[브레이크뉴스=배종태 기자] 부산시의회 성현달 의원이 산업은행 부산 이전과 글로벌허브도시 특별법, 국가 반도체 메가프로젝트 등 정부 핵심 국가전략에서 부산이 잇따라 배제되고 있다며 전재수 부산시장의 적극적인 대응과 정치력 발휘를 촉구했다.

 

특히 올해 하반기 예정된 제2차 공공기관 이전을 산업은행 부산 이전의 결정적 기회로 삼아 부산시가 모든 행정력을 집중해야 한다고 강조했다.

 

성현달 의원(남구3·국민의힘)은 28일 열린 제338회 임시회 제3차 본회의 5분 자유발언에서 "정부 핵심 국가전략에서 부산이 연이어 소외되고 있다"며 "정부를 바라보는 시정이 아니라 정부를 움직이는 시정이 필요하다"고 주장했다.

 

성 의원은 "부산은 한때 대한민국 수출의 30%를 책임지며 국가 경제를 이끌었던 산업도시였지만, 1979년부터 17년간 이어진 대도시 성장억제 정책으로 공장 신·증설이 제한되고 산업단지 조성이 금지되면서 산업구조를 고도화하고 디지털 경제로 전환할 도시 성장의 골든타임을 놓쳤다"고 지적했다.

 

이어 "지금도 부산은 국가정책에서 또다시 뒤로 밀리고 있다"며 "산업은행 부산 이전은 멈춰 서 있고, 글로벌허브도시 특별법은 국회에 계류 중이며, 국가 3대 메가프로젝트의 핵심 생산거점에서도 부산은 사실상 배제됐다"고 비판했다.

 

그러면서 "이제 부산은 해양·물류·금융·관광산업을 중심으로 자생적인 성장 기반을 갖추도록 지원받아야 하며, 국가균형발전 정책을 통해 수도권과 지역이 함께 성장하는 전략이 추진돼야 한다"고 강조했다.

 

성 의원은 "산업은행 부산 이전은 단순한 공공기관 이전이 아니라 동남권 산업 경쟁력을 높이는 국가 산업전략"이라며 "부울경에는 생산유발효과 약 2조4천억 원, 부가가치유발효과 약 1조5천억 원, 취업유발효과 약 3만6,800명이 기대된다"고 강조했다. 이어 "이전 공공기관의 지역인재 30% 이상 의무채용을 통해 부산 청년들에게 양질의 일자리를 제공하고 지역대학 경쟁력도 높일 수 있을 것"이라고 주장했다.

 

또 "글로벌허브도시 특별법은 부산항과 가덕신공항을 중심으로 물류·금융·해양산업을 연계해 부산을 대한민국의 새로운 성장거점으로 육성하기 위한 국가균형발전 전략"이라며 법안 제정의 필요성을 거듭 강조했다.

 

반도체 메가프로젝트와 관련해서도 그는 "정치적 고려가 아니라 산업 경쟁력과 국가적 효율성을 기준으로 추진돼야 한다"며 "부산은 풍부한 전력 공급 기반과 세계적인 항만, 동남권 제조업 생태계, 우수한 인재를 모두 갖춘 최적의 산업 기반을 보유하고 있다"고 강조했다.

 

특히 "부산이 요구하는 것은 지역 특혜가 아니라 대한민국의 미래 경쟁력을 높이기 위한 국가전략"이라며 "현 정부는 부산이 국가 성장전략의 한 축이 될 기회를 외면하고 있다"고 비판했다.

 

성 의원은 "산업은행 부산 이전과 글로벌허브도시 특별법 제정, 국가 반도체 메가프로젝트에서 부산의 역할을 확보하기 위해서는 정부만 바라보는 시정이 아니라 정부를 움직이는 시정이 필요하며, 이는 부산시장이 반드시 수행해야 할 중요한 책무"라고 주장했다.

 

아울러 "사직야구장 재건축과 제2차 공공기관 이전, 퐁피두 미술관 유치 모두 부산 시민과의 정책적 약속"이라며 "특히 올 하반기 발표될 제2차 공공기관 이전은 산업은행 부산 이전을 실현할 중요한 기회인 만큼 반드시 성과를 만들어내야 한다"고 강조했다.

 

성 의원은  "부산시와 부산 시민만을 위한 정책이라면 시의회는 적극 협조하겠다"면서도 "정책에 대한 약속을 이행하지 않고 일방적으로 시정을 운영한다면 시의회 역시 시민의 뜻에 따라 강력하게 견제하겠다"고 밝혔다.

Busan Metropolitan City Councilman Sung Hyun-dal urged Busan Mayor Jeon Jae-soo to take proactive measures and exercise strong political leadership, pointing out that Busan has been repeatedly excluded from key government national strategies, including the relocation of the Korea Development Bank (KDB) to Busan, the Global Hub City Special Act, and the national semiconductor mega-project. In particular, he emphasized that the city must concentrate all administrative capabilities to leverage the second round of public institution relocations scheduled for the second half of this year as a decisive opportunity to relocate KDB.

 

During the 5-minute free speech session at the 3rd plenary meeting of the 338th extraordinary session held on the 28th, Councilman Sung (Nam-gu 3, People Power Party) stated, "Busan is continuously being marginalized in key government national strategies," and argued, "We need a city administration that moves the government, rather than one that merely waits for it."

 

Sung pointed out, "Busan was once an industrial city that led the national economy, accounting for 30% of South Korea's exports. However, the metropolitan growth restriction policy that continued for 17 years starting in 1979 limited the establishment and expansion of factories and banned the creation of industrial complexes, causing Busan to miss the golden time for urban growth to upgrade its industrial structure and transition into a digital economy."

 

He criticized, "Even now, Busan is falling behind again in national policies. The relocation of KDB has stalled, the Global Hub City Special Act remains pending in the National Assembly, and Busan has effectively been excluded from the core production bases of the three major national mega-projects."

 

He further emphasized, "Busan must now be supported to establish a self-sustaining growth foundation centered on the maritime, logistics, finance, and tourism industries, and a strategy for the capital region and local areas to grow together through balanced national development policies must be pursued."

 

"The relocation of KDB to Busan is not just a transfer of a public institution, but a national industrial strategy to enhance the industrial competitiveness of the southeast region," Sung stressed. He added, "It is expected to generate approximately 2.4 trillion won in production inducement effects, 1.5 trillion won in added-value inducement effects, and about 36,800 employment inducement effects in the Busan-Ulsan-Gyeongnam area." He also argued, "Through the mandatory hiring of at least 30% of local talent by relocated public institutions, we can provide quality jobs for Busan's youth and boost the competitiveness of local universities."

 

He also reiterated the necessity of enacting the Global Hub City Special Act, stating, "It is a balanced national development strategy designed to foster Busan as a new growth hub for South Korea by linking logistics, finance, and maritime industries centered around the Busan Port and Gadeokdo New Airport."

 

Regarding the semiconductor mega-project, he emphasized, "It should be promoted based on industrial competitiveness and national efficiency, rather than political considerations," adding, "Busan possesses optimal industrial foundations, including a rich power supply base, a world-class port, the southeastern manufacturing ecosystem, and outstanding talent."

 

In particular, he criticized, "What Busan is demanding is not regional preferential treatment, but a national strategy to enhance South Korea's future competitiveness," adding, "The current administration is turning a blind eye to Busan's opportunity to become a pillar of the national growth strategy."

 

Sung argued, "To secure Busan's role in the relocation of KDB, the enactment of the Global Hub City Special Act, and the national semiconductor mega-project, we need a city administration that moves the government rather than just watching it, and this is an essential duty that the Busan mayor must fulfill."

 

In addition, he emphasized, "The reconstruction of Sajik Baseball Stadium, the second round of public institution relocations, and the attraction of the Centre Pompidou Busan are all policy commitments made to Busan citizens," adding, "Especially since the second round of public institution relocations to be announced in the second half of this year is a crucial opportunity to realize the relocation of KDB to Busan, we must achieve tangible results."

 

Sung stated, "The City Council will actively cooperate on any policies solely for Busan City and its citizens," while warning, "However, if the administration fails to fulfill its policy commitments and operates unilaterally, the City Council will also strongly keep it in check in accordance with the will of the citizens."
