U.S., China Expand Trade Cooperation, but Old Tensions Remain

WASHINGTON — President Donald Trump and Chinese President Xi Jinping agreed at their summit to expand cooperation on trade and investment, including more favorable tariff treatment for $30 billion worth of non-sensitive goods in each direction and Chinese purchases of at least 10 million metric tons of U.S. coal in both 2027 and 2028. But some commitments from their May summit have yet to be fully carried out, while competition over critical minerals and advanced technology continues to test the relationship.

Trade board launched with $30 billion in goods
The United States and China formally launched the Board of Trade and Board of Investment established at their May summit in Beijing.

The trade board reached consensus on recommendations for more favorable tariff treatment for $30 billion worth of non-sensitive goods in each direction. The countries also launched a working group to address barriers to agricultural market access.

U.S. exports covered by the discussions include agricultural products, fish and seafood, logs and wood products, cosmetics and medical devices. Chinese exports to the United States include small appliances, toys, holiday decorations and children’s car seats, the White House said.

China to import at least 10 million tons of U.S. coal
China will import at least 10 million metric tons of U.S. coal in both 2027 and 2028, according to the White House.

The two countries also established a Board of Investment to discuss investment opportunities and obstacles and provide a channel for addressing major investment issues.

But investment remains complicated by national security concerns in both countries. The Associated Press has reported that concerns in Washington over Chinese investment in the United States, along with Chinese concerns about the security of its investments and possible technology transfers, could limit the scope of the new investment mechanism.

Existing trade commitments remain a test
Many of the measures announced at the summit build on agreements reached at the May meeting rather than representing entirely new commitments.

The AP reported that Chinese purchases of U.S. agricultural products were expected to fall short of the roughly $30 billion annual level cited by the White House, while a previously announced Chinese commitment to purchase 200 Boeing aircraft had not yet been fulfilled.

That leaves implementation as a key test of whether the latest agreements translate into sustained economic gains.

Rare earths remain a major issue
The United States and China will continue discussions over U.S. concerns about shortages of rare earths and other critical minerals.

The White House said the two sides aim to restore shipments to appropriate levels.

China has significant influence over global rare earth supply chains, making the minerals a major issue in the broader U.S.-China economic and security relationship. The AP has reported that rare earths have also been an important source of leverage in negotiations between the two countries.

Fentanyl precursors and illicit drugs
Trump and Xi also discussed illicit drugs and precursor chemicals.

The White House said the United States welcomed China's new export controls on two fentanyl precursor chemicals. China also arrested 21 Chinese citizens in August after receiving information from U.S. law enforcement about the manufacture and distribution of precursor chemicals to illicit drug producers in North America.

Russia, North Korea and Iran
The leaders discussed international issues involving Russia, North Korea and Iran.

The two countries agreed that Iran should never have a nuclear weapon and that no country or institution should be allowed to impose tolls on international waterways.

The United States and China also agreed to support each other as hosts of the G20 and APEC, with both leaders intending to attend each other's summits.

Trump advocated trilateral arms control talks involving the United States, Russia and China.

‘Super intelligence’ dialogue launched
The United States and China agreed to use the term “super intelligence” rather than “artificial intelligence” in discussing emerging technologies.

They established a bilateral dialogue on the risks and benefits of super intelligence, with the next meeting expected by November 2026. The countries also agreed to establish a direct communication channel for incidents involving the technology.

The AP has reported that while Washington and Beijing share concerns about the risks of advanced AI, they remain competitors for technological advantage, potentially limiting the scope of cooperation.

Cooperation expands, but rivalry remains
The summit produced new mechanisms for managing trade and investment and expanded areas of cooperation between the world's two largest economies. But it did not remove the broader strategic rivalry between Washington and Beijing.

Ahead of the summit, the AP cited analysts who expected limited progress rather than a sweeping breakthrough. Trade, rare earths, advanced technology and national security remain closely linked, leaving substantial disagreements between the two countries.

The durability of the latest agreements will therefore depend in part on whether they are implemented and whether the new channels for dialogue can function despite continuing competition over technology, resources and security.
