[브레이크뉴스=배종태 기자] 부산광역시가 ‘민생은 즉시, 미래는 확실히’라는 민선9기 시정철학을 실현하기 위해 해양수도·청년·민생·경제에 조직 역량을 집중하는 대대적인 조직개편을 추진한다.

 

부산시는 22일 이 같은 내용을 골자로 한 '부산광역시 행정기구 설치 및 정원 조례 개정안'을 입법예고했다고 밝혔다. 이번 입법예고는 내달 11일까지 20일간 진행되며, 시의회 협의를 거쳐 8월 14일 조례안을 제출한 뒤 제339회 시의회 심의·의결을 거쳐 9월 중 조직개편을 시행할 예정이다.

 

이번 개편안은 행정부시장과 경제부시장 체제로 기능을 재정비하고, 부서 간 업무 칸막이를 해소해 정책 결정에서 집행까지의 속도를 높이는 실행형 행정체계를 구축하는 데 초점을 맞췄다.

 

해양수도‧청년‧민생‧경제 전담 4개 기구 신설

부산시는 시민 체감 성과를 조기에 창출하기 위해 해양수도전략실, 인구청년정책국, 시민생활국, 시민경제국 등 4개 기구를 신설한다.

 

해양수도전략실은 기구 신설과 함께 직급을 상향 조정했다. 하부에 북극항로추진과(신설)를 두어 북극항로 개척 종합계획 수립, 해양수산부 협업, 시범운항 지원으로 북극항로 시대를 선점한다. 또 해양수도세일즈과(신설)를 통해 국제해양도시 간 1:1 세일즈 외교와 투자유치 네트워크 구축, 해양 분야 국제행사 유치 전략을 수립한다.

 

인구청년정책국은 청년산학국 등에 분산되어 있던 청년 및 인구 기능을 통합한 전담 조직이다. 청년정책과, 인구정책과, 청년사업과(신설)를 두고 청년의 주거·일자리·정착으로 이어지는 선순환 체계를 강화한다. 특히 청년사업과는 지역대학과 이전기업을 연계해 양질의 일자리를 확대함으로써 청년 인구 유출을 막는다.

 

시민생활국은 시민주권협치과(신설), 통합민원과, 특별사법경찰과, 동물복지정책과를 배치해 시민 일상 행정을 통합 제공한다. 시민주권협치과는 공공갈등 선제 관리와 양방향 소통을 담당하는 협치 컨트롤타워 역할을 맡는다. 특별사법경찰과에는 대부업 수사 기능을 추가해 불법 사금융과 기획부동산 등 민생경제 범죄 대응 범위를 넓히고 '민생 100일 비상조치'를 차질 없이 뒷받침한다.

 

시민경제국은 소상공인지원과, 사회연대경제과(신설), 노동정책과(신설)를 두어 민생경제 회복을 총괄한다. 위기에 처한 골목상권과 소상공인을 즉시 지원하며, 오는 2026년 4월 예정된 「사회연대경제기본법」 시행과 근로감독권 이양에 대비해 촘촘한 민생 안전망을 구축한다.

 

부시장 체제 기능 일원화 및 조직 재편

지휘 체계는 행정부시장과 경제부시장으로 이원화하여 역할을 명확히 분담하고 시장 중심의 조정 기능을 강화했다.

 

행정부시장 산하에는 기획조정실, 기획관, 재정관, 시민안전실, 인구청년정책국, 사회복지국, 시민건강국, 여성가족국, 문화국, 체육국, 행정자치국, 시민생활국, 도시공간계획실, 도시기반시설국, 주택건축국, 교통국, 부울경초광역경제동맹추진본부를 배치해 생활밀착형 민생 대응 기능을 일원화했다.

 

경제부시장 산하에는 경제정책실, AI산업혁신국, 시민경제국, 관광콘텐츠산업국, 해양수도전략실, 신공항국, 기후환경에너지국, 물정책국, 푸른도시국, 금융창업정책관을 두어 미래 산업 전략 기능을 전문화했다.

 

유사·중복 기능 통합으로 속도감 있는 행정도 추진한다. 미래공간전략국과 도시계획국 기능을 통합한 '도시공간계획실'을 재편해 지구단위계획 및 도시관리계획 등 공간정책의 일관성을 높였다. 첨단산업국과 미래기술전략국은 'AI산업혁신국'으로 조정했으며, AI신산업과(신설)를 통해 서부산 제조업의 AI 전환 플랫폼을 구축하고 디자인산업혁신과를 흡수해 주력 제조업의 고부가가치화를 이끈다.

 

관광마이스국은 '관광콘텐츠산업국'으로 조정되고 글로벌콘텐츠관광과가 신설되어 방문형 관광을 고부가 체류형 관광경제로 전환한다. 소방재난본부는 구조구급과를 조정해 응급실 수용 거부 및 이송 지연 문제를 해결하고 인사담당관을 신설해 현장 중심 재난 대응력과 인사 공정성을 확보한다.

 

시정 연속성 확보 및 협치 강화

시정의 연속성을 살려 기존 핵심 사업은 유연하게 이어간다. 기획관 내 '균형성장정책담당관'을 신설해 공공기관 2차 이전, 지방분권, 부산·경남 행정통합, 특별연합 등 장기 과제를 추진한다. 전국 최초로 신설됐던 '체육국'은 유지되어 생활·전문체육 정책을 지속하며, '15분도시' 정책은 도시공간계획실 내 '생활권공간계획과'로 계승·확대된다.

 

시민 소통 강화를 위해 시민생활국 내 시민주권협치과와 통합민원과를 함께 배치하여 시민 목소리가 정책에 즉각 반영되는 소통 창구를 일원화했다.

 

전재수 부산시장은 "해양수도 부산의 새 판을 짜고 민생 100일 비상조치를 끝까지 책임지며 AI로 부산 판을 바꾸는 조직으로 만들어 성과로 증명하겠다"며 "시의회와 머리를 맞대는 모범적 협치 모델을 부산에서부터 시작해 협치 문화를 지속 넓혀가겠다"고 강조했다.

Busan Metropolitan City has announced a major organizational restructuring aimed at fulfilling the governance philosophy of its 9th elected administration—“Immediate Public Livelihood, Certain Future”—by significantly boosting capacity in maritime, youth, public welfare, and economic sectors.

 

Busan City, led by Mayor Jeon Jae-soo, stated on July 22 that it has published a legislative notice for the "Amendment to the Ordinance on the Establishment of Administrative Bodies and Staffing Quota of Busan Metropolitan City." The notice will be open for 20 days until August 11. Following consultations with the Busan Metropolitan Council, the city plans to submit the bill to the council on August 14 for review and approval during its 339th session, with implementation targeted for September.

 

The reorganization plan aims to establish an execution-oriented administrative framework that rebalances duties between the First Vice Mayor for Administrative Affairs and the Vice Mayor for Economic Affairs while dismantling departmental silos to accelerate policy execution.

 

Four New Divisions Created for Maritime Capital, Youth, Welfare, and Economy

To deliver early tangible results for citizens, Busan is establishing four new key divisions: the Maritime Capital Strategy Office, the Population and Youth Policy Bureau, the Citizens' Life Bureau, and the Citizens' Economy Bureau.

 

The Maritime Capital Strategy Office has been newly created with upgraded organizational rank. Under its purview, the newly established Arctic Route Division will lead comprehensive planning, collaboration with the Ministry of Oceans and Fisheries, and test-run support to secure an early advantage in the Arctic shipping era. Simultaneously, the newly formed Maritime Capital Sales Division will handle 1:1 diplomacy with international maritime cities, build investment networks, and attract international maritime events.

 

The Population and Youth Policy Bureau integrates youth and population functions previously dispersed across departments such as the Bureau of Youth and Academia. Housing the Youth Policy Division, Population Policy Division, and the newly established Youth Business Division, it establishes a virtuous cycle connecting housing, jobs, and settlement. The Youth Business Division will partner with local universities and relocated corporations to expand quality jobs and encourage youth to remain in the city.

 

The Citizens' Life Bureau—comprising the newly formed Citizen Sovereignty & Cooperation Division, the Integrated Public Grievance Division, the Special Judicial Police Division, and the Animal Welfare Policy Division—will provide integrated administrative services. The Citizen Sovereignty & Cooperation Division will serve as a control tower for proactive conflict management and two-way communication. The Special Judicial Police Division will expand its enforcement scope to illegal private finance and real estate fraud by incorporating loan business investigation powers, providing structural support for the "100-Day Emergency Measures for Public Livelihood."

 

The Citizens' Economy Bureau—consisting of the Small Business Support Division, the newly established Social Solidarity Economy Division, and the Labor Policy Division—will oversee economic recovery. It aims to support micro-businesses and commercial districts while strengthening the safety net ahead of the enforcement of the Framework Act on Social Solidarity Economy in April 2026 and the transfer of labor inspection authority.

 

Streamlining Command Structure and Departmental Functions

The city’s command structure has been streamlined into two distinct axes under the mayor to enhance consistency across municipal administration.

 

Under the First Vice Mayor for Administrative Affairs, functions related to daily public welfare are consolidated. This includes the Planning and Coordination Office, Planning Officer, Finance Officer, Citizen Safety Bureau, Population and Youth Policy Bureau, Social Welfare Bureau, Public Health Bureau, Women and Family Bureau, Culture Bureau, Sports Bureau, Administrative Affairs Bureau, Citizens' Life Bureau, Urban Space Planning Office, Infrastructure Bureau, Housing and Architecture Bureau, Transportation Bureau, and the Busan-Ulsan-Gyeongnam Mega-City Alliance Executive Headquarters.

 

Under the Vice Mayor for Economic Affairs, future industry strategies are centralized. This includes the Economic Policy Office, AI Industry Innovation Bureau, Citizens' Economy Bureau, Tourism & Content Industry Bureau, Maritime Capital Strategy Office, New Airport Bureau, Climate, Environment & Energy Bureau, Water Policy Bureau, Green City Bureau, and the Financial & Startup Policy Officer.

 

To eliminate redundant operations, the city merged the Future Space Strategy Bureau and the Urban Planning Bureau into the 'Urban Space Planning Office' to unify space management policies. The Advanced Industry Bureau and the Future Technology Strategy Bureau have been combined into the 'AI Industry Innovation Bureau.' The newly formed AI New Industry Division will build an AI transformation platform in Western Busan, while integrating the Design Industry Innovation Division to transform local manufacturing sectors—such as footwear, fashion, and textiles—into high-value AI-driven industries.

 

Additionally, the Tourism and MICE Bureau has been reorganized into the 'Tourism & Content Industry Bureau,' adding the Global Content & Tourism Division to shift toward high-value stayover tourism. The Fire and Disaster Headquarters adjusted its Rescue and Emergency Medical Services Division to resolve emergency room transfer delays, while establishing a new Personnel Division to ensure expertise and fairness.

 

Ensuring Continuity and Strengthening Citizen Cooperation

Busan will maintain continuity for core long-term projects. A new Balanced Growth Policy Division within the Planning Officer will drive major long-term agendas, including the second phase of public institution relocation, local decentralization, and the Busan-Gyeongnam administrative integration.

 

The Sports Bureau—the first of its kind in the nation—will be retained to support community and professional sports. The "15-Minute City" initiative will be expanded under the Living Zone Space Planning Division within the Urban Space Planning Office.

 

To reinforce transparent governance, the Citizen Sovereignty & Cooperation Division and the Integrated Public Grievance Division are co-located within the Citizens' Life Bureau to reflect public feedback directly into policies in real time.

 

"We will create an organization that reshapes Busan into a true maritime capital, takes responsibility for the 100-Day Emergency Measures for Public Livelihood, and transforms the city through AI," said Mayor Jeon Jae-soo. "We will establish an exemplary model of cooperation with the city council to deliver tangible results for our citizens."
