[브레이크뉴스=배종태 기자] 무소속 한동훈 의원(부산 북구갑)이 정동영 통일부 장관의 대북 명칭 변경 및 '주적' 용어 폐지 관련 발언을 두고 국민과 국제사회에 안보적 불안을 야기하는 대단히 잘못된 주장이라며 강하게 비판하고 나섰다.

한 의원은 엄혹한 안보 현실과 헌법적 질서를 외면한 정 장관의 발언이 국가 안보의 근간을 흔들 수 있다고 경고했다.

국회 외교통일위원회 소속인 한동훈 의원은 자신의 사회관계망서비스(SNS)를 통해 정동영 통일부 장관이 대통령 업무보고에서 제안한 “북한을 ‘조선’으로 부르자”, “‘주적’ 대신 ‘위협’으로 바꾸자”는 취지의 발언을 정면으로 겨냥했다. 한 의원은 “우리가 ‘주적’이라는 단어를 지운다고 해서 북한이 우리를 향한 적대와 도발을 멈추지 않는다”며, 현 안보 상황을 도피하는 상징적 용어 변경의 위험성을 지적했다.

한 의원은 대한민국의 헌법적 정통성과 안보 특수성을 들어 정 장관의 주장을 반박했다. 그는 “헌법상 대한민국의 영토는 ‘한반도와 그 부속도서’이며, 북한 정권은 그 북반부를 불법 점거하고 있다고 보는 것이 우리 헌법질서”라며 “이러한 우리만의 안보적 특수성을 고려할 때 북한은 명백한 우리의 '주적'”이라고 정체성을 명확히 했다.

이어 한 의원의 비판은 현 정부의 전반적인 국방 및 안보 정책 개편안으로 확대됐다. 그는 이재명 정부가 추진하는 사관학교 통폐합, 방첩사 해체, 무리한 전시작전통제권(전작권) 전환 시도 등을 구체적으로 거론하며 “실질적인 국방력과 군사적 준비태세는 약화시키면서 용어 하나를 바꿔 마치 평화가 온 것처럼 국민의 눈과 귀를 속이려 해서는 안 된다”고 강조했다.

또한 국무위원인 통일부 장관의 공개적 언행이 초래할 대외적 신뢰도 실추에 대해서도 강한 우려를 표명했다. 한 의원은 정 장관의 발언이 대내적으로는 국민적 불안감을 증폭시키고, 대외적으로는 대한민국의 안보관에 근본적인 변화가 생겼다는 오해를 국제사회에 심어줄 수 있다고 질타했다.

한 의원은 “정동영 통일부 장관은 국민과 국제사회에 혼선과 불안을 일으키는 언행을 삼가야 한다”고 촉구하며, 향후 외교통일위원회 의정 활동을 통해 정 장관과 현 정부의 안보 정책 노선을 철저히 검증하고 바로잡겠다는 뜻을 밝혔다.

Independent Lawmaker Han Dong-hoon (Busan Buk-gu Gap) strongly criticized Unification Minister Chung Dong-young's proposals to alter how North Korea is addressed and to abolish the term "primary enemy," calling them deeply flawed arguments that cause security anxiety among the public and the international community. Lawmaker Han warned that Minister Chung's statements, which ignore harsh security realities and constitutional order, could shake the very foundation of national security.

Han, a member of the National Assembly's Foreign Affairs and Unification Committee, directly targeted Minister Chung's remarks made during a presidential briefing, in which Chung suggested referring to North Korea as "Joseon" and replacing "primary enemy" with "threat." Writing on social media, Han pointed out the danger of symbolic terminology changes that attempt to escape security realities, stating, "Erasing the term 'primary enemy' will not stop North Korea's hostility and provocations toward us."

Han refuted Minister Chung's claims by invoking South Korea's constitutional legitimacy and unique security context. "Under our Constitution, the territory of the Republic of Korea consists of 'the Korean Peninsula and its adjacent islands,' and our constitutional order views the North Korean regime as illegally occupying the northern half," Han clarified, adding, "Considering these unique security circumstances, North Korea is unequivocally our primary enemy."

Han then expanded his criticism to the current administration's broader defense and security policies. Specifically citing the Lee Jae-myung administration's moves to merge military academies, dismantle the Defense Counterintelligence Command, and push for an unreasonable transfer of wartime operational control (OPCON), 

Han emphasized, "The government must not deceive the public into believing peace has arrived simply by changing a term while weakening actual military defense capabilities and military readiness."

He also expressed deep concern over the potential loss of external credibility caused by a Cabinet minister's public statements. Han noted that Minister Chung's remarks amplify anxiety domestically while risking a dangerous misunderstanding in the international community that a fundamental shift has occurred in South Korea's security stance.

Han urged, "Minister Chung Dong-young must refrain from words and actions that cause confusion and anxiety among the public and the international community." He expressed his intent to thoroughly inspect and rectify the security policy direction of Minister Chung and the current administration through his legislative duties on the Foreign Affairs and Unification Committee.
