[브레이크뉴스=배종태 기자] 부산광역시가 부산오페라하우스의 성공적인 개관과 지속 가능한 운영 방안을 논의하고, 오페라·발레 작품을 직접 제작하는 ‘제작극장’으로 거듭나기 위한 시민 숙의 절차에 나선다.

시는 오는 24일 오후 3시 부산시청 1층 대강당에서 '부산형 오페라 생태계 구축을 위한 시민토론회'를 개최한다. 이번 토론회는 라 스칼라 초청 공연의 숙의 절차 추진과 관련해 다양한 현장의 의견을 수렴하고, 부산오페라하우스가 지역 예술인과 상생하는 공공 제작극장으로 자리매김하기 위한 구체적인 발전 방향을 모색하고자 마련됐다.

제작극장 추진현황 공유 및 전문가·시민 종합토론 진행

토론회는 시의 '부산오페라하우스 제작극장화를 통한 지역예술생태계 활성화 방안' 발표로 문을 연다. 이어 오재환 전 부산문화재단 대표이사가 좌장을 맡아 전문가, 예술계 관계자, 시민들이 함께하는 종합토론을 진행한다.

토론자로는 양송미 경성대 교수, 박재율 지방분권균형발전 부산시민연대 상임대표, 이승호 전 부산음악협회 회장, 장진규 부산광역시오페라단연합회 회장이 참석한다. 부산시 문화국장과 클래식부산 대표도 함께 단상에 올라 제안된 의견을 경청하고 주요 질문에 직접 답변할 예정이다.

질의응답 및 9월 정책 심의… 민선 9기 문화예술정책 반영

이번 행사는 단순한 정보 전달을 넘어, 시민들이 직접 참여하는 질의응답 시간을 별도로 마련해 현장의 목소리를 청취한다. 시는 이번 토론회에서 수렴된 제안을 면밀히 검토해 정책에 반영할 계획이다.

이후 9월 중 '부산시 문화협력위원회'를 개최해 중점 심의를 거치고, '민선 9기 문화예술정책 타운홀미팅' 등 단계별 숙의 절차를 통해 부산오페라하우스의 최종 운영 방향과 원칙을 정립해 나갈 방침이다.

토론회 참석을 희망하는 시민은 13일부터 21일까지 클래식부산 누리집(classicbusan.busan.go.kr)을 통해 사전 신청할 수 있으며, 관련 문의는 클래식부산(051-640-8822)을 통해 안내받을 수 있다.

조유장 부산시 문화국장은 "부산오페라하우스는 건립을 넘어 어떤 콘텐츠를 담고 지역 예술인과 어떻게 함께할 것인지가 더욱 중요한 단계에 진입했다"며 "이번 토론회를 통해 지역 예술인에게는 창작의 기회를, 시민에게는 높은 수준의 문화 향유 기회를 제공하는 대표 제작극장을 만들어가겠다"고 밝혔다.

Busan Metropolitan City is launching a public deliberation process to discuss the successful opening and sustainable operation of the Busan Opera House, aiming to establish it as a dedicated production theater for opera and ballet works.

Busan City will host the "Civic Forum to Establish a Busan-Style Opera Ecosystem" on August 24 at 3:00 PM in the Main Auditorium on the 1st floor of Busan City Hall. This forum was organized to gather diverse opinions regarding the deliberation process for the invited La Scala performance and to explore concrete strategies for making the Busan Opera House a public production theater that grows alongside local artists.

Sharing Production Theater Progress and Panel Discussion with Experts and Citizens

The forum will open with a presentation by Busan City titled "Measures to Vitalize the Local Arts Ecosystem through the Production Theater Model of the Busan Opera House." Following the presentation, Oh Jae-hwan, former President of the Busan Cultural Foundation, will moderate a panel discussion with experts, arts community representatives, and citizens.

Panelists include Yang Song-mi (Professor at Kyungsung University), Park Jae-yul (Co-representative of Busan Civic Alliance for Decentralization and Balanced Development), Lee Seung-ho (Former President of Busan Music Association), and Jang Jin-gyu (President of Busan Federation of Opera Companies). The Director General of the Culture Bureau of Busan City and the CEO of Classic Busan will also participate to listen to suggestions and directly address questions from the audience.

Q&A Session and September Policy Deliberation for Cultural Policy Alignment

Moving beyond simple information sharing, the event includes a dedicated Q&A session where citizens can ask questions directly and propose ideas for the opera house's future. The city plans to thoroughly review constructive feedback and incorporate feasible suggestions into its operational policies.

Following the forum, the city will convene the "Busan Cultural Cooperation Committee" in September for key deliberations and hold a "Town Hall Meeting on Cultural and Arts Policy" to finalize operational guidelines and principles through a multi-step public consensus process.
