[Here is the English version of the article] Lee Jae Myung Says He Will Focus on Livelihoods, Reform and National Unity

President Lee Jae Myung said Friday that his administration would place greater emphasis on improving people's livelihoods, pursuing reforms and promoting national unity, acknowledging that his government had failed to sufficiently address the hardships and concerns of some citizens.

In an address marking his first news conference ahead of Chuseok, the Korean Thanksgiving holiday, Lee said he had reflected on the disappointment and concerns expressed by the public following local elections and concluded that “the people are always right.”

Lee said he had been too focused on achieving results and had not done enough to understand the pain and conflicts arising from his policies.

“I was too busy with too many tasks and failed to properly consider the feelings of more people,” Lee said. He pledged to listen more closely, communicate more actively and approach state affairs with greater humility.

Lee said improving economic indicators and improving people's actual lives were separate but equally important goals.

“We must overcome the economic crisis and restore growth, but improving people's livelihoods is equally important,” he said, adding that his government would focus more directly on measures that people can feel in their daily lives.

The president also defended his cautious approach to reform, saying he had sought to avoid excessive confrontation that could slow or derail reforms. He cited the previous government's medical reform efforts as an example of a policy drive that generated considerable public attention but ultimately produced social disruption without delivering the intended results.

Lee said his administration would continue pursuing reforms while doing more to communicate with those affected and minimize the pain caused by policy changes.

He also called for greater unity among supporters of democracy and reform, saying differences over strategy or the pace of change should not lead people who share broader goals to turn against one another.

On institutional reform, Lee pledged to complete what he described as irreversible prosecution reform. He said the separation of investigative and prosecutorial powers was approaching its final stage through plans to remove prosecutors from investigations and divide the functions of the proposed Public Prosecution Office and National Investigation Office.

Lee said the purpose of prosecution reform was to prevent investigative and prosecutorial powers from being misused for political purposes while ensuring that victims' rights and public safety were protected.

He also promised stronger police reform to prevent the concentration of investigative authority from creating another overly powerful institution.

On economic and housing policy, Lee pledged to continue pursuing recovery and growth while ensuring that the benefits of growth are more broadly shared.

He said stabilizing the housing market would be a priority and vowed to address excessive concentration in the Seoul metropolitan area through balanced regional development.

Lee also said his administration would accelerate the construction of Sejong as the country's administrative capital, describing his vision as a two-capital system consisting of Seoul as the economic capital and Sejong as the administrative capital.

The president also reiterated his support for constitutional reform, saying the 1987 Constitution no longer fully reflects the realities of present-day South Korea.

Among the areas he cited were incorporating the spirit of the May 18 Gwangju Democratization Movement and the Bu-Ma Democratic Protests into the Constitution's preamble, strengthening basic rights, distributing some presidential powers to the National Assembly and local governments, and introducing a presidential reelection system to promote policy continuity and governmental stability.

Lee, however, firmly rejected suggestions that he was seeking another term in office. “I have absolutely no intention of seeking reelection,” he said, reiterating that he had never considered extending his presidency.

Lee concluded by pledging to become a president focused on people's livelihoods, reform and national unity. “I will not lose sight of my original purpose and will believe only in the people,” he said, promising to carry out his responsibilities with a renewed sense of duty and work toward tangible improvements in people's lives.
