[브레이크뉴스=배종태 기자] 부산시가 부산테크노파크의 운영 투명성과 책임성을 높이기 위한 고강도 경영혁신에 착수한다.

 

부산시는 최근 실시한 부산테크노파크 종합감사 결과를 바탕으로 기관 운영 전반을 개선하고, 지역 산업혁신을 선도하는 전문기관으로 재도약할 수 있도록 혁신 대책을 추진한다고 밝혔다.

 

시는 우선 외부 전문가가 참여하는 ‘부산테크노파크 혁신위원회’를 구성해 조직 운영 전반을 점검하고 개선 방안을 마련할 계획이다.

 

혁신위원회는 회계·재무, 연구장비 운영, 경영컨설팅, 시민사회 등 다양한 분야의 전문가로 구성되며, 감사 지적사항 개선뿐 아니라 조직관리, 재정 건전성, 사업 구조, 성과관리 체계, 윤리·청렴 및 내부통제 강화 방안 등을 종합적으로 검토한다.

 

또 미래 산업 환경 변화에 대응할 수 있는 지속 가능한 운영체계를 마련하고, 부산테크노파크의 경쟁력 강화를 위한 경영혁신 방향을 제시할 예정이다.

 

시는 기존 산업정책과 중심으로 진행해 온 부산테크노파크 지도·점검 체계도 주요 사업 소관 부서와 함께하는 합동 점검 방식으로 확대한다.

 

이를 통해 사업 추진의 적정성, 예산 집행 효율성, 혁신 과제 이행 여부 등을 체계적으로 관리하고 내부 통제 시스템이 안정적으로 정착될 수 있도록 지속적인 관리·감독을 강화할 방침이다.

 

아울러 현재 공석인 부산테크노파크 감사실장에는 외부 전문가를 임명하는 방안을 추진해 내부 견제와 감시 기능을 강화한다.

 

외부 감사실장 임명을 통해 조직 내부의 관행적 운영을 개선하고, 회계와 계약, 복무, 인사 등 주요 경영 분야에서 독립성과 전문성을 높일 계획이다.

 

부산시는 이번 혁신 조치를 계기로 부산테크노파크가 지역 산업 육성과 기업 지원이라는 본래 역할에 더욱 충실할 수 있도록 기관 개선 작업을 속도감 있게 추진할 예정이다.

 

박동석 부산시 첨단산업국장은 “이번 혁신은 감사 결과에 대한 단순한 후속 조치가 아니라 부산테크노파크의 체질을 근본적으로 개선하기 위한 전면적인 혁신 프로젝트”라며 “부산테크노파크가 지역 산업혁신을 이끄는 핵심기관으로 거듭나고 시민과 기업이 신뢰하는 기관이 될 수 있도록 혁신 추진에 최선을 다하겠다”고 전했다.

=External expert-led innovation committee to be established, with stronger internal controls and oversight to rebuild public trust

 

Busan Metropolitan City has launched a comprehensive management reform initiative for Busan Technopark to enhance operational transparency, accountability, and public trust following the findings of a recent comprehensive audit.

 

The city announced that it will implement a series of strong reform measures aimed at improving the overall management system of Busan Technopark and helping the institution reaffirm its role as a leading organization supporting regional industrial development and corporate innovation.

 

As a first step, Busan City will establish the “Busan Technopark Innovation Committee,” composed of external experts, to conduct a thorough review of the organization’s operations and develop long-term reform strategies.

 

The committee will include specialists from various fields, including accounting and finance, research equipment management, business consulting, and civil society. Rather than focusing only on correcting audit findings, the committee will examine the institution’s overall management structure, including organizational reform, financial soundness, research equipment efficiency, business portfolio and performance management systems, ethics and integrity measures, internal controls, and institutional competitiveness.

 

The committee will also propose sustainable management strategies that allow Busan Technopark to respond effectively to changes in the industrial environment and strengthen its role as a regional innovation hub.

 

Busan City will further expand its existing annual guidance and inspection system, previously conducted by the city’s Industrial Policy Division, into a joint inspection system involving relevant departments responsible for major projects.

 

Through this expanded oversight system, the city will comprehensively monitor the appropriateness of project implementation, efficiency of budget execution, and progress in achieving reform goals. It also plans to establish a continuous management framework to ensure stable operation of internal control systems.

 

In addition, Busan City plans to appoint an external expert as the head of the Audit Office at Busan Technopark, a position currently vacant, to strengthen internal checks and oversight functions.

 

The appointment of an external audit leader is expected to improve independence and professionalism in key management areas, including accounting, contracts, personnel management, and employee conduct, while preventing overly lenient internal practices.

 

Busan City stated that these reform measures are intended to help Busan Technopark fully fulfill its core mission of fostering regional industries and supporting businesses. The city plans to accelerate institutional improvements and establish Busan Technopark as a trusted organization for both citizens and companies.

 

“This reform is not simply a follow-up action to the audit results, but a comprehensive transformation project designed to fundamentally improve the management structure of Busan Technopark,” said Park Dong-seok, Director General of Busan City’s Advanced Industry Bureau. “We will make every effort to help Busan Technopark become a key institution leading regional industrial innovation and an organization trusted by citizens and businesses.”
