[브레이크뉴스=배종태 기자] 국민의힘 이성권 의원(부산 사하구갑)이 지역 인구감소 위기에 대응해 국가의 책임을 강화하고 정책 지원의 연속성을 보장하는 '인구감소지역 지원2법'을 대표 발의했다.

이번 법안은 단기간에 극복하기 어려운 인구감소 문제의 특성을 고려해 지정 해제 후에도 지원을 지속하고, 정부의 법적 책무를 명확히 하기 위해 마련됐다.

현재 인구감소지역은 2021년 행정안전부 고시로 89곳이 처음 지정됐으며, 5년 지정 주기에 따라 올해 재지정과 해제, 신규 지정 등 변경을 앞두고 있다. 지정 지역은 보육, 교육, 의료 기반 확충과 산업단지 지원 등 다양한 특례를 제공받고 있으나, 지정 해제 시 지원에 대한 규정은 부재한 상태다.

이 의원이 대표 발의한 '인구감소지역 지원 특별법 개정안'은 인구감소지역에서 해제되더라도 각종 혜택의 지원 기간을 5년 이내 범위에서 연장할 수 있도록 했다. 인구 문제 대응에 장기적 대책이 필수적인 만큼, 지원 중단으로 인한 충격을 완화하고 대응의 연속성을 확보하겠다는 취지다.

함께 발의된 '지방자치분권 및 균형성장에 관한 특별법 개정안'은 시행령과 행정규칙 등 하위법령으로 규정되어 있던 인구감소지역 지정 요건과 5년 주기를 상위 법률에 직접 명시하도록 했다. 이를 통해 인구감소 대응을 국가적 차원의 과제로 명확히 하고 정부의 정책적 의무와 책임을 강화했다.

이성권 의원은 인구감소 문제가 특정 지역만의 노력으로는 극복하기 어려운 국가적 과제가 됐다며, 정부의 지속적인 지원과 책임 강화가 반드시 이루어져야 한다고 강조했다.

Rep. Lee Sung-kwon of the People Power Party (Busan Saha-gap) has proposed two bills aimed at supporting depopulated regions to strengthen state responsibility and ensure the continuity of policy support in response to the regional depopulation crisis.

The proposed legislation was introduced to ensure continuous support even after a region's designation is lifted, recognizing that the depopulation crisis cannot be resolved in a short period, and to clarify the government's legal obligations.

Currently, 89 locations were first designated as depopulated regions through a Ministry of the Interior and Safety notification in 2021. Under the five-year designation cycle, these areas face potential re-designation, removal, or new designation this year. While designated areas receive various special benefits—such as the expansion of childcare, education, and medical infrastructure, as well as support for industrial complexes—there are currently no provisions governing support once a designation is lifted.

The proposed amendment to the Special Act on Support for Depopulated Regions, introduced by Rep. Lee, allows for the extension of various benefits for up to five years even after an area is removed from the list. Given that long-term measures are essential to address demographic issues, the amendment aims to cushion the impact of support termination and secure policy continuity.

Meanwhile, the accompanying amendment to the Special Act on Decentralization and Balanced Regional Development explicitly establishes the designation criteria and the five-year cycle directly within higher law, moving away from reliance on subordinate regulations such as enforcement decrees and administrative rules. This clearly defines depopulation response as a national task and reinforces the government's policy duties and responsibilities.

Rep. Lee emphasized that depopulation has become a national challenge that local regions cannot overcome on their own, stating that continuous government support and enhanced state responsibility must be guaranteed.
