[브레이크뉴스=배종태 기자] 동남아시아에서 활동하던 한국인 스캠(사기) 조직이 단속을 피해 중앙아시아까지 진출했지만, 한국과 카자흐스탄 당국의 긴밀한 국제공조로 전격 검거됐다.
범정부 합동 「초국가범죄 특별대응 태스크포스(TF)」는 지난 7월 23일 카자흐스탄 당국과 함께 합동 작전 ‘INE(이네·카자흐스탄어로 바늘)’을 실시해, 알마티에 위치한 스캠 범죄 사무실과 조직원 은신처를 급습하고 한국인 조직원 14명을 검거했다고 밝혔다. 이와 동시에 국내에 체류 중이던 동일 조직원 5명도 붙잡으면서 총 19명을 검거하는 성과를 거뒀다.
이번 작전은 우리 정부가 중앙아시아 지역에 구축된 한국인 스캠 조직의 범죄 거점을 직접 타격해 검거한 첫 사례다. 카자흐스탄 현지에서 검거된 피의자들은 7월 28일부터 8월 5일까지 인천국제공항을 통해 국내로 순차 송환됐다.
검거된 조직은 당초 캄보디아를 거점으로 활동하며 국내 피해자를 대상으로 사기 범행을 벌였으나, 캄보디아 내 단속이 강화되자 베트남으로 이동한 뒤 올해 4월 다시 카자흐스탄으로 범죄 거점을 옮긴 것으로 확인됐다.
이들은 카자흐스탄 알마티 지역에 콜센터를 마련하고 금융감독원 등 정부기관을 사칭하는 수법으로 피해자들에게 접근했다. 이후 피해자를 심리적으로 압박하고 외부와의 연락을 차단하는 이른바 ‘셀프감금’ 방식으로 통제하며 범행을 이어갔다.
현재까지 확인된 피해자는 국내 국민 16명이며, 피해 금액은 약 6억 원 규모에 이르는 것으로 파악됐다. 경찰청은 추가 피해 여부와 조직의 전체 범행 규모, 범죄 수익 규모 등을 밝히기 위해 집중 수사를 이어갈 계획이다.
이번 검거는 경찰청과 국가정보원, 외교부, 법무부 등 관계기관이 참여한 범정부 공조 대응의 결과다.

경찰청은 한국인 스캠 조직이 동남아시아를 넘어 카자흐스탄으로 이동한 정황을 포착하고 수사 방향을 설정했으며, 국가정보원은 정보 협력 채널을 가동해 카자흐스탄 관계기관과의 협조 체계를 구축했다.
외교부와 주알마티 대한민국 총영사관은 현지 대응과 행정 지원을 맡았고, 법무부는 신속한 형사사법공조 절차를 진행하며 피의자 송환을 지원했다.
특히 카자흐스탄 국가안보위원회와 내무부는 한국 국가정보원 및 경찰청과 그동안 축적해 온 대테러·국제범죄 분야 협력 경험을 바탕으로 현지 조직원 추적과 감시, 검거, 조사, 국내 송환에 이르는 전 과정에서 적극 협력했다.
정부는 이번 작전을 통해 스캠 조직의 활동 무대가 이동하는 이른바 ‘풍선효과’가 동남아시아를 넘어 제3국까지 확산되고 있다는 점을 확인하고, 새로운 범죄 거점 형성을 사전에 차단했다는 데 의미가 있다고 설명했다.
앞서 캄보디아 등 주요 범죄 거점에 대한 집중 단속 이후 일부 조직이 베트남과 태국 등 인접 국가로 이동한 현상이 ‘1차 풍선효과’였다면, 이후 주변국의 단속 강화로 인해 카자흐스탄과 같은 원거리 국가로 이동하는 현상이 ‘2차 풍선효과’로 나타난 것으로 분석된다.
정부 관계자는 “이번 합동작전은 우리 국민을 노리는 스캠 조직이 세계 어느 지역에 있더라도 끝까지 추적해 검거하겠다는 정부의 강력한 대응 의지를 보여준 사례”라며 “앞으로도 국민의 안전과 재산을 위협하는 초국가범죄에 대해 관계기관 간 협력을 강화하고 가능한 모든 수단을 동원해 엄정 대응하겠다”고 밝혔다.

=19 suspects arrested in coordinated raid on Almaty-based operation… authorities move swiftly to block the “second balloon effect” of transnational scam networks
A South Korean scam organization that expanded its operations from Southeast Asia to Central Asia has been dismantled through a joint operation between South Korean and Kazakh authorities.
The government’s joint 'Task Force for Special Response to Transnational Crime' announced that it carried out a joint operation with Kazakh authorities on July 23 under the operation name **“INE”** (meaning “needle” in Kazakh) to raid a scam crime office and hideouts of the organization in Almaty. A total of 19 Korean nationals involved in the organization were arrested, including 14 suspects apprehended in Kazakhstan and five additional members arrested simultaneously in South Korea.
The operation marks the first case in which the South Korean government has directly targeted and dismantled a Korean scam organization operating from a base in Central Asia. The suspects arrested in Kazakhstan were sequentially extradited to South Korea through Incheon International Airport from July 28 to August 5.
Investigations found that the organization originally operated from Cambodia but relocated its criminal base to Vietnam after strengthened local crackdowns. In April this year, the group moved again to Kazakhstan in an attempt to avoid law enforcement pressure and establish a new overseas base.
After setting up a call center in Almaty, the group allegedly impersonated government agencies, including South Korea’s Financial Supervisory Service, to deceive victims. The organization used psychological manipulation tactics, including isolating victims from family members and outside contact in a method known as “self-confinement,” forcing them to comply with fraudulent demands.
Authorities have so far identified 16 South Korean victims who suffered financial losses totaling approximately **600 million won (around US$440,000)**. The Korean National Police Agency plans to continue an intensive investigation to determine the full scale of the organization’s criminal activities, additional victims, and the amount of illicit proceeds involved.
The successful operation was the result of close cooperation among multiple South Korean government agencies, including the Korean National Police Agency, the National Intelligence Service (NIS), the Ministry of Foreign Affairs, and the Ministry of Justice.
The National Police Agency first detected signs that Korean scam networks were expanding from Southeast Asia into Kazakhstan. The NIS activated intelligence-sharing channels to facilitate cooperation with Kazakh authorities, while the Ministry of Foreign Affairs and the Korean Consulate General in Almaty provided on-site support. The Ministry of Justice also launched urgent procedures for criminal justice cooperation to support the investigation and extradition process.
Kazakhstan’s National Security Committee and Ministry of Internal Affairs played a key role in the operation, providing extensive assistance throughout the process, including tracking, monitoring, arresting, investigating, and transferring the suspects. The cooperation was supported by years of collaboration between Korean and Kazakh authorities in counterterrorism and international crime response.
The South Korean government said the operation is significant because it confirmed the emergence of a so-called “second balloon effect,” in which scam organizations move their bases from Southeast Asia to distant third countries to avoid intensified law enforcement efforts.
Following major crackdowns in Cambodia, some criminal networks first relocated to neighboring countries such as Vietnam and Thailand, creating what authorities describe as the “first balloon effect.” As enforcement efforts expanded in those countries, some groups moved farther away to countries such as Kazakhstan, resulting in the “second balloon effect.”
A government official said the operation demonstrated South Korea’s determination to pursue and dismantle scam networks targeting Korean citizens regardless of where they operate around the world.
“The joint operation shows the government’s strong commitment to tracking down transnational scam organizations wherever they attempt to hide,” the official said. “We will continue using all available resources and strengthening international cooperation to ensure that criminals who threaten the safety and property of our citizens are held accountable.”
