[Here is the English version of the article] 136 Arrested in $6.5 Million Cellphone Scam Targeting People in Financial Distress

Police have arrested and referred to prosecutors 136 people accused of exploiting financially vulnerable borrowers in a cellphone financing scam that allegedly netted 472 devices worth about 900 million won ($650,000).

The suspects allegedly recruited people with poor credit through online loan advertisements and persuaded them to obtain new cellphones in their own names in exchange for quick cash. They then used fraudulent lost-phone claims to obtain replacement devices through cellphone insurance, police said.

The Busan Metropolitan Police Agency’s major crimes unit said Wednesday that the investigation resulted in the arrest of a man in his 30s who allegedly ran the operation. He was taken into custody, while the other 135 suspects were not detained.

The scheme operated from August 2022 through April 2026. Investigators said the group posted advertisements on online loan platforms promising “same-day loans” and saying loans were available to people with poor credit.

Under the scheme, borrowers were instructed to open new cellphone lines and hand over expensive smartphones to the organization. The group allegedly obtained 236 new devices worth about 450 million won from telecommunications companies.

The borrowers were then encouraged to sign up for cellphone loss insurance. They allegedly filed false reports claiming the phones had been lost, allowing the group to obtain another 236 replacement devices worth about 450 million won from insurers.

The practice, commonly known in South Korea as “phone financing” or “phone flipping,” involves opening a cellphone account in one’s own name and handing over the device in exchange for cash. Police warned that participants can be left with installment payments and other financial obligations and may face criminal charges if they knowingly take part in illegal activity.

Investigators said the alleged ringleader registered a lending business under false circumstances in June last year and used online advertisements to recruit people willing to open cellphone accounts in their names.

He allegedly oversaw the operation, including arranging consultations with borrowers, assigning agents to help them obtain phones, providing instructions for falsely reporting phones as lost, filing insurance claims and disposing of the new and replacement devices.

The police said 135 cellphone account holders, including housewives, college students and unemployed people, participated in the scheme. They allegedly received between 200,000 won and 1 million won per device after handing over newly purchased phones and replacement devices obtained through fraudulent insurance claims.

The ringleader allegedly sold the phones overseas.

Police said the investigation was complicated because people seeking the loans were also participants in the scheme, making it difficult to distinguish between offenders and victims as in other illegal lending cases.

Investigators analyzed documents submitted to telecommunications and insurance companies, as well as phone and bank transaction records, to identify the operation’s offices and the suspects’ residences. They seized 23 cellphones, 10 computers and manuals used to instruct participants.

Police said they will continue investigating other members of the organization, including counselors and agents allegedly involved in the scheme, and will examine whether the illegally distributed phones were used in other crimes.

The agency also said it had secured a court order to preserve about 25 million won in suspected criminal proceeds pending possible confiscation. It asked local authorities to revoke the operator’s lending-business registration and recommended that telecommunications companies strengthen oversight of cellphone accounts opened for loan-related purposes and that insurers introduce additional verification measures for lost-phone insurance claims.

A Busan police official warned that so-called phone financing schemes exploit people who urgently need cash and can leave participants with substantial installment debt and potential criminal liability.

Police said they will take strong action against organized illegal lending operations that threaten the public.
