[브레이크뉴스=배종태 기자] 부산시가 장기화한 경기침체로 어려움을 겪는 소상공인과 중소기업의 경제적 부담을 덜어주기 위해 공유재산 임대료 감면 조치를 연장 추진한다.
부산시는 시 소유 공유재산 임대료를 기존 요율의 50% 범위에서 최대 2천만 원까지 감면하는 지원책을 올해(2026년) 말까지 이어가기로 공유재산심의회 의결을 통해 확정했다. 이번 조치는 행정안전부 관련 고시 개정에 따른 것으로, 시유재산을 임차한 약 2천8백 건에 대해 총 70억 원 규모의 지원 효과가 발생할 것으로 예상된다.
중소기업·소상공인 대상… 최저요율·유흥업종 등은 제외 지원 대상은 「중소기업기본법」 및 「소상공인기본법」에 따른 중소기업과 소상공인으로, 공유재산을 해당 업종에 직접 사용하는 경우에만 적용된다.
단, 일반유흥주점업 등 일부 업종이나 이미 최저요율(1%)을 적용받는 대상자는 제외된다. 무단 점유자의 경우 변상금을 지불하고 올해 안에 대부계약을 체결하면 계약 기간만큼 동일한 혜택을 받을 수 있다.
납부기한 연장 및 연체료 경감 혜택 병행 적용 대상은 2026년 납부분과 2025년 미신청분이며, 이미 납부한 임대료는 감면액을 환급하고 신규 계약은 감면된 금액으로 부과한다.
임대료 감면과 함께 납부 기한을 최대 1년까지 연장하고 연체료도 50% 경감해 자금 난을 겪는 임대 대상자의 부담을 대폭 낮춘다. 신청은 오는 11월 30일까지 각 임대 주관부서로 접수하면 되며, 소상공인 및 중소기업 확인서 등을 제출하면 12월까지 환급 및 감액 처리가 완료된다.
민생경제 회복 위한 지속적 지원 약속 전재수 부산시장은 이번 조치가 매출 감소와 폐업 위험에 처한 지역 소상공인들에게 실질적인 버팀목이 되기를 바란다고 밝혔다.
전 시장은 “장기화한 경기침체로 어려움을 겪는 소상공인과 중소기업에 이번 감면 조치가 작은 도움이 되길 바란다”라며 “앞으로도 민생경제 회복을 위한 실효성 있는 지원책을 지속해서 마련해 나가겠다”라고 강조했다.

The city of Busan will extend its rental fee reduction program for city-owned public properties to ease the financial burden on small business owners and small-to-medium enterprises (SMEs) struggling with a prolonged economic downturn.
Busan City confirmed through a decision by the Public Property Review Committee that it will continue providing up to a 50% reduction on public property rental fees—capped at a maximum of 20 million KRW—through the end of this year (2026). This measure follows the revision of related notifications by the Ministry of the Interior and Safety and is expected to provide approximately 7 billion KRW in total relief across roughly 2,800 rental contracts for city-owned properties.
Targeting SMEs and Small Business Owners; Entertainment Venues and Minimum Rate Beneficiaries Excluded
Eligible beneficiaries include SMEs and small business owners under the Small and Medium Enterprises Basic Act and the Small Business Act, provided they directly use the public property for their respective business operations.
However, certain sectors such as general entertainment bars, as well as those already receiving the minimum rental rate (1%), are excluded from the program. Unlawful occupants who pay indemnities can also receive benefits for their contract period if they clear their outstanding fees and enter into a lease agreement within this year.
Extension of Payment Deadlines and 50% Cut in Late Fees The relief applies to payments due in 2026 and unapplied portions from 2025. Previously paid rents will be refunded by the reduced amount, while new contracts will be billed at the discounted rate.
Along with the rental fee discount, the city will extend payment deadlines by up to one year and reduce late payment fees by 50% to significantly ease liquidity pressures for tenants. Applications will be accepted through each responsible leasing department until November 30. Refunds and fee reductions will be finalized by December upon submitting an application along with a Small Business or SME Certificate.
Commitment to Sustained Support for Local Economic Recovery Busan Mayor Jeon Jae-soo expressed his hope that this measure will serve as a practical lifeline for local small business owners facing declining sales and the risk of business closure.
"I hope this rental reduction measure offers tangible help to small business owners and SMEs suffering from the prolonged economic slump," Mayor Jeon stated.
