[브레이크뉴스=종태 기자] 부산시의회 해양도시안전위원회 이열 의원(국민의힘, 연제구2)은 28일 열린 제338회 임시회 제4차 본회의 5분자유발언을 통해 부산시가 추진 중인 사직야구장 재건축 사업의 ‘조정 검토’를 즉각 중단하고 당초 계획대로 정상 추진할 것을 촉구했다.

이날 이 의원은 "정치와 시장은 바뀔 수 있지만 행정의 약속과 시민의 삶까지 흔들어서는 안 된다"며 "총사업비 2,924억 원 규모로 국비 299억 원, 시비 1,808억 원, 롯데 구단의 민간투자금 817억 원 등 재원 분담까지 확정되어 올해 상반기까지 정상 추진되던 사업을 새 시정이 출범했다는 이유로 멈춰 세우는 것은 부산시민과의 약속을 뒤집고 부산시 행정에 대한 신뢰를 무너뜨리는 일"이라고 강도 높게 비판했다.

이어 부산시가 사업 중단이 아닌 ‘조정 검토’라고 설명하는 것에 대해 "‘조정 검토’라는 표현으로 사업의 실질적인 중단과 지연을 감추는 것은 책임을 회피하기 위한 말장난이자 시민과의 약속을 파기하는 무책임한 행정"이라고 질타했다. 또한 임시구장 설계공모에 참여한 업체들이 투입한 인력과 비용, 기회비용을 언급하며 "업체들이 입게 될 손실과 기회비용은 누가 책임질 것인지 부산시는 분명히 답해야 한다"고 지적했다.

아울러 "부산시가 ‘조정 검토’라는 이유로 시간을 끌다가 국비를 반납하거나 민간투자가 무산될 경우 중앙정부와 민간기업이 앞으로 부산시를 신뢰할 수 있겠느냐"며 국비 반납과 민간투자 무산 가능성에 대해서도 강한 우려를 표명했다.

북항 돔구장 구상에 대해서는 "언론에서 북항 돔구장 사업비가 3조 원 이상에 이를 수 있다는 전망이 나오고 있지만 이는 부산시가 타당성조사를 통해 확정한 공식 사업비가 아니다"며 "어느 하나 명확하게 확정되지 않은 북항 돔구장을 추진한다는 이유로 이미 검증된 사직야구장 재건축을 희생양으로 삼아서는 안 된다"고 강조했다.

지역상권에 미치는 영향과 관련해서는 "2025년 사직야구장 홈 관중은 150만 7,704명이며, 홈경기가 열리는 날 인근 외식업 카드매출은 원정경기 기간보다 19% 증가한 것으로 나타났다"며 "이 숫자는 단순한 통계가 아니라 누군가에게는 하루 매출이고, 누군가에게는 종업원의 월급이며, 누군가에게는 가족의 생계를 지키는 마지막 버팀목"이라고 설명했다. 그러면서 "상인들에게 막연히 대체업종을 찾아보겠다고 말하기 전에 지역상권에 미칠 영향을 객관적인 데이터로 분석하고 책임 있는 대책을 제시해야 한다"고 요구했다.

이날 이 의원은 부산시에 ▲사직야구장 재건축 사업을 당초 계획과 일정에 따라 정상적으로 추진할 것 ▲사업 지연이 동래구와 연제구 일대의 매출·고용·유동인구 등 지역경제에 미치는 영향을 면밀히 조사하고 그 결과와 대책을 시민에게 투명하게 공개할 것을 강력히 촉구했다.

이 의원은 "이러한 요구가 지켜지지 않는다면 충분한 검증과 공론화 없이 추진되는 신규사업 예산에 동의할 수 없다"며 "행정은 새 시장의 이름을 새기는 기념비가 아니라 시민의 삶을 지키는 약속이어야 하고, 지역상인의 눈물 위에 새로운 치적을 쌓거나 부산 야구의 역사 위에 검증되지 않은 청사진을 덧칠해서는 안 된다"고 거듭 주장했다.

During the 4th plenary meeting of the 338th extraordinary session held on July 28, Busan Metropolitan City Councilman Lee Yeol (People Power Party, Nam-gu 2), serving on the Maritime City and Safety Committee, strongly urged Busan City to immediately halt the "adjustment review" of the Sajik Baseball Stadium reconstruction project and normalize it as originally planned.

Opening his 5-minute free speech under the theme "Busan City Ignores the 40-Year-Old Aspirations of Citizens and the Livelihoods of Local Merchants—Whose City Administration Is This?" Councilman Lee stated, "Politics and mayors can change, but administrative promises and the lives of citizens must not be shaken." He strongly criticized the move, pointing out that "stopping a project that has already entered a normal track—with financial allocations finalized, including 29.9 billion won in national funds, 180.8 billion won in city funds, and 81.7 billion won in private investment from the Lotte Giants—just because a new administration has taken office is an act that turns its back on promises to Busan citizens and shatters trust in Busan's administration."

Lee rebuked the city's explanation of calling the delay an "adjustment review" rather than a cancellation, criticizing it as "a play on words to evade responsibility and an irresponsible administrative act that breaks promises to citizens, masking the actual suspension and delay of the project." He also addressed the firms that participated in the temporary stadium design competition, noting that they invested professional manpower and costs while giving up opportunities for other projects. He demanded, "Busan City must clearly answer who will take responsibility for the losses and opportunity costs these companies will face."

Furthermore, expressing grave concern over the potential return of national funds and the collapse of private investments due to prolonged delays under the guise of an "adjustment review," Lee asked, "If Busan City drags its feet and ends up returning national funds or seeing the private investment fall through, will the central government and private companies be able to trust Busan City in the future?"

Regarding the proposal for a North Port Dome Stadium, Lee pointed out the lack of objective verification and official business plans. He stated, "Although media reports suggest the project cost for the North Port dome could exceed 3 trillion won, this is not an official project cost confirmed by Busan City through a feasibility study," emphasizing that "Busan City must not use an unverified North Port dome project as an excuse to sacrifice the already verified Sajik Baseball Stadium reconstruction."

Highlighting the economic impact on the local commercial district, Lee noted, "In 2025, home attendance at Sajik Baseball Stadium reached 1,507,704, with an average of 20,653 spectators per game. Statistics show that local restaurant card sales on home game days increased by 19% compared to away game periods." He stressed, "These numbers are not just statistics; for someone, it is daily revenue, an employee's monthly salary, or the last lifeline protecting a family's livelihood." He demanded, "Before telling merchants vaguely to find alternative businesses, the city must objectively analyze the impact on the local commercial district and present responsible countermeasures, while communicating sufficiently with residents, merchants, and baseball fans during the decision-making process."

During the session, Councilman Lee strongly urged Busan City to:▲Normalize the Sajik Baseball Stadium reconstruction project according to its original plan and schedule. ▲Thoroughly investigate the economic impacts of the project delay—such as sales, employment, and floating population—in Dongnae-gu and Yeonje-gu, and transparently disclose the results and countermeasures to the citizens.

Concluding his remarks, Lee warned, "If these demands are not met, I cannot agree to the budget for new projects promoted without sufficient verification and public debate." He added, "Administration should not be a monument engraving a new mayor's name, but a promise protecting the lives of citizens. We must not build new political achievements upon the tears of local merchants, nor paint over the history of Busan baseball with unverified blueprints."
