According to the Sasang Police Station, the incident occurred at about 3:23 a.m. on Monday at a hotel in Gamjeon-dong, Sasang District. The victims, identified only as a man in his 20s and another in his 30s, both Indonesian nationals, fell about 21 meters while attempting to climb down from an eighth-floor window.

The younger man died at the scene, while the other suffered multiple fractures, including a broken leg, and was taken to a hospital for treatment.

Police said the two were among 20 foreign seafarers who had entered South Korea the previous day to board a vessel. Several crew members were staying together in the same room at the time of the accident.

Investigators believe the two men tore hotel blankets into strips to make a makeshift rope and attempted to descend from the window before falling.

Preliminary findings indicate they were trying to leave the hotel to avoid boarding the vessel. Following the incident, police took the remaining 18 seafarers into protective custody for questioning.

Authorities are focusing on the fact that the hotel room door had been locked from the outside. The Busan Metropolitan Police Agency's Metropolitan Investigation Unit has joined the investigation to determine whether the crew management practices amounted to unlawful confinement or involved other structural or legal violations.

Police said they are continuing to interview witnesses and examine the circumstances surrounding the men's accommodation and supervision before the scheduled boarding.
