[브레이크뉴스=배종태 기자] 해외에서 케타민과 엑스터시를 밀반입해 국내에 불법 체류 중인 베트남인들을 상대로 판매·유통하고 유흥업소에서 투약한 외국인 마약사범 35명이 경찰에 붙잡혔다. 이 가운데 15명은 구속됐으며, 경찰은 엑스터시 17.67g과 케타민 48.7g을 압수하고 세관이 압수한 케타민 199.55g의 출처도 확인했다.

부산경찰청은 2025년 10월부터 2026년 8월까지 약 11개월간 외국인 마약류 유통·투약 사건을 수사해 베트남 국적자와 귀화자를 포함한 외국인 마약사범 35명을 검거하고 이 중 15명을 구속했다고 16일 밝혔다.

피의자들은 폴란드에서 국제우편을 이용해 향정신성의약품인 케타민과 엑스터시 등을 국내로 밀반입한 뒤, 주로 국내에 불법 체류 중인 베트남인들을 대상으로 판매·유통한 혐의를 받고 있다. 또 부산·울산·창원·천안 등지의 베트남인 대상 노래방 등 유흥업소에서 마약류를 투약한 것으로 조사됐다.

경찰은 2025년 10월 국내에 불법 체류 중인 베트남인들이 노래방 등 유흥업소에서 엑스터시와 케타민 등을 유통한다는 첩보를 입수하고 수사에 착수했다.

경찰은 정보기관과 출입국·외국인청 이민특조계 등 관계기관과 공조해 위장거래를 진행했으며, 베트남 국적의 20대 판매책 A씨를 검거하고 엑스터시와 케타민 등 마약류를 압수했다.

이후 경찰은 A씨의 진술과 휴대전화 포렌식 자료, 계좌 거래 내역 등을 분석해 마약류의 국내 밀반입과 유통, 투약에 관여한 베트남 국적 공범들을 추적해 잇따라 검거했다.

검거된 피의자 대부분은 체류기간이 만료된 뒤에도 국내에 머물고 있던 베트남인으로 확인됐다. 이들은 주로 메신저 '잘로'(Zalo)를 통해 연락한 뒤 부산·울산·창원·천안 등의 베트남 노래방에서 업주로부터 장소와 투약 도구 등을 제공받아 마약류를 투약한 것으로 조사됐다.

경찰은 이번 수사를 통해 엑스터시 17.67g과 케타민 48.7g을 압수했으며, 별도로 세관이 압수한 케타민 199.55g의 국내 유통 경로를 추적해 출처를 확인했다고 밝혔다.

부산경찰청 마약국제범죄수사대는 외국인 마약류 범죄를 신종 마약류와 의료용 마약류 불법 유통, 온라인 마약류 범죄 등과 함께 하반기 마약 집중단속의 주요 대상으로 정하고 관계기관과 공조해 단속을 강화할 방침이다.

[Here is the English version of the article] 35 Foreign Drug Suspects Arrested in South Korea Over Ketamine, Ecstasy Smuggling

[BUSAN] -Police have arrested 35 foreign nationals accused of smuggling ketamine and ecstasy into South Korea and selling the drugs primarily to Vietnamese nationals living in the country illegally. Fifteen of the suspects have been detained, police said Wednesday.

The Busan Metropolitan Police Agency said it investigated the case for about 11 months, from October 2025 through August 2026. The suspects, including Vietnamese nationals and naturalized citizens, are accused of bringing the drugs into South Korea from Poland through international mail and distributing them through entertainment establishments frequented by Vietnamese nationals.

Police said the suspects also used Vietnamese karaoke bars and other entertainment venues in Busan, Ulsan, Changwon and Cheonan to use the drugs. Most of those arrested were Vietnamese nationals whose visas or authorized periods of stay had expired but who remained in South Korea.

The investigation began in October 2025 after police received information that Vietnamese nationals staying illegally in the country were distributing ecstasy and ketamine at karaoke bars and other entertainment establishments.

Working with intelligence and immigration authorities, including a special immigration investigation unit, police conducted undercover transactions and arrested a Vietnamese man in his 20s who was allegedly involved in selling the drugs. Ecstasy, ketamine and other narcotics were seized from him.

Police then analyzed the suspect's statements, mobile phone forensic data and bank transaction records to identify others allegedly involved in smuggling, distributing and using the drugs.

Investigators said the suspects mainly communicated through Zalo, a messaging app widely used in Vietnam. They allegedly gathered at Vietnamese karaoke bars in several cities, where business operators provided rooms and equipment for drug use.

Police seized 17.67 grams of ecstasy and 48.7 grams of ketamine during the investigation. They also identified the source of 199.55 grams of ketamine separately seized by customs authorities, police said.

The Busan Metropolitan Police Agency's international drug crime investigation unit said it will continue to focus on drug crimes involving foreign nationals, along with emerging drugs, illegal distribution of medical narcotics and online drug offenses, as part of intensified drug enforcement efforts in the second half of the year.
