[Here is the English version of the article] Busan City Council Member Park Jong-chol Holds Expert Seminar on Ordinance for 'Northern Sea Route Hub City'

=Discussing Executive Foundations to Address Special Act and Position Busan as a Core Hub in the Northern Sea Route Era

The Busan Metropolitan Council has launched efforts to proactively prepare for the opening of the Northern Sea Route era and establish a institutional framework to foster Busan into a key hub city for the route.

Council Member Park Jong-chol (Gijang-gun 1, Floor Leader of the People Power Party), belonging to the Maritime City & Safety Committee, held an expert seminar on the 13th at the Busan Metropolitan Council Medium Conference Room to enact the "Ordinance on the Creation of a Northern Sea Route Hub City and Fostering Related Industries in Busan."

This seminar was organized following the passage of the "Special Act on the Promotion of Northern Sea Route Utilization and Fostering Related Industries" in June, which established a national-level legal framework for support. The initiative aims for Busan to build an actionable framework swiftly at the local government level rather than passively awaiting central government policies.

Over 20 Experts from Industry, Academia, Research, and Government Gather to Explore Actionable Strategies

The event brought together approximately 20 experts, including Jung Kyung-won, Special Advisor for Political Affairs to Busan City; Song Sang-jo, Vice Chairman of the Busan Metropolitan Council; Kim Jae-woon, Steering Committee Chairman; alongside representatives from the Busan Development Institute, shipbuilding and equipment institutions, maritime law specialists, shipping companies, and academia. The seminar evaluated the practical effectiveness of the draft ordinance through presentations on its background and direction, an outline of Busan's strategic direction for becoming a Northern Sea Route hub by the Maritime & Port Division, and a comprehensive panel discussion.

Connecting Shipping, Shipbuilding, and Finance while Establishing Grounds for Concrete Projects

The proposed ordinance, to be introduced by Council Member Park as the primary sponsor, focuses on linking Busan's existing strengths—maritime shipping, ports, and logistics—with shipbuilding, equipment, marine finance, R&D, and professional talent development to the Northern Sea Route. Crucially, it sets clear legal grounds for executable Busan initiatives, such as supporting trial voyages on the route, nurturing related enterprises, constructing industrial infrastructure, establishing industry-academia-research cooperation, and fostering regional and international partnerships

"Opening Busan's Future with Field-Oriented, Practical Institutional Foundations"

"The Northern Sea Route represents more than just opening a new sea lane; it is a breakthrough opportunity to elevate the competitiveness of Busan's ports, shipping, logistics, shipbuilding, and equipment industries," Council Member Park emphasized. "To position Busan as a leading hub city in the Northern Sea Route era, we must prepare proactively and establish effective institutional foundations in advance."

He added, "We will fully incorporate the insights shared by experts today into the draft ordinance to ensure it goes beyond mere declaration, creating a practical system that businesses and industries can directly utilize in the field. The Council will actively provide policy support so that Busan can leap forward as the starting point of the Northern Sea Route and a new growth hub for Korea's maritime industry."
