[Here is the English version of the article] Chinese tourists to South Korea rise, but duty-free sales plunge
The number of Chinese tourists visiting South Korea has increased sharply this year, but their spending at duty-free shops has fallen by more than half in recent years, according to government data.
South Korea received 4.816 million Chinese visitors from January through August, up 29% from the same period last year, making China the largest source of foreign tourists to the country, according to the Korea Tourism Organization’s August tourism statistics.
Despite the increase in visitors, Chinese duty-free sales fell from 16.75 trillion won ($12.4 billion) in 2021 to 8.23 trillion won last year, a decline of more than 50% in four years, according to data from the Korea Customs Service submitted to Rep. Park Soo-young of the ruling People Power Party.
Sales to Chinese customers totaled about 5.84 trillion won through August this year.
Average duty-free spending per visitor also dropped sharply. Based on total duty-free sales and the number of users, average spending fell from 2.634 million won per person in 2021 to 417,000 won through August this year, a decrease of 84.2%.
The decline reflects a major shift in the country's duty-free market.
Chinese shoppers accounted for 93.9% of total duty-free sales in 2021, but their share fell to 65.7% last year. During the same period, total foreigner sales declined 45.1%, from 17.06 trillion won to 9.33 trillion won.
Domestic sales, however, increased nearly fourfold, from 827.9 billion won to 3.2 trillion won.
Overall duty-free sales fell 29.7%, from 17.83 trillion won in 2021 to 12.53 trillion won last year.
At the same time, tax refunds for foreign tourists at post-tax-refund stores have surged, suggesting that more visitors are shopping at downtown retail outlets rather than traditional duty-free stores.
The number of approved tax refunds increased from 2.043 million in 2022 to 39.226 million last year, while the total refund amount rose from 33.4 billion won to 413.1 billion won.
On a monthly average, the number of refunds increased 26.9 times, or 2,588%, while the refund amount increased 18.2 times, or 1,716%, compared with 2022.
The trend has continued this year. Tax refunds totaled 404.4 billion won through August, already reaching 97.9% of last year's full-year total.
Chinese tourists accounted for 201.1 billion won of the refunds through August, surpassing the 173.6 billion won recorded for all of last year.
Refunds by tourists from Taiwan also increased sharply, rising from 1.6 billion won in 2022 to 55.1 billion won through August this year. Refunds for U.S. tourists rose from 4.9 billion won to 23.7 billion won, while those for Singaporean tourists increased from 4.1 billion won to 14.3 billion won.
The figures point to a change in Chinese tourists' shopping habits, with more spending shifting from duty-free shops to downtown stores such as street-level retailers and drugstores.
Industry analysts attribute the shift partly to the decline of daigou, or Chinese purchasing agents who made large-scale purchases in South Korea during the COVID-19 pandemic. The country's inbound tourism market has also shifted from group tours toward more independent travel, changing the traditional consumption pattern centered on duty-free shops.
Rep. Park said the tourism industry is seeing more visitors while duty-free shops remain relatively empty and tax-refund counters become increasingly busy.
"Tourists are increasing, but duty-free shops are empty while refund counters are crowded," Park said. He said the duty-free industry, which had relied heavily on Chinese daigou shoppers, has struggled to adapt to the growing number of individual travelers.
Park called for the government to reconsider the country's duty-free policies, including duty-free allowances and immediate tax refunds, to reflect changing tourist spending patterns. He also urged the duty-free industry to seek new sources of revenue as the market shifts away from its traditional dependence on Chinese bulk buyers.
