[브레이크뉴스=배종태 기자] 자연환경과 문화예술이 조화를 이루는 이기대예술공원 조성과 퐁피두센터 부산 건립을 부산의 미래 문화관광 성장축으로 조속 추진해야 한다는 주장이 제기됐다.

부산광역시의회 복지환경위원회 박미순 의원(남구4·국민의힘)은 28일 열린 제338회 임시회 제3차 본회의 5분 자유발언에서 “부산은 외국인 관광객 증가와 함께 국제관광도시로 성장하고 있지만 재방문을 유도할 새로운 관광 콘텐츠가 절실하다”며 “이제는 자연경관 중심의 관광을 넘어 문화와 예술을 함께 소비하는 관광으로 전환해야 할 시점”이라고 강조했다.

박 의원은 해운대와 광안리 등 기존 관광자원만으로는 반복 방문을 이끌어내는 데 한계가 있다며, 부산의 대표 자연자원인 이기대에 세계적인 문화 콘텐츠를 접목할 경우 새로운 문화관광 명소로 자리매김할 수 있다고 주장했다.

이어 퐁피두센터 부산은 단순한 미술관 건립사업이 아니라 부산의 문화 브랜드 가치를 높이고 고부가가치 관광객을 유치할 세계적 문화앵커시설이라고 설명했다.

경제적 효과도 제시했다. 박 의원은 세계적인 미술관 건립 타당성 용역 결과를 인용해 퐁피두센터 부산이 연간 46만 명의 관람객을 유치하고 4,417억 원의 경제적 파급효과와 5,864명의 고용유발효과를 창출할 것으로 기대된다고 밝혔다. 또한 청년 일자리 창출과 문화·예술·전시산업 활성화 등 장기적인 지역경제 효과도 클 것으로 전망했다.

국내 성공 사례로는 강원도 원주시의 뮤지엄 SAN을 언급했다. 박 의원은 “세계적인 문화시설 하나가 도시 브랜드를 변화시키고 지역경제를 활성화한 사례는 이미 입증됐다”며 “이기대 역시 개발의 대상이 아니라 자연과 예술이 공존하는 세계적인 문화공간으로 조성해야 한다”고 목소리를 높였다.

또 “2005년 첫 구상 이후 21년, 2022년 기본합의 이후에도 4년이 지났지만 사업은 사실상 답보 상태”라며 “부산을 찾는 관광객은 계속 증가하고 있는 만큼 더 이상 행정력 낭비와 사업 지연을 반복해서는 안 된다”고 지적했다.

박 의원은 “이기대예술공원 조성과 퐁피두센터 부산 건립은 부산의 미래를 위한 핵심 전략사업”이라며 “행정의 연속성을 바탕으로 흔들림 없이 신속하고 책임 있게 추진해 세계적인 문화예술도시 부산을 완성해야 한다”고 거듭 촉구했다.

A call has been made to accelerate the development of **Igidae Arts Park and Centre Pompidou Busan, positioning the projects as key drivers of Busan’s future cultural tourism by harmonizing the city’s natural landscape with world-class arts and culture.

Speaking during a five-minute free speech at the third plenary session of the 338th extraordinary session of the Busan Metropolitan Council on July 28, Park Mi-soon, a member of the Council’s Welfare and Environment Committee (Nam-gu 4, People Power Party), said that while Busan has continued to attract more international visitors and strengthen its status as a global tourism city, it urgently needs new attractions that encourage tourists to return.

“Busan must move beyond tourism centered solely on its natural scenery and develop experiences where visitors can enjoy culture and the arts alongside its beautiful landscapes,” Park said.

She argued that existing attractions such as Haeundae and Gwangalli beaches alone have limitations in encouraging repeat visits. Integrating globally recognized cultural content into Igidae, one of Busan’s most valuable natural assets, would create a new landmark cultural destination for the city, she said.

Park also stressed that Centre Pompidou Busan is far more than a museum construction project. She described it as a world-class cultural anchor that would enhance Busan’s global cultural brand and attract high-value international visitors.

Highlighting its projected economic impact, Park cited a feasibility study indicating that Centre Pompidou Busan is expected to attract approximately 460,000 visitors annually, generate an economic impact of KRW 441.7 billion (about US$320 million), and create around 5,864 jobs. She added that the project would also contribute to youth employment and foster long-term growth in the cultural, arts, and exhibition industries.

As a successful domestic example, Park pointed to Museum SAN in Wonju, Gangwon Province. “It has already been proven that a world-class cultural institution can transform a city's brand and revitalize its local economy,” she said. “Igidae should not be viewed as an area for development, but as a world-class cultural space where nature and art coexist.”

She also expressed concern over the prolonged delays, noting that more than two decades have passed since the project was first proposed in 2005, and four years have elapsed since the basic agreement was reached in 2022, yet little tangible progress has been made.

“With the number of visitors to Busan continuing to grow, we can no longer afford administrative delays or repeated setbacks,” she said.

Park concluded by emphasizing that the Igidae Arts Park and Centre Pompidou Busan projects are strategic investments in the city's future.

“Based on administrative continuity, these projects must be carried forward swiftly, consistently, and responsibly so that Busan can establish itself as a world-class city of culture and the arts,” she said.
