[Here is the English version of the article] Busan Expands Local Currency Benefits to Support Small Businesses and Boost Consumer Spending
Busan is temporarily expanding benefits under its local currency program, Dongbaekjeon, as part of a broader emergency economic initiative aimed at easing household expenses, encouraging local spending and reducing operating costs for small businesses.
The measures include higher cashback rates, holiday shopping incentives and discounts for QR payments for consumers, as well as incentives for businesses to join the Dongbaekjeon QR payment network and support for card transaction fees. The city announced the package on Sept. 20.
The cashback rate has been temporarily increased through Sept. 30. Customers receive up to 15% cashback at Dongbaekjeon-affiliated businesses with annual sales of 1 billion won or less, while the rate for businesses with annual sales between 1 billion won and 3 billion won has been raised to 13%.
The city is also launching a Chuseok holiday promotion from Sept. 21-28. Dongbaekjeon users who spend at least 100,000 won during the period will automatically enter a drawing, with 22,000 winners receiving 5,000-won coupons for QR payments. The coupons are scheduled to be distributed between October and November.
Separately, Dongbaekjeon members will be able to receive 3,000-won QR payment coupons on a first-come, first-served basis from October through November. One coupon per person per month can be downloaded through the Dongbaekjeon app and used for purchases of at least 10,000 won at participating QR merchants.
Busan is also seeking to expand the number of small businesses accepting Dongbaekjeon QR payments. Businesses that newly join the QR network during the promotion period and record at least one Dongbaekjeon QR transaction by Dec. 20 will be entered into a drawing for 30,000 won in Dongbaekjeon policy support funds. A total of 6,500 businesses will be selected.
The city also plans to subsidize Dongbaekjeon card transaction fees for participating businesses with annual sales of 1 billion won or less. Based on October and November transaction records, the city will calculate six months of eligible payment volume and provide support equivalent to 0.15% of that amount, within the available budget.
The measures are part of Busan’s “100-Day Emergency Measures for People’s Livelihoods,” a broader package designed to ease financial pressure on residents and small businesses while encouraging money to circulate within the local economy. The city says the initiative combines consumer support with measures to reduce operating costs for small businesses.
Busan Mayor Jeon Jae-soo said the goal was to increase benefits that residents can feel directly while reducing costs for small businesses.
“By using Dongbaekjeon to revive weakened consumer spending and connect that spending to sales at neighborhood businesses, we will create a virtuous cycle in which money circulates within Busan and accelerate the recovery of people’s livelihoods,” Jeon said.
