박종철 부산광역시의원(기장군1, 국민의힘 원내대표)이 우성빈 기장군수가 제기한 행정 사업 관련 특혜 의혹을 명백한 정치 공세로 규정하며 근거 없는 음해에 대해 강력히 반박했다.

박 의원은 30일 오전 10시 부산광역시의회 브리핑룸에서 기자회견을 열고, 지난 22일 우 군수의 기자회견 발표에 대해 오직 군민 복지와 지역 발전을 위해 정상적인 행정 절차를 거쳐 추진되어 온 사업들을 부정부패와 특혜라는 자극적인 프레임으로 포장하고 있다며 깊은 유감을 표명했다.

이어 우 군수가 특혜 사업으로 몰아가고 있는 주요 사업들의 당위성과 정상적인 추진 경과를 구체적으로 설명했다. 박 의원에 따르면 '명례리 치유의 숲' 사업은 2019년 산폐장 건립을 막기 위한 장안읍 주민들의 강력한 요청으로 시작된 정당한 공공사업이다. 박 의원은  안전한 진출입로 개설과 사업비 확충 역시 이용객의 접근성 확보를 위해 반드시 필요했던 의무 행정 절차였다고 밝혔다.

또한 그는 "2,500여 명의 집단민원이 발생했던 '일광읍 화전리 도로 개설' 사업은 3km를 우회해야 하는 농민과 주민들의 불편을 해소하기 위해 추진된 건"이라며, "동부산농협이 도로 건설비 9억 원을 자체 부담해 지방재정 확충과 절감을 이끌어낸 민관 협력의 모범사례"라고 강조했다.

박 의원은 명확한 물증이나 사법적 판단도 없이 의심되거나 추측된다는 정황만으로 군정을 흔들고 정상적인 행정을 폄훼하는 행태를 즉시 중단해야 한다고 강력히 촉구했다.

그는 특정 토지주와의 유착이나 비위 사실은 전혀 제시하지 못하면서 단지 도로가 지나간다는 이유만으로 부정부패로 모는 것은 억측이자 음해이며, 주민 편익을 위한 농협과 3,400여 조합원의 진정성을 짓밟는 행위를 멈추고 정치적 음해에 대해 명확한 입장을 밝혀라고 목소리를 높였다.

박 의원은 근거 없는 부정부패 프레임으로 기장군민과 공직자들의 명예를 훼손하는 행위를 중단해야 한다고 지적하며, 기장군의 발전과 군민의 이익을 위해 사실에 기초한 책임 있는 군정을 펼쳐줄 것을 촉구했다.

Busan City Councilman Park Jong-chul on Thursday strongly rejected allegations of preferential administrative favors raised by Gijang County Governor Woo Seong-bin, labeling the accusations a baseless political attack aimed at undermining legitimate public projects.

During a press conference held at the Busan City Council briefing room at 10 a.m., Representative Park expressed deep regret over Governor Woo's July 22 statement. He accused the governor of framing standard administrative procedures—undertaken solely for community welfare and regional development—as corruption and political favoritism.

Park, who serves as the floor leader for the ruling People Power Party in the council, provided detailed explanations regarding the necessity and lawful progress of two key contested projects: the "Myeongrye-ri Healing Forest" and the "Ilgwang-eup Hwajeon-ri Road Construction."

According to Park, the Healing Forest project in Myeongrye-ri originated in 2019 as a legitimate public initiative launched at the urgent request of local Jangan-eup residents to prevent the construction of an industrial waste landfill. He noted that expanding the budget and constructing a safe entry road were mandatory administrative steps to ensure visitor safety and accessibility.

Regarding the Hwajeon-ri road construction in Ilgwang-eup—which addressed collective petitions from more than 2,500 residents previously forced to take a 3-kilometer detour—Park highlighted it as an exemplary model of public-private partnership. The Dongbusan Agricultural Cooperative self-funded 900 million won for the road construction, saving local tax dollars while delivering crucial public utility.

Park criticized the governor for casting doubts without physical evidence or judicial rulings, stating that shaking municipal governance based on mere speculation must cease immediately. He stressed that alleging corruption simply because a road passes through certain properties, without presenting any proof of collusion or misconduct, disregards the integrity of the agricultural coop and its 3,400 members.

In closing, Park called on Governor Woo to stop defaming Gijang residents and municipal civil servants with unfounded frames of corruption, urging him to govern responsibly based on objective facts for the advancement of Gijang County.
