[Here is the English version of the article] Busan Education Office Opposes Reform of Local Education Funding, Calls for Current Tax-Linked System to Remain
The Busan Metropolitan Office of Education has voiced strong opposition to the government’s proposed reform of the local education funding system, calling for the current system, which links funding to national tax revenue, to remain in place to ensure stable and predictable education funding.
Superintendent Kim Seok-jun joined education superintendents from across the country at an emergency press conference held at the National Assembly on the morning of August 25. They jointly called on the government to withdraw its proposed reforms to the Local Education Finance Grant system.
Declining Student Numbers Do Not Mean Lower Education Funding Needs The government’s proposal would eliminate the current system under which local education grants are calculated based on 20.79 percent of national tax revenue, along with a portion of the national education tax. Instead, funding would be determined based on economic growth and changes in the school-age population.
The Busan Education Office argues that a decline in student enrollment does not automatically translate into lower education costs. Essential expenses such as employee salaries, school operating costs, and facility maintenance must continue to be funded to ensure stable school operations.
Demand is also growing for more personalized education tailored to individual students. This includes basic academic support, special and multicultural education, student counseling and mental health services, and childcare. Additional funding is needed to implement major national education initiatives, including AI and digital education, the high school credit system, and the integration of early childhood and preschool education.
Busan also faces significant demand for school facility improvements, particularly because many schools in older parts of the city are aging. According to the Busan Education Office’s mid-term local education finance plan, approximately 3.1 trillion won will be needed over the next five years for the reconstruction of aging schools and improvements to educational facilities.
Concerns Over a New Fund and Weaker Support for K-12 Education The Busan Education Office also raised concerns about the proposed Future Response Fund, noting that funds generated through the reform would be transferred to an education and talent account within the fund without clearly establishing a legal basis for supporting elementary and secondary education.
As a result, it remains unclear whether the funds would actually be available for K-12 education.
The office also stressed that the national education tax is a dedicated source of funding intended to improve the quality of education and strengthen education finances. Excluding it from the Local Education Finance Grant system, it said, could weaken the stable financial foundation of elementary and secondary education.
Maintaining Last Year’s Funding Level Could Still Mean Real Cuts The Busan Education Office said that simply maintaining education funding at the previous year’s level would effectively amount to a reduction in available resources because education budgets contain a high proportion of fixed expenses, while essential costs continue to rise with inflation and wage increases.
In Busan, personnel costs have risen by 703.3 billion won since 2021 despite the decline in student numbers, representing an average annual increase of 5.1 percent. Personnel expenses now account for 55.8 percent of the education budget.
The office warned that under the proposed funding system, education authorities could face significant difficulties covering increases in personnel and other essential costs without cutting spending on student education programs.
Busan is also expected to lose major sources of transferred revenue, including funding related to the expiration of the local tobacco consumption tax and support for free high school education. The Busan Education Office estimates that these changes could reduce transferred revenue by approximately 120 billion won.
The office therefore warned that a funding reform that fails to account for these declining revenue sources could result in a substantial real-world reduction in local education funding.
Superintendent Kim Seok-jun said, “The Local Education Finance Grant is a critical source of funding for ensuring that every student has stable access to educational opportunities. We must not reduce education funding simply because the number of students is declining without fully considering the actual needs of schools and students.”
He added, “The government should withdraw its proposed reform and engage in thorough discussions with the National Assembly, local education offices, teachers, parents, civil society organizations, and other stakeholders. The Busan Education Office will also take all necessary steps to secure stable education funding and ensure that essential educational programs for students are not compromised.”
