[브레이크뉴스=배종태 기자]  부산경찰청이 청각장애인과의 신뢰관계를 악용해 대포계좌를 수집·유통하고, 이를 이용해 대규모 양방도박을 벌인 일당 등 총 172명을 검거해 6명을 구속했다.

 

부산경찰청 광역범죄수사대는 해외에 서버를 둔 53억 원 규모의 불법 도박사이트 운영 일당과 상습도박자, 범죄에 이용할 계좌를 수집·유통한 청각장애인 통역사, 대포계좌로 3,200억 원대 베팅을 한 양방도박 조직 등을 적발했다고 밝혔다.

 

경찰에 따르면 도박사이트 운영진은 2024년 1월부터 5월까지 부산 남구의 한 오피스텔에 거점을 두고 해외 서버 기반의 53억 원대 불법 도박사이트를 개설·운영한 혐의를 받고 있다. 경찰은 핵심 운영자 2명을 구속하고, 최고 3억 2,000만 원을 베팅한 고액·상습 도박자 3명을 추가로 구속하는 등 관련자 총 55명을 검거했다.

 

수사 과정에서 도박사이트 입금 계좌 명의자 상당수가 청각장애인인 점을 포착한 경찰은 조직적 계좌 유통 정황을 확인하고 수사를 확대했다. 조사 결과 청각장애인 통역사 A씨는 홀덤펍에서 알게 된 양방도박 조직 관리자 B씨의 제의를 받고 의사소통이 어려운 청각장애인들에게 접근했다. A씨는 거래실적을 쌓아 신용도를 올려주겠다고 속여 계좌를 수집한 뒤 이를 불법 조직에 넘긴 혐의로 구속됐다.

 

경찰은 A씨를 비롯해 계좌 유통 가담자와 계좌를 양도한 청각장애인 87명 등 총 92명을 전자금융거래법 위반 혐의로 검거했다. 이어 해당 대포계좌를 이용해 동일 게임을 송출하는 복수의 도박사이트에서 상반된 결과에 동시 베팅하는 수법으로 3,200억 원을 베팅한 양방도박 조직 관리자 B씨와 C씨 등 일당 25명 전원을 검거해 조직을 와해시켰다.

 

부산경찰청 관계자는 청각장애인의 신뢰를 이용해 범죄에 끌어들인 악질적인 사건이라며 취약계층을 노리는 지하경제 유통망을 끝까지 추적해 엄정 대응하겠다고 강조했다. 이어 대가성 여부를 불문하고 본인 명의의 통장이나 계좌를 타인에게 양도·대여하는 행위는 전자금융거래법 위반으로 처벌받을 수 있다며 주의를 당부했다.

The Busan Metropolitan Police Agency apprehended 172 individuals involved in a massive 320 billion won illegal gambling and account distribution network that exploited hearing-impaired victims, detaining six key suspects.

 

The Busan Police Agency's Broad-Area Investigation Unit announced the arrest of an illegal gambling site operator ring running a 5.3 billion won overseas-based platform, habitual gamblers, a sign language interpreter who collected illegal bank accounts, and an arbitrage gambling organization that wagered 320 billion won through those accounts.

 

According to police, the gambling site operators set up an operational base in an apartment building in Nam-gu, Busan, from January to May 2024, running an illegal gambling platform hosted on overseas servers. Police arrested 55 individuals connected to the site, formally detaining two key operators and three habitual high-stakes gamblers, including one who wagered up to 320 million won.

Investigators expanded their inquiry after discovering that many account holders linked to the gambling site were hearing-impaired.

 

The investigation revealed that a sign language interpreter, referred to as A, leveraged personal trust to collect bank accounts from hearing-impaired individuals after being recruited by B, a manager of an arbitrage gambling ring met at a Hold'em pub. Interpreter A approached hearing-impaired victims under the false promise of boosting their credit scores through active transaction records, subsequently handing their bank accounts over to the illegal ring. Interpreter A was formally detained.

 

Police apprehended 92 individuals involved in the account network, including 87 hearing-impaired account holders, charging them with violating the Electronic Financial Transactions Act. Law enforcement also arrested all 25 members of the arbitrage gambling ring, including managers B and C, who wagered 320 billion won by simultaneously placing opposing bets across multiple sites sharing the same game stream to eliminate risk.

 

A Busan Police Agency official characterized the case as an egregious crime exploiting the trust of hearing-impaired citizens, stating that authorities will thoroughly track down underground financial networks targeting vulnerable groups. The official reminded the public that transferring or lending bank accounts to others, regardless of whether payment is received, is punishable under the Electronic Financial Transactions Act.
