[브레이크뉴스= 배종태 기자] 초과 세수가 발생할 경우 국가채무 상환과 지방재정 정산에 우선 사용하도록 의무화하는 법안이 국회에 발의됐다.

 

국민의힘 박수영 국회의원(부산 남구·국회 재정경제기획위원회)은 7일 이 같은 내용을 담은 국가재정법 일부개정법률안을 대표발의했다고 밝혔다.

 

개정안은 조세수입이 세입예산을 초과할 경우 해당 재원을 발행 국채 상환에 우선 사용하고, 결산상 발생한 세계잉여금은 지방교부세와 지방교육재정교부금 정산에 우선 활용하도록 의무화하는 내용을 담고 있다.

 

현행 국가재정법 제90조는 초과 세수를 통한 국채 상환과 세계잉여금의 지방교부세 정산에 대해 '우선 할 수 있다'는 임의규정으로 규정하고 있다. 이 때문에 초과 세수가 발생해도 국가채무 감축이나 지방재정 안정에 충분히 활용되지 못해 재정건전성 확보라는 입법 취지가 제대로 실현되지 못한다는 지적이 제기돼 왔다.

 

박 의원은 "정부가 반도체 경기 호황 등으로 발생한 추가 세수를 국가채무 상환 대신 미래대응기금 재원으로 활용하려 하고 있다"며 "재정 원칙을 바로 세우고 미래세대의 부담을 줄이기 위해 법안을 발의했다"고 밝혔다.

 

이어 "법안이 통과되면 정부의 재량에 따라 재정 원칙이 훼손되는 것을 방지하고 국가채무 감축과 지방재정 안정이라는 본래의 목적을 충실히 달성할 수 있을 것"이라며 "세수 부족으로 어려움을 겪는 전국 17개 시·도와 시·도교육청도 지방교부세와 지방교육재정교부금을 보다 안정적으로 정산받을 수 있을 것으로 기대된다"고 말했다.

 

박 의원은 우리나라 일반정부 부채(D2)가 국내총생산(GDP) 대비 53.4%, 광의의 국가부채(D4)는 4,632조 원으로 GDP 대비 181%에 달한다며 "부채 증가 속도와 상승폭이 비기축통화국 가운데 높은 수준"이라고 진단했다.

 

또 "초과 세수는 정부의 일회성 재원으로 활용하기보다 국가채무를 줄이고 지방재정을 안정시키는 데 우선 사용해야 한다"며 "미래세대를 위한 건전한 재정 운용 원칙을 법률로 명확히 할 필요가 있다"고 강조했다.

A bill has been introduced in the National Assembly that would require any excess tax revenue to be used first for repaying national debt and settling local government finances. Rep. Park Soo-young of the People Power Party (Busan Nam-gu, m9ember of the National Assembly’s Planning and Finance Committee) announced on the 7th that he had proposed an amendment to the National Finance Act containing these provisions.

 

The bill stipulates that when tax revenue exceeds the amount projected in the budget, the surplus must first be used to redeem issued government bonds. It also requires that any surplus remaining after settlement of accounts be prioritized for adjustments to local government grants and local education financial grants.

 

Under the current Article 90 of the National Finance Act, the use of excess tax revenue for debt repayment and the settlement of local grants is only stated as something that “may be prioritized,” making it discretionary rather than mandatory. As a result, even when excess tax revenue occurs, it is not necessarily used to reduce national debt or stabilize local finances, raising concerns that the legislative intent of strengthening fiscal soundness has not been fully realized.

 

Rep. Park stated, “The government is attempting to use additional tax revenue generated from factors such as the semiconductor boom for a future response fund rather than for national debt repayment,” adding, “I proposed this bill to establish sound fiscal principles and reduce the burden on future generations.”

 

He further said, “If this bill passes, it will prevent fiscal principles from being undermined at the government’s discretion and will allow the original goals of reducing national debt and stabilizing local finances to be more faithfully achieved.” He also added, “Seventeen metropolitan and provincial governments and their education offices, which are currently facing difficulties due to tax shortfalls, are expected to receive more stable settlements of local grants and education funding.”

 

Rep. Park noted that Korea’s general government debt (D2) stands at 53.4% of GDP, while broader public debt (D4) amounts to 4,632 trillion won, equivalent to 181% of GDP. He assessed that “the pace and scale of debt increase are among the highest for non-reserve currency issuing countries.”

 

He emphasized, “Excess tax revenue should not be used as a one-off government resource, but should be prioritized for reducing national debt and stabilizing local finances,” adding, “It is necessary to clearly establish sound fiscal management principles in law for the sake of future generations.”
