[Here is the English version of the article] Busan Chamber Calls for Lower Tax Burdens and Incentives for Regional Businesses
The Busan Chamber of Commerce and Industry has called for measures to ease tax audit burdens on local businesses and introduce tax incentives for companies and workers outside the Seoul metropolitan area.
The chamber held a meeting Monday afternoon at its international conference hall with Oh Sang-hoon, commissioner of the Busan Regional Tax Office, and about 30 local business leaders to discuss tax and tax administration issues facing companies in the region.
The meeting was organized amid continued economic uncertainty at home and abroad to convey the concerns of local businesses to tax authorities and discuss practical measures to reduce their management burdens.
Before the meeting, the Busan Regional Tax Office briefed business leaders on the direction of national tax administration and various support programs for small and midsize companies, and outlined measures aimed at supporting business stability and revitalizing the regional economy.
The Busan Chamber presented four proposals: reducing tax audit burdens on small and midsize companies with a record of faithful tax compliance; expanding outreach sessions on tax support programs; introducing differentiated corporate and earned-income tax rates for businesses and workers outside the Seoul metropolitan area; and conveying regional concerns over proposed changes to the family business inheritance tax deduction system.
The chamber said small and midsize companies often face significant difficulties preparing documents and responding to tax audits because they lack dedicated tax personnel.
It called for measures such as introducing a system to defer tax audits for companies with a record of faithful tax compliance, allowing them to focus on their core business activities.
The chamber also called for greater access to tax support programs.
Although the Busan Regional Tax Office holds on-site briefings at industrial complexes and joint information sessions with related organizations, small and midsize companies without dedicated tax staff may have difficulty identifying eligibility requirements and application deadlines, the chamber said.
It proposed expanding regional and industry-specific outreach sessions and producing integrated information materials that clearly outline eligibility requirements, application periods and contact points for each support program.
The chamber also called for tax reforms aimed at encouraging investment and job creation in regional areas.
It noted that 75.5% of corporate income tax and 66.5% of earned-income tax was collected in the Seoul metropolitan area in 2024, highlighting the continued concentration of businesses and jobs in the capital region.
To encourage investment and employment by regional companies and help young people settle outside the capital, the chamber proposed introducing differentiated corporate and earned-income tax rates for businesses and workers in non-metropolitan areas. It asked the tax office to convey the proposal to relevant government ministries.
The chamber also raised concerns from the regional business community over proposed revisions to the family business inheritance tax deduction system.
While acknowledging the goal of preventing tax avoidance, the chamber said companies in industries such as specialized construction, warehousing and transportation could be excluded from the deduction solely because of their industry classification, despite having built up specialized skills and business networks over decades.
The chamber said the issue could be particularly serious in regional areas, where there are fewer potential buyers for family-owned businesses. Difficulties in succession could lead to business closures or relocations outside the region, it said, urging authorities to take regional economic conditions into account when revising the system.
The meeting also gave local business leaders an opportunity to raise other tax and tax administration difficulties they face and discuss possible solutions.
Yang Jae-saeng, chairman of the Busan Chamber of Commerce and Industry, said the relocation of the Ministry of Oceans and Fisheries and shipping companies such as HMM to Busan was turning the city's vision of becoming a maritime hub into reality.
"For this opportunity to translate into tangible results, local companies must be able to invest and create jobs with confidence, and tax administration has an important role to play in supporting that," Yang said.
He also called for greater attention from the Busan Regional Tax Office so that companies with a long record of tax compliance can focus on their businesses and local companies that have spent decades building up technology and business networks can successfully pass their businesses on to the next generation.
Oh Sang-hoon, commissioner of the Busan Regional Tax Office, thanked local business leaders for supporting the regional economy through tax compliance and job creation despite difficult economic conditions.
"We will actively support local businesspeople facing difficulties from domestic and international risks and work to restore vitality to the regional economy," Oh said. "We will continue working toward a tax administration that is fair, reasonable and prepared for the future."
