[Here is the English version of the article] 61 Arrested in Fake Liquor Scam Run by Organized Crime Exposed by Whistleblowing Gang Members
Busan Metropolitan Police have arrested 61 individuals—detaining one key ringleader—and secured a pre-indictment asset preservation order worth 200 million won for operating a large-scale, organized fake-liquor scam targeting intoxicated patrons in the Seomyeon district.
The suspects, operating five entertainment bars in Busan since April 2022, established a structured criminal syndicate complete with a top leader, managers, madams, waiters, and street recruiters. The recruiters targeted lone, intoxicated men on the street, luring them into the bars. Inside, the waiters encouraged patrons to pre-pay via mobile banking or cash, covertly memorizing their smartphone lock patterns and passwords in the process. Waiters then served counterfeit liquor—brewed by mixing leftover drinks with items like iced tea.
Once the customers passed out, the staff placed empty bottles on the tables to inflate the tab and unauthorizedly transferred money from the victims' accounts or charged their cards.
The operation relied on strict, violent internal discipline. A manager affiliated with a local Busan gang subjected subordinates who tried to flee or failed to meet daily quotas to brutal punishments, including forcing them to self-harm or choking them until they lost consciousness.
The syndicate's operations unraveled when six lower-level members, no longer able to endure the abuse, walked into the police to self-report. During the investigation, the top leader discovered the betrayal through phone surveillance and had one of the whistleblowers abducted and locked in a vehicle. Police acted swiftly, tracking down the vehicle, deploying localized units, and arresting the ringleader. Although some members tried to coordinate their stories in meetings directed by the leader to deny the charges, police thwarted the cover-up through exhaustive financial and ledger analyses, ultimately forcing most of the suspects to confess.
Police confirmed through ledgers and bank accounts that the gang generated around 3.5 billion won in counterfeit liquor sales over a year and a half, victimizing roughly 1,000 people. Because the victims were mostly middle-aged men hesitant to report the crimes out of fear of public exposure, police persistently persuaded and secured formal statements from 58 victims, pinning down specific losses totaling 100 million won.
In addition to the main arrests, police apprehended 16 representatives from unlicensed talent agencies that supplied female hostesses to the five venues, and notified the National Tax Service of the illegal alcohol manufacturing. For two accomplices who fled overseas following the crackdown, Interpol Red Notices have been issued. Police also intercepted an attempt to send crypto-assets (Tether) as escape funds, seizing 200 million won to completely block the fugitives' financial lifeline. Busan Police emphasized that they will continue to track down and root out organized economic crimes that prey on vulnerable citizens.
