[Break News By Bae Jong-tae, Reporter] Afghan women's activist Koofi "Afghan women will not surrender despite Taliban’s crackdown"

= Afghan women denied education and social participation “are not silent or surrendering,” Koofi says, urging international solidarity.

Fawzia Koofi, a former Afghan parliamentarian and women's rights activist, shared her direct experience participating in peace negotiations with the Taliban, highlighting the reality of Afghan women losing their rights to education, politics, and social participation, while urging the international community's continued solidarity and responsibility.

Representative Koofi explained her experience in peace negotiations, the situation of women's human rights after the Taliban's recapture of power, and the challenges surrounding women's political and social participation under the theme "Afghan Women's Human Rights and Peace Negotiations Aftermath." UN Women introduces Representative Koofi as a 2020 Nobel Peace Prize nominee, the first female Second Deputy Speaker of the Afghan Parliament, and a member of the Afghan Republic's peace negotiation delegation at the time.

At a press conference for the 2026 World Women's Peace Conference held in Cheongju on the 18th, Representative Koofi raised her voice, saying, "We are not those who remain only as victims, but those who have survived," and "Afghan women are neither silent nor surrendering."

Under the theme "Women's Solidarity for Peace and the Role of Media," the press conference discussed the roles of women and the responsibility of media beyond wars and conflicts, focusing on the Yemeni civil war, Afghan women's rights, the political participation of indigenous women, social integration, and issues of hatred.

Representative Koofi specifically shared her experience participating in the peace negotiations between the Afghan government and the Taliban held in Doha, Qatar, in 2020, emphasizing that women's voices must not be excluded during peace negotiation processes.

She stated, "My last official duty was dealing with peace negotiations with the Taliban," adding, "I sat at the negotiating table with people who do not believe women have the right to exist."

Representative Koofi explained that at the time of the negotiations, it had only been a month since she injured her right arm in a Taliban attack. Indeed, she was one of the four women among the 21-member Afghan government negotiation team that participated in the Afghan peace negotiations in Doha starting in September 2020.

She noted, "When we started negotiations with the Taliban, it had only been a month since I was shot and injured in my right hand," and "There is a photo of me sitting at the negotiation table with a bandage wrapped around my right hand during the Doha negotiations."

Representative Koofi found the reasons for entering negotiations, despite the deep personal scars between her and the Taliban, in "dialogue" and "coexistence."

She stated, "Even if we do not share the same values and principles, we must talk to each other," and "Ultimately, we must find a way for different people to coexist."

She recalled feeling fear and hesitation before entering the negotiation room. Remembering the violence committed by the Taliban against the Afghan people and the attack she suffered, she explained that she entered negotiations by reminding herself that she was representing not an individual, but Afghan women and men, and the victims of war.

The peace negotiations between the Afghan government and the Taliban, which began in Doha, Qatar on September 12, 2020, started with expectations that the long war could be ended. At that time, the Afghan government negotiation team included four women, including Koofi, but the Taliban negotiation team did not include a single woman.

However, Representative Koofi argued that during the negotiation process, the Taliban believed they could already achieve political victory through the agreement concluded with the United States, and thus did not seriously engage in internal Afghan negotiations.

She remarked, "The Taliban thought they had already won, and believed the agreement with the US would eventually lead them to power," adding, "Ultimately, they seized power again in August 2021."

The Taliban took control of Kabul on August 15, 2021, and subsequently introduced extensive restrictions on the education, employment, movement, and participation in public life of women and girls. The United Nations has pointed out that discriminatory measures systematically excluding women and girls from the public sphere have continued to expand since the Taliban came to power.

Currently in Afghanistan, girls' secondary education and women's university education remain restricted. According to the United Nations, girls' entry into secondary schools has been blocked since 2021, and women's university education was suspended in December 2022. Even as of 2026, women and girls face widespread constraints in secondary and higher education, most jobs, and public life.

Representative Koofi stated, "This reality is losing a generation."

She noted, "We are losing an opportunity for education, and losing a generation that could have contributed to the national economy by becoming doctors, nurses, teachers, and engineers."

Representative Koofi recalled that she herself could not properly continue her education from 1996 to 2001, during the Taliban's first period of rule.

"By now, I could have become a doctor. But that did not happen."

She said she harbored dreams of becoming a medical professional, but the path of education was blocked by the Taliban's rule. After the Taliban regime collapsed, she continued her studies in political science and international relations, entering the Afghan parliament in 2005 to work for the expansion of women's political participation. She is also known as the first female Second Deputy Speaker of the Afghan Parliament.

Representative Koofi pointed out not only educational restrictions on women but also pressure on freedom of the press and expression as issues.

She stated, "The press is also being oppressed," noting that journalists and civil society figures are facing pressures such as arrests and detentions, and those raising voices against Taliban rule face severe crackdowns.

She further claimed that institutional discrimination targeting women and girls has expanded in Afghanistan since the Taliban came to power, emphasizing that the international community must address this more clearly as a legal and political issue.

The issue of "gender-based oppression" spoken of by Representative Koofi is not limited merely to women's right to education. Restrictions are expanding across various areas of life, including women's labor, movement, use of public spaces, and participation in political and social decision-making. The UN also points out that the Taliban's measures are systematically excluding women and girls from the public sphere.

The issue of armed groups within Afghanistan is also raising international concern, according to Representative Koofi.

Mentioning the July 2022 incident where Al-Qaeda leader Ayman al-Zawahiri was killed in Kabul by a US drone strike, she pointed out that international concerns regarding the presence of extremist elements within Afghanistan and their relationship with the Taliban have resurged. Al-Zawahiri was killed by a US drone strike at a hideout in Kabul on July 31, 2022.

Nevertheless, Representative Koofi emphasized that Afghan women should not be defined simply as victims.

"Afghan women do not remain silent. We do not surrender."

She stated that Afghan women who left abroad are providing educational opportunities to women inside the country through online education and international solidarity.

She also explained that they are continuing activities to hold accountable discrimination and persecution against women and to strengthen protection and responsibility regulations under international law by cooperating with international organizations such as the UN Human Rights Council and the UN Security Council.

Emphasizing the responsibility of the international community, Representative Koofi stressed, "We must end the culture of impunity and ensure perpetrators face the judgment of justice."

She stated that the Afghan women's movement is extending beyond human rights issues into activities for peace and democracy.

"We are also working for peace. We are not victims, but survivors."

Representative Koofi revealed that she is still continuing conversations with people inside Afghanistan and organizing ongoing dialogues with Afghans residing abroad, explaining that she has not abandoned hope that democracy and women's rights can one day be restored in Afghanistan.

She mentioned that while the histories of South Korea and Afghanistan differ, they share the commonality of their peoples' aspiration for democracy.

Mentioning South Korea's democratization process and economic development, she said, "It took the effort and dedication of many people for South Korea to achieve democracy and prosperity," adding that she likewise wants Afghanistan to move toward a future based on democracy, peace, and dignity.

Representative Koofi also mentioned past South Korean support for Afghanistan. Recalling experiences where South Korea dispatched troops to Afghanistan to support peace and democracy and Korean companies participated in local infrastructure construction, she mentioned that she has perceived South Korea as a country that values peace.

She stated, "Ensuring peace, stability, rule of law, and dignity for the Afghan people is also connected to the peace of the entire international community."

Finally, Representative Koofi appealed to the South Korean public to show solidarity with Afghan women.

"Please stand with Afghan women. Please help hold oppression against women internationally accountable, and join us so that democracy can return to Afghanistan."

She appealed, "The Afghan people deserve a life better than today."

Prior to Representative Koofi's remarks, the press briefing featured presentations on topics such as women-led peace and social integration, post-conflict community recovery, women's political participation, and the role of media.

As the first presenter, IWPG CEO Jeon Na-young presented on the theme "Women's Peace and the Role of Media," suggesting the roles media should perform in publicizing women's peace activities and expanding international solidarity.

Ahood Mohamed Salem Jaasous, Minister of State for Women's Policy of Yemen, addressed "Restoring Daily Life from the Battlefield: Local Administration and Women's Governance Amid the Yemeni Civil War," covering the impact of local administration and women's participation on everyday recovery and peacebuilding amid the Yemeni civil war.

Diana Caiza, Mayor of Ambato, Ecuador, introduced the meaning of diversity and inclusion based on her experience working as a local government leader overcoming barriers as both a woman and an indigenous person under the theme "An Indigenous Female Mayor Who Broke the Glass Ceiling: Peace of Diversity and Inclusion."

Kefa N. Omae, Chairperson of the National Cohesion and Integration Commission of Kenya, outlined tasks for mitigating conflict and hatred and achieving social integration under the theme "Beyond Division and Hatred to Social Integration."

This briefing was prepared as an occasion to spotlight war and conflict from a women's perspective while discussing the significance of women's participation in peace negotiation and social integration processes, and the role of media in conveying these realities to the international community.
