Busan Metropolitan City is stepping up its efforts to crack down on illegal transportation and other unlawful business practices targeting cruise passengers, including unauthorized paid rides, passenger solicitation, and overcharging.

The city held a joint countermeasure meeting with relevant agencies on August 28 at Busan City Hall to discuss ways to prevent illegal transportation services and establish better transportation and tourism order around major gateways such as Busan Port.

Representatives from Busan City’s tourism and transportation departments, the Busan Metropolitan Police Agency, Dong-gu District, the Busan Port Authority, and corporate and individual taxi associations attended the meeting. They discussed coordinated measures to address illegal activities occurring around major tourist hubs, including Busan Port and Busan Station.

Clear Division of Responsibilities Among Agencies

Following the meeting, the participating agencies agreed to strengthen cooperation and divide responsibilities in several key areas, including improving facilities and tourist information, stepping up enforcement against illegal businesses and traffic violations, and promoting self-regulation within the taxi industry.

The Busan Port Authority will improve facilities at the taxi stand and other areas of the cruise terminal, including CCTV systems. Police and the relevant district office will increase patrols and enforcement against unauthorized paid transportation using private vehicles, unregistered tourism businesses, and other illegal commercial activities.

Authorities will also strengthen enforcement against illegal parking and stopping around Busan Station.

Busan City will provide foreign tourists with information on how to use tourist taxis, applicable fares, and how to report illegal solicitation and other violations.

The city will also conduct targeted enforcement along major routes traveled by cruise passengers from Busan Port to Busan Station and other popular tourist destinations, focusing on illegal taxi practices such as passenger solicitation, refusing rides, and overcharging.

Taxi associations will strengthen legal-compliance training and voluntary monitoring among taxi drivers while actively promoting the use of official tourist taxi reservation and dispatch services.

Advance Information Sharing and Joint Enforcement

Busan City and the participating agencies will share cruise ship arrival schedules and information on conditions at the sites in advance. On days when large numbers of cruise passengers are expected and the risk of illegal activity is considered high, the agencies will conduct coordinated joint enforcement operations.

The city also plans to take strict action against repeated or habitual violations in accordance with relevant regulations. Progress on each agency’s measures will be regularly reviewed, with additional steps taken as necessary

Busan Mayor Jeon Jae-soo said, “The transportation services cruise passengers use when they first arrive in Busan are directly connected to their first impression of the city, making close cooperation among the relevant agencies essential.”

He added, “Building on today’s meeting, we will clarify each agency’s responsibilities and strengthen our on-site response system to eliminate illegal transportation and other unlawful business practices.”
