부산시의회 김재운 의원(해양도시안전위)은 시가 실질적인 재정투입보다 총 지원 규모만 부각하며 착시를 유도하고, 정작 소상공인 경영 실태에 대한 데이터와 실증 연구 없이 기존 정책을 반복하고 있다고 강도 높게 지적했다.
김재운 의원(국민의힘·부산진구3)은 제338회 임시회 제3차 본회의 자유발언에서 부산시의 '민생 100일 비상조치'를 "착시는 있지만 실증은 없는 정책"이라고 비판하며 전면적인 정책 전환을 촉구했다.
김 의원은 부산시가 시장 1호 결재사항으로 발표한 민생 비상조치를 1조3800억 원 규모의 대책으로 홍보하고 있지만, 실제 내용은 전체의 대부분인 1조2000억 원이 소상공인이 금융기관에서 빌려 상환해야 하는 대출 원금이라고 지적했다. 부산시가 실제로 투입하는 예산은 2차보전 등에 사용되는 약 100억 원 수준에 불과한데도, 시는 실제 재정투입이 아닌 총 지원 규모만 강조하며 정책 효과를 과장하고 있다고 주장했다.
김 의원은 "대출은 연명치료일 뿐 근본 처방이 될 수 없다"며 소상공인을 추가 대출로 내모는 방식은 부채 부담만 키울 뿐"이라며 "부산시가 소상공인의 매출과 비용, 부채, 대출 규모 등 경영·재무 현황에 대한 기초 데이터조차 확보하지 못한 상태에서 정책을 추진하고 있다며, 실체를 모른 채 처방부터 내리는 정책"이라고 꼬집었다.
부산시가 대표적인 소비 활성화 정책으로 내세우는 지역화폐 '동백전'에 대해서도 한계를 분명히 했다.
김 의원은 "캐시백 확대에 따른 동백전 이용 증가는 결제수단이 바뀌는 효과일 뿐 전체 소비나 매출 증가로 이어지는 것은 아니다"라며 "소비를 앞당겨 사용하는 효과까지 감안하면 실제 경기 활성화 효과는 더욱 제한적"이라고 지적했다.
특히 현재 전체 카드 매출에서 동백전이 차지하는 비중이 약 5% 수준에 불과한 만큼 캐시백 확대만으로는 매출 증대 효과를 기대하기 어렵고, QR결제 확대에 따른 수수료 절감 효과 역시 미미하다고 분석했다.
김 의원은 소비 위축의 원인이 고용과 소득의 구조적 불안정, 자산시장 쏠림에 따른 가처분소득 감소, 임금과 물가의 불균형, 소비 트렌드 변화 등 복합적인 요인에 있는데도 부산시는 이에 대한 심층 분석 없이 동백전 중심 정책만 반복하고 있다고 지적했다.
이어 "민생 문제처럼 시급한 정책일수록 실체와 실증에 기반한 연구와 조사가 선행돼야 하지만, 이번 비상조치에서는 이러한 과정이 전혀 보이지 않았다"면서 "과거 정책을 그대로 답습하면서도 새로운 시정 성과인 것처럼 홍보하는 것은 모순이자 시민을 기만하는 행위다"라고 목소리를 높였다.
김 의원은 공공요금 동결 정책 역시 실제 비용 절감 효과가 제한적이고 장기간 유지 가능성도 낮으며, 물류·배달업 지원사업도 이익 공유 구조를 만들기 어려워 실효성이 크지 않다고 평가했다.
김 의원은 부산시가 앞으로 소상공인의 경영과 재무에 대한 실태 데이터를 체계적으로 구축하고, 대출 확대가 아닌 부채 정상화와 연착륙을 위한 정책을 마련해야 한다고 강조했다.
아울러 고정비 절감과 영업이익 증대 방안을 적극 발굴하고, 소비자 행동과 소비시장 변화에 대한 심층 연구를 통해 소상공인의 '은행 문턱'과 소비자의 '가게 문턱'을 함께 낮추는 실효성 있는 민생정책을 마련해야 한다고 촉구했다.

Criticism has been raised that Busan City's "100-Day Livelihood Emergency Measure," which the city touted as a 1.38 trillion won package, is actually an "inflation of scale" since it largely consists of loan principal that small business owners must repay.
Busan Metropolitan City Councilman Kim Jae-woon (Maritime City and Safety Committee) strongly pointed out that the city is inducing optical illusions by highlighting the total support scale rather than actual financial injections, while repeatedly deploying existing policies without empirical research or data on the actual management conditions of small businesses.
During a free-floor speech at the 3rd plenary session of the 338th extraordinary session, Councilman Kim (People Power Party, Busanjin District 3) criticized the city's "100-Day Livelihood Emergency Measure" as "a policy with optical illusions but no empirical evidence," urging a complete policy overhaul.
Councilman Kim pointed out that although Busan City has been promoting the livelihood emergency measure—announced as the mayor's very first official approval item—as a 1.38 trillion won initiative, the reality is that 1.2 trillion won, the vast majority of the total, consists of loan principal that small business owners must borrow from financial institutions and repay. He asserted that even though the budget actually injected by the city is only around 10 billion won used for secondary subsidization and other measures, the city is exaggerating the policy's impact by emphasizing the total support scale rather than actual fiscal inputs.
"Loans are merely life support and cannot serve as a fundamental cure," Kim criticized, adding that pushing small business owners toward additional loans only burdens them further with debt. "The city is pushing ahead with policies without even securing basic data on management and financial statuses, such as small business sales, costs, liabilities, and loan sizes—prescribing treatments without knowing the reality," he rebuked.
He also drew a clear line regarding the local currency "Dongbaekjeon," which Busan City puts forward as its representative consumption-stimulation policy.
"The increase in Dongbaekjeon usage driven by expanded cashback is merely an effect of changing payment methods and does not lead to an overall increase in consumption or sales," Kim pointed out. "When factoring in the effect of pulling forward future consumption, the actual economic stimulus effect is even more limited."
In particular, he analyzed that since Dongbaekjeon currently accounts for only about 5% of total card sales, expecting a significant sales-boosting effect solely from expanded cashback is difficult, and fee-reduction effects resulting from expanded QR code payments are also negligible.
Kim pointed out that although the contraction in consumption stems from complex factors such as structural instability in employment and income, shrinking disposable income due to asset market concentration, wage-price imbalances, and shifting consumption trends, Busan City continues to repeat policies centered solely on Dongbaekjeon without any in-depth analysis of these issues.
He went on to raise his voice, stating, "Policies as urgent as livelihood issues should be preceded by research and investigations based on reality and empirical evidence, yet this emergency process showed none of that. Replicating past policies as they are while promoting them as a new administrative achievement is both a contradiction and an act of deceiving citizens."
Furthermore, Kim evaluated that public utility fee-freezes also have limited actual cost-cutting effects and low long-term sustainability, while logistics and delivery support projects lack practical effectiveness because creating profit-sharing structures is difficult.
Kim emphasized that Busan City must systematically build actual management and financial data for small businesses and devise policies geared toward debt normalization and soft landings rather than loan expansions.
