[Here is the English version of the article] Busan City Council Committee Calls for Withdrawal of Forced Merger of Four Major Port Authorities =All 48 council members back resolution sponsored by Vice Chairman Song Sang-jo Council says port-specific expertise and autonomy must be protected
A Busan City Council committee has adopted a resolution calling on the government to withdraw its plan to merge the country’s four major port authorities, warning that the move could weaken the competitiveness of Busan Port and the nation’s logistics infrastructure.
The Council’s Marine and Urban Safety Committee approved the resolution without changes on Sept. 3 during the first meeting of the 339th extraordinary session.
The resolution was proposed by Council Vice Chairman Song Sang-jo and received unanimous support from all 48 members of the Busan City Council, including lawmakers from both the ruling and opposition parties.
The council said the unanimous vote reflects bipartisan agreement that protecting Busan Port’s competitiveness and the country’s logistics security should take priority over political differences.
The resolution opposes the government’s plan to merge the Busan, Incheon, Ulsan and Yeosu Gwangyang port authorities into a single organization tentatively known as the Korea Port Authority. Under the proposed system, the existing port authorities would be reorganized as regional branches of the unified organization.
The council argued that the merger could undermine the independence, expertise and managerial autonomy of individual ports guaranteed under the Port Authority Act.
The government’s proposal calls for policy and planning functions to be consolidated under a central organization, while regional branches would continue to oversee specialized projects and on-site operations at each port.
The council, however, said concentrating major policy, planning and investment decisions at a central headquarters could reduce the autonomy of individual ports and make it more difficult for local authorities to respond quickly to changing conditions and regional needs.
It also stressed that the four ports serve very different roles in South Korea’s economy.
Busan Port is one of the country’s key container transshipment hubs and plays a major role in international logistics. Ulsan Port specializes in energy and liquid bulk cargo, while Yeosu Gwangyang Port is closely linked to the steel and petrochemical industries. Incheon Port serves as a major logistics gateway for the Seoul metropolitan area and trade with China.
Because the ports differ significantly in their functions, surrounding industries, cargo characteristics and investment needs, the council said a uniform restructuring based mainly on institutional efficiency and economies of scale could hurt the competitiveness of individual ports.
The council also raised concerns over how investment and financial resources would be allocated after a merger.
If a single organization were responsible for setting investment priorities and distributing resources among the four ports, regional interests could come into conflict, it said.
In particular, delays in infrastructure projects and other investments needed by Busan Port could weaken its position as a major global transshipment hub, the council warned.
The resolution calls for four measures: ▲Immediate withdrawal of the plan to forcibly merge the four major port authorities in Busan, Incheon, Ulsan and Yeosu Gwangyang; ▲respect for the founding principles of each port and the autonomy and responsible management guaranteed under the current port authority system; ▲a thorough legal review of the proposed merger and broad social consensus among local communities and relevant stakeholders; and ▲strengthening cooperation among the port authorities and expanding joint projects, rather than pursuing a physical merger, to improve the efficiency of port operations and enhance the competitiveness of the nation’s logistics sector.
The council said cooperation among the four authorities could provide a more practical way to improve efficiency while preserving each port’s specialized expertise and regional characteristics. Areas of cooperation could include joint projects, information sharing and collaboration in technology and port operations.
The resolution will be submitted to the full council for a final vote. If approved, the Busan City Council plans to deliver the resolution to the government and formally call for an immediate halt to the proposed merger.
“Ports are not simply targets for public-sector efficiency measures. In times of crisis, they are the last line of defense for the national economy, supply chains and energy security,” Song said.
“Rather than pursuing a merger that could weaken the expertise and autonomy of individual ports, we need to preserve the competitiveness of each port while strengthening cooperation among them. That is the way to enhance the competitiveness of South Korea’s ports,” he said.
Song added that the unanimous support from all 48 council members demonstrated a shared commitment to protecting the future of Busan Port beyond political divisions. “We will continue to communicate closely and work together on major issues facing Busan, doing our utmost to protect the competitiveness of Busan Port,” he said.
